จับตากรณีข้อพิพาษพื้นที่ทับซ้อนไทย-กัมพูชาหลังการประชุม GBC
เป็นไปดังคาดครับ .......
ไร้ข้อสรุปที่เป็นรูปธรรมจากการประชุมคณะกรรมการชายแดนร่วมไทย-กัมพูชา หรือ ThaiCambodian General Border Committee (GBC) ที่อรัญประเทศ
นั่นก็เป็นเพราะว่าการประชุมในครั้งนี้ ทั้งสองฝ่ายต่างพยายามาลองเชิงและมาย้ำจุดยืนของตน ทางฝ่ายกัมพูชาก็พูดชัดเจนว่าไม่คาดหวังอะไรแน่นอนจากการประชุมรอบนี้ ........ ซึ่งในอีกแง่ก็คือ ยังไงเขาก็ไม่คิดว่าจะแก้ปัญหาในการประชุมรอบนี้แน่นอน ....... ข้างฝ่ายไทยเราก็มีเป้าหมายของเรา อ้างอิงจากคำให้สัมภาษณ์ของพล.อ. บุญสร้าง เนียมประดิษฐ ผู้บัญชาการทหารสูงสุดซึ่งบอกว่า ยังไงเราก็จะไม่ถอนทหารถ้าชาวบ้านกัมพูชาไม่ยอมถอนที่อยู่อาศัยออกไป
การประชุมครั้งหน้าจะมีขึ้นหลังการเลือกตั้งทั่วไปของกัมพูชา คาดว่าในตอนนั้นอาจจะมีอะไรคืบหน้าบ้างครับ
แต่จากข่าวของ Bangkok Post ซึ่งผบ. กองกำลังสุรนารีกล่าวว่าบางทีกองทัพอาจจะต้องวางกำลังในพื้นที่หลายเดือนจนถึงขั้นหลายปี
ส่วนตัวแล้ว พูดในแง่ของไทย เห็นด้วยกับผบ.กองกำลังสุรนารี เพราะนี่ก็เป็นโอกาสดีที่จะใช้การวางกำลังนี้เป็นการสร้างแรงกดดันเพื่อผลักดันชาวกัมพูชาออกจากพื้นที่ทับซ้อน และจัดวางเขตแดนให้เป็นไปตามที่ตกลงที่เรายอมรับได้หรืออย่างน้อยที่สุดเป็นไปตามที่เคยเป็นมาก่อนหน้ากรณีพิพาษนี้ การมีกำลังทหารในพื้นที่ จะเป็นเสมือนไพ่ใบสำคัญในโต๊ะเจรจาครับ
ส่วนเรื่องสำคัญที่จะต้องมาย้ำอีกทีนึงว่า ............. เราไม่ต้องการสงครามครับ ........... เราคาดหวังการวางกำลังทหารของกองทัพไทยไปเพื่อผลประโยชน์ของการรักษาสถานะการอ้างสิทธิและการรักษาเขตแดนตลอดจนการเป็นเครื่องมือทางการฑูตเท่านั้น
แต่เราไม่สนับสนุนอย่างสิ้นเชิงที่จะให้ใช้กำลังทหารเข้าทำสงคราม เพราะมันไม่มีประโยชน์ .......... ยิ่งถ้าเราเป็นฝ่ายเริ่มก่อน เราจะพ่ายแพ้ในด้านการเมืองระดับนานาชาติและจะสูญเสียทุกอย่างในที่สุด
ฉะนั้น กลุ่มใด ท่านใด ที่พยายามอยากจะให้เกิดสงคราม เพียงเพราะต้องการสนองความสะใจ หรือสนองวัตถุประสงค์ของตนเอง .......... อย่าปลุกกระแสคลั่งชาติแบบไร้สติ ............ ขอให้ท่านมองหลาย ๆ ด้าน หลาย ๆ มิติ อย่ามองแต่เพียงศักดิ์ศรีจอมปลอมซึ่งเมื่อจบสมครามแล้วมันก็จะหายไป ......... แต่เราต้องมองไปถึงบทบาทของไทยในเวทีโลก การลงโทษของประเทศอื่น ๆ ต่อไทยถ้าเราเริ่มสงคราม ไปจนถึงความเสียหายต่อชีวิต ทรัพย์สิน เศรษฐกิจ สังคม และความน่าเชื่อถือของประเทศ ตลอดจนผลประโยชน์จำนวนมากของธุรกิจไทยในกัมพูชา รวมถึงแหล่งน้ำมันของกัมพูชาที่ไทยควรต้องเร่งไปขอสัมปทานขุดเจาะมาหล่อเลี้ยงเศรษฐกิจของไทย ............... ถ้าท่านเปิดตามองหลาย ๆ ด้านจริง ท่านก็จะตระหนักได้เองว่า สงครามเป็นสิ่งที่ต้องหลีกเลี่ยงไม่ว่าจะอย่างไรก็ตาม
ที่สำคัญ ท่านเชียร์ให้รบอยู่ในเมืองหลวง แต่คนที่ต้องรบจริงและตายจริงกลับเป็นทหารที่ไม่รู้เกมส์ผลประโยชน์ในเมืองกรุง ส่วนคนที่เชียร์ให้รบ กลับนั่งจิมกาแฟดูทีวีอยู่บ้าน ............. อย่าเห็นแก้ตัวมากขนาดนั้นเลยครับ
ไทยจะต้องใช้กลไกทางการฑูตในการแก้ปัญหาเท่านั้น
ไทยจะต้องย้ำบทบาทของตนว่า พื้นที่ทับซ้อนคือพื้นที่ของไทยซึ่งเราจะใช้สันติวิธีในการแก้ปัญหาเท่านั้น
ไทยจะต้องไม่แสดงออกถึงการยั่วยุให้เกิดการปะทะ
ไทยจะต้องไม่ใช่ประเทศแรกที่เริ่มสงคราม
ไทยจะต้องทำแค่การป้องกันตนเองเท่านั้น ถ้ามีสงครามเกิดขึ้น
สุดท้าย ขอชื่นชมบทบาทของกองทัพในกรณีพิพาษนี้ที่ดำเนินการได้ดี ดำเนินยุทธศาสตร์การใช้กำลังได้อย่างเหมาะสม และประกาศจุดยืนที่จะไม่ใช้กำลังในการแก้ปัญหาครับ

วันนี้ (21กรกฏาคม) พล.อ.บุญสร้าง เนียมประดิษฐ์ ผู้บัญชาการทหารสูงสุด และพล.อ.เตีย บัญห์ รองนายกรัฐมนตรี และรัฐมนตรีว่าการกระทรวงกลาโหม ประเทศกัมพูชา ยอมรับว่า คงไม่สามารถถอนทหารออกจากพื้นที่ทับซ้อนปราสาทเขาพระวิหารได้ เนื่องจากติดข้อกฎหมาย
อย่างไรก็ตาม พล.อ.บุญสร้าง ปฏิเสธชี้แจงว่าข้อกฎหมายนั้นเป็นกฎหมายของไทย กัมพูชา หรือระหว่างประเทศ แต่สิ่งหนึ่งที่ตรงกัน คือ ต้องพยายามลดอุณหภูมิบริเวณชายแดน ซึ่งจะหลีกเลี่ยงการเผชิญหน้า ความรุนแรง
ด้วยการที่ทหารทั้งสองฝ่ายต้องระมัดระวังในเรื่องนี้
ด้านพล.อ.เตีย ที่ยอมรับว่า การลดอุณหภูมิบริเวณชายแดนทำได้ยาก โดยเป็นห่วง ส่วนบันทึกความตกลงระหว่างไทย-กัมพูชา เมื่อปี 2543 พล.อ.บุญสร้าง ยอมรับว่า มีการหยิบยกขึ้นหารือ แต่ไม่อธิบายว่าบันทึกน ี้จะสามารถนำไปสู่การคัดค้านหรือทักท้วงในเรื่องพื้นที่ทับซ้อนได้หรือไม่

Aranyaprathet (dpa) - Thailand and Cambodia failed Monday to find a quick fix to a dispute over an ancient Hindu temple on the Thai-Cambodian border, but both sides agreed they wanted the row to subside.
"We want the temperature to come down," said Cambodian Defence Minister Tea Banh after an eight hour meeting on the Preah Vihear temple dispute with Thai Supreme Commander General Boonsrang Niempradit at the Indochina Hotel in Aranyaprathet, Sa Kaeo province.
Boonsrang said the two sides were unable to solve the legal issues involved in the controversy over the temple's compound, parts of which are claimed by both Thailand and Cambodia.
"We will need to consult the government on the law," Boonsrang told a press conference after the lengthy meeting.
Tea Banh said no solution to the row was likely before Cambodia's general election scheduled for Sunday.
While both sides claimed the meeting was not a failure, neither agreed to withdraw their troops from the Preah Vihear vicinity, about 650 kilometres north-east of Bangkok.
The Aranyaprathet meeting was held in an attempt to defuse an intensifying dispute over the ownership of a 4.6-square-kilometre plot of land adjoining Preah Vihear, an 11th century Hindu temple with a long history of causing border tension between the two neighbouring countries.
Last week Thailand and Cambodia sent about 4,000 troops to the vicinity of Preah Vihear temple, also called Phra Viharn in Thai.
The temple was the cause of a border spat five decades ago that ended up at the International Court of Justice in The Hague in 1962. Cambodia won, but the row was reignited by the World Heritage Committee's decision to list the temple as a UNESCO site earlier this month despite Thai objections.
Three Thais were briefly detained on July 15 for crossing into a portion of the temple compound still subject to a border demarcation dispute. The three, part of an ultranationalist Buddhist group, were released within hours but prompted Thailand to send paramilitary troops to the contested area, where they remained.
The border spat also coincided with the annual foreign ministers meeting of the Association of South-East Asian Nations (Asean) in Singapore this week, although it is not officially on the agenda.
Singapore Foreign Minister George Yeo urged Cambodia and Thailand to exercise utmost restraint while finding peaceful solutions to the row.
"We urge both sides to exercise utmost restraint and resolve this issue amicably, in the spirit of Asean solidarity and good neighbourliness," Yeo said after an informal dinner of Asean officials on the eve of annual ministerial meetings. (dpa)

Demining team kicked off near Preah Vihear Temple area

1. On 15 July 2008, a Thai paramilitary ranger stepped on a landmine, resulting in a loss of his right leg, during an operation along the Thai-Cambodian border near the Preah Vihear Temple on 15 July 2008. The incident has caused concern to the Thai authorities as more landmines could remain in the area, posing danger to both civilians and military personnel. In addition, Thailand also has an obligation under the 1997 Ottawa Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on their Destruction to destroy all anti-personnel mines in mined areas under its jurisdiction or control, as soon as possible but not later than 10 years after the entry into force for Thailand, which will be in 2009. In this regard, the Royal Thai Armed Forces Headquarters has dispatched a demining team into the area, which is confirmed to be within the Thai territory, to clear remaining landmines.
2. The Royal Thai Armed Forces and its Cambodian counterpart have agreed to convene a special session of the General Border Committee (GBC) on 21 July 2008 in Sa Kaew Province, so that both sides can discuss issues together in a spirit of neighbourliness. The GBC a bilateral mechanism which is co-chaired by the Thai and Cambodia Ministers of Defence, or their representatives, and meets on a regular basis, was initially scheduled to hold its next session in August 2008.
3. In the meantime, the armed forces of both sides are in close contact.

Thai construction workers flee Cambodia

About 300 construction workers near the Cambodian border fled back to Thailand yesterday morning as the bilateral dispute over the Preah Vihear temple intensified.
Cambodia dispatched some 2,000 troops to strategic areas along the border, citing the need to beef up security for tourists, residents and merchants. Their presence caused a drastic drop in cross-border trade.
The workers for Thai contractor Ch Karnchang left behind heavy and light equipment worth an estimated Bt100 million and crossed back to the Thai side of the border from Cambodia's Udommedchai province out of fear of violence erupting over the controversial temple.
Hattachai Pengchaem, deputy chairman for foreign affairs at the Thai Chamber of Commerce, said business across the border had almost ground to a halt over the past three days.
Thai tourists should avoid talking about the temple issue with Cambodians for their own safety, he said.
However, no bloody clashes are likely, as both governments believe the current tension is a result of domestic politics in Thailand, he added.

Cambodia sends more troops to temple area

Cambodian ambassador to Thailand Ung Sean was summoned to the Foreign Ministry yesterday to hear the government's protest over Cambodia's claim of ownership of the disputed zone near the Preah Vihear temple.
Bangkok's diplomatic manoeuvre came as Phnom Penh sent more troops to the area. The Thai army is likely to counter the move and match forces with Cambodia.
The ministry handed the ambassador a letter from Prime Minister Samak Sundaravej to his Cambodian counterpart Hun Sen, which insisted Thai soldiers were deployed on Thai soil, according to ministry spokesman Tharit Charungvat.
On Thursday, the Cambodian prime minister wrote to Mr Samak demanding the withdrawal of Thai troops from Cambodian territory.
Mr Samak's letter said the government was concerned about the increasing border troop build-up by Cambodia, which would lead to a deteriorating situation.
Mr Samak argued that the area the Cambodian leader claimed in his letter was part of Cambodia was actually within Thailand.
"The establishment of the Cambodian community, including construction of a temple, houses and the stationing of Cambodian military personnel in the area is a continued violation of Thailand's sovereignty and territorial integrity," the letter said.
Thailand had protested against the intrusion of Cambodians into the area four times - in 2004, 2005, 2007 and last year, it said.
The two neighbours claim sovereignty over a 4.6-square-kilometre area at the border. Thailand claims it is part of Kantharalak district in Si Sa Ket province, while Cambodia claims it is in its province of Preah Vihear.
Eight ambassadors to Thailand from member countries of the Association of Southeast Asian Nations (Asean) were briefed by the ministry. They were handed copies of the letters from Mr Hun Sen and Mr Samak.
Mr Samak repeated Thailand's determination to resolve the problem in the area immediately adjacent to the Preah Vihear temple through peaceful means.
In Si Sa Ket, a Thai intelligence source said about 2,000 Cambodian soldiers with heavy military equipment, including helicopters and personnel carriers, were stationed at Komui village close to the contested area yesterday.
They were elite soldiers sent in to counter the special forces which Thailand planned to send to the area.
A Cambodian convoy of four heavy military trucks with mounted machine guns and two smaller trucks was seen travelling from the capital, Phnom Penh, to the border yesterday, according to Reuters. The soldiers were armed with rocket-propelled grenades and automatic rifles.
"I am leading these men to reinforce our troops at Preah Vihear," Gen Yim Sanh said.
A Thai army source said Thailand planned to dispatch more soldiers to the disputed area to at least match the Cambodian forces.
Second Army commander Lt-Gen Sujit Sithiprapa vowed to keep Thai troops in the overlapping area until the General Border Committee (GBC) meets on Monday in Aranyaprathet district.
Lt-Gen Sujit denied reports that soldiers from the two countries nearly clashed on Thursday evening.
"I can confirm that Thai and Cambodian soldiers are staying together in the area without any conflicts or clashes," he said.
The GBC is chaired by the defence ministers of the two countries.
Supreme Commander Gen Boonsrang Niempradit will lead the Thai negotiators to meet their Cambodian counterparts led by Defence Minister Teah Banh.
Gen Boonsrang was assigned by Mr Samak, who is also defence minister, to attend the talks.
Army chief Gen Anupong Paojinda, air force leader ACM Chalit Pukpasuk, navy commander Adm Sathiraphan Keyanont, national police chief Pol Gen Patcharawat Wongsuwan and National Security Council (NSC) secretary-general Lt-Gen Surapol Puaenaiyaga met yesterday to assess the situation in Si Sa Ket ahead of the GBC meeting.
Gen Boonsrang indicated Thailand could propose Phnom Penh withdraw about 500 Cambodian villagers from the disputed area as a condition for a Thai military withdrawal.
