มาเลเซียปลดประจำการ MiG-29 ทั้งหมดภายในปี 2553

ในที่สุดกำหนดการการปลดประจำการก็ออกมาแล้วครับผม ภายในปีหน้ามาเลเซียจะทำการปลดประจำการ MiG-29N ทั้งหมดครับ โดยภายในปีหน้าจะปลดประจำการ MiG-29N ออก 10 ลำ และสิ้นปีหน้าก็จะปลดอีก 6 ลำที่เหลือ

เขาว่ากันว่า 10 ลำที่เหลือนั่นแหละคือจำนวนความพร้อมรบที่แท้จริงของ MiG-29N ฝูงนี้ครับ

รัฐมนตรีกลาโหมของมาเลเซีย ฯพณฯ ดาโต๊ะ เสรี ดร.อามัด ซาฮิต ฮามิดิ กล่าวไว้ชัดเจนว่าเหตุผลที่มาเลเซียทำการปลดประจำการ MiG-29N ก็คือค่าใช้จ่ายในการบำรุงรักษาเครื่องบินที่สูงครับ

ท่านกล่าวว่า มาเลเซียจัดหา MiG-29 ในราคาถูก แต่ต้องจ่ายค่าซ่อมบำรุงแพงครับ โดยมาเลเซียต้องจ่ายเงินทุกปีปีละ 17 ล้านริงกิต หรือราว 5 ล้านเหรียญสหรัฐ หรือราว 170 ล้านบาทต่อลำ โดยในจำนวนนี้ 10 ล้านริงกิตคือค่าซ่อมบำรุงเครื่องบิน และอีก 7 ล้านริงกิตคือค่าซ่อมบำรุงเครื่องยนต์ โดยคิดแล้วทุกปีมาเลเซียต้องจ่ายเงินถึง 260 ล้านริงกิตหรือราว 2.6 พันล้านบาทเป็นคือบำรุงรักษา MiG-29N ทั้ง 16 ลำครับ

ราคานี้ เท่ากับ Gripen หรือ F-16 ใหม่เอี่ยมจากโรงงาน 1 ลำ หรือเท่ากับ Su-30MKM ลำครึ่งด้วยซ้ำครับ

และนี่คือข้อเสียของเครื่องบินรัสเซียครับ ไม่มีใครปฏิเสธว่าในแง่ของประสิทธิภาพ เครื่องบินรัสเซียล้ำหน้ากว่าตะวันตกในหลาย ๆ ด้าน แต่ในแง่ของการซ่อมบำรุง เครื่องบินรัสเซียสอบตกมาก ๆ ครับ เพราะแม้ว่าราคาเครื่องบินรัสเซียจะถูกมาก แต่ค่าซ่อมบำรุงนั้นจะแพง

เช่นเครื่องยนต์ RD-33 ของ MiG-29N นั้น ต้องเข้ารับการซ่อมใหญ่เมื่อครบ 1,000 ชั่วโมง และต้องซ่อมใหญ่ไปเรื่อย ๆ ทุกปีเมื่อเครื่องยนต์มีอายุการใช้งานตั้งแต่ 1,000 ชั่วโมงจนถึง 4,000 ชั่วโมง ซึ่งถ้าวัดจากข้อมูลของมาเลเซียแล้วจะต้องเสียค่าซ่อมราว 35 ล้านบาทต่อเครื่องยนต์ต่อปี

ในขณะที่เครื่องยนต์ของตะวันตกนั้นจะมีอายุการใช้งานมากกว่าและต้องการการบำรุงรักษาน้อยกว่าครับ อย่างเครื่องยนต์ F100-PW-220 ของ F-16 นั้นมีอายุการใช้งานยาวนานถึง 7 -8 พันชั่วโมง และมีการแบ่งเป็นโมดูลหลัก ๆ 4- 5 โมดูลซึ่งเมื่อโมดูลไหนเสียก็สามารถเปลี่ยนได้โดยไม่ต้องโยนเครื่องยนต์ทั้งเครื่องทิ้ง การซ่อมก็จะเป็นการซ่อมย่อยและตรวจเช็คประจำชั่วโมง โดยจะเข้าซ่อมใหญ่แค่ไม่กี่ครั้งเท่านั้นตลอดอายุการใช้งาน หรือเครื่องยนต์ RM-12 ของ Gripen นั้น ไม่ต้องเข้ารับการซ่อมใหญเลยตลอดอายุการใช้งานด้วยซ้ำครับ โดยจะซ่อมเมื่อเสีย ซึ่งมันจะมีระบบ Engine Condition Monitoring System เคยเตือนว่าอาจจะมีระบบใดผิดปกติ ซึ่งช่างก็สามารถตรวจดูได้ว่าส่วนที่ผิดปกติอยู่ในโมดูลไหนและซ่อมเฉพาะโมดูลนั้น ซึ่งถ้าไม่ร้ายแรงก็ไม่ต้องซ่อมใหญ่ และถ้าเครื่องยนต์ไม่เสียเลย ก็ไม่ต้องซ่อมใหญ่เลยตลอดอายุการใช้งาน ซึ่งจะทำให้ผู้ใช้ลดค่าใช้จ่ายในการซ่อมบำรุงลงได้

ถ้าเทียบการซ่อมบำรุงทั้งตัวเครื่องบินแล้วก็จะยิ่งเห็นความแตกต่างครับ Gripen มีค่าใช้จ่ายในการซ่อมบำรุงทั้งปีราว 30 - 40 ล้านบาท F-16 ราว 60 - 70 ล้านบาท ส่วน MiG-29N ราว 170 ล้านบาท และ Su-30 จะขนาดไหน

ซึ่งคิดไปคิดมาอย่างถูกต้องคือ เมื่อรวมค่าจัดหาเครื่องบิน (Fly-Away Cost) + ค่าซ่อมบำรุงเครื่องบิน (Maintenance Cost) + ค่าใช้จ่ายในการปฏิบัติ (Operating Cost) = ค่าใช้จ่ายทั้งหมดตลอดอายุการใช้งาน (Life Cycle Cost) .... การใช้เครื่องบินตะวันตกจะถูกกว่าครับ

นอกจากนั้น รัฐมนตรีกลาโหมมาเลเซียยังกล่าวว่า จะใช้ Su-30MKM ทดแทนบทบาทของ MiG-29N ไปก่อน รอจนกว่าเศรษฐกิจจะฟื้นตัวจึงจะเริ่มโครงการจัดหาเครื่องบินอีกครั้ง ซึ่งก็ทำให้เราน่าจะเห็นโครงการ MRCA2 ของมาเลเซียเริ่ม้ตนในอีกราว 2 - 3 ปีเป็นอย่างน้อยครับ

ข้อมูลที่น่าสนใจยิ่งกว่านั้นก็คือ ท่านรัฐมนตรีพูดว่า ถ้าโครงการเริ่มเมื่อไหร่ ก็จะพิจารณาเครื่องบินจากสหรัฐ ฝรั่งเศส อังกฤษ และสวีเดน

ตรงนี้มีประเด็นที่น่าสนใจอยู่สองประเด็นครับ

1. นั่นหมายความว่ามาเลเซียจะไม่จัดหา Su-30MKM เพิ่มเติมแล้วหรือเปล่า? เพราะท่านรัฐมนตรีกลาโหมไม่ได้บอกว่าจะพิจารณาเครื่องบินจากรัสเซียด้วย ซึ่งน่าแปลกใจทีเดียวครับ และอาจเป็นไปได้ว่ามาเลเซียอาจจะไม่ประทับใจเครื่องบินจากรัสเซียด้วยประสบการณ์ของ MiG-29N เลยพาลไม่ซื้ออีกเลยหรือเปล่า? ซึ่งมีข่าวลือออกมาอีกเช่นกันว่ารัสเซียอาจจะรับซื้อ MiG-29N ทั้งหมดไปโดยแลกกับ Su-30MKM อีก 6 ลำ

2. ที่น่าสนใจยิ่งกว่านั้นคือ ท่านบอกว่าจะพิจารณาเครื่องบินจากสวีเดนด้วย! ซึ่งก็เป็นอะไรไปไม่ได้นอกจาก Gripen ครับ ตรงนี้มีเรื่องเล่าให้ฟังสองเรื่องครับ เรื่องแรกคือเมื่อตอนที่สิงคโปร์จัดหา F-16C/D Block 52 ฝูงแรกในโครงการ Peace Carvin II นั้น สิงคโปร์ตั้งใจจะจัดหา F-16C/D Block 52 จำนวน 13 ลำ แต่ในช่วงเวลาเดียวกันนั้นเป็นช่วงเวลาเดียวกับที่มาเลเซียลงนามจัดหา MiG-29N และ F/A-18D+ เข้าประจำการ สิงคโปร์ตัดสินใจล้มโครงการจัดหา และเปิดโครงการจัดหาใหม่ โดยรวม F/A-18C/D เข้าไปในการแข่งขันด้วย ซึ่งผลที่สุดแล้วสิงคโปร์ก็ยังคงจัดหา F-16C/D Block 52 อยู่ แต่เพิ่มจำนวนการจัดหาเป็น 18 ลำ อีกกรณีหนึ่งก็คือกรณีที่กำลังดำเนินการอยู่ในปัจจุบันที่อินเดียในโครงการ MMRCA ซึ่งอินเดียรวม F-16IN เข้ามาในการแข่งขันด้วย ในช่วงเวลาที่ไล่เลี่ยกับช่วงเวลาที่ปากีสถานจัดหา F-16C/D และทำ MLU กับ F-16A/B ของตน ทั้ง ๆ ที่ท่านผบ.ทอ.อินเดียพูดชัดเจนในงาน Aero India 2009 ว่าเราจะไม่จัดหาเครื่องบินรุ่นเดียวกับศัตรู แต่ถึงกระนั้นก็มีนายทหารของกองทัพอากาศอินเดียจำนวนมากทดลองขึ้นบินกับ F-16F ของ UAE ที่สหรัฐเช่ามาให้อินเดียทดลองขึ้นบินไปด้วย

ลองพิจารณาถึงประวัติและหลักนิยมในการจัดหาเครื่องบินขับไล่ของมาเลเซียดูดี ๆ นะครับ มาเลเซียจัดหาเครื่องบินขับไล่สองเครื่องยนต์เสมอมาเนื่องจากมาเลเซียเป็นแผ่นดินแยกที่มีขนาดใหญ่ซึ่งถูกขั้นกลางด้วยทะเล และตัวเลือกที่ท่านรัฐมนตรีกลาโหมบอกมาล้วนเป็นเครื่องบินขนาดกลางสองเครื่องยนต์ทั้งสิ้นเช่น F/A-18E/F จากสหรัฐ, Rafale จากฝรั่งเศส, หรือ Typhoon จากอังกฤษซึ่งเป็นหนึ่งในผู้ร่วมโครงการกับอีกสามชาติยุโรป แต่ดันมี Gripen จากสวีเดนโผล่ขึ้นมาทั้ง ๆ ที่ Gripen เป็นเครื่องบินขับไล่ขนาดเบาหนึ่งเครื่องยนต์ พอดี ๆ กับกองทัพอากาศไทยที่กำลังจะเริ่มรับมอบ Gripen เข้าประจำการ!

สังเกตุอะไรหรือยังครับ

แต่ถ้าให้คาดการณ์กันตอนนี้ ถ้าไม่มีรัสเซียเข้ามาแข่งขัน ตัวเต็งก็น่าจะเป็น F/A-18E/F ซึ่งมาเลเซียมีแผนที่จะจัดหามานานมากแล้วครับ

ต้องตามดูกันต่อไปครับว่าโครงการ MRCA2 ของมาเลเซียจะเริ่มขึ้นเมื่อไหร่ จะมี Su-30MKM จากรัสเซียเข้ามาแข่งขันด้วยไหม และที่สำคัญจะมีเครื่องอะไรอยู่ใน List บ้าง และต้องติดตามด้วยครับว่าหลังจากปลดประจำการแล้วมาเลเซียจะขาย MiG-29N ทั้ง 16 ลำนี้ไปให้ใคร ....... ต้องติดตามครับ

PHASING out the MiG-29N fighter jets will save the government RM260 million a year, the Dewan Rakyat was told yesterday.

The RMAF will stop using 10 of them from January while the remaining six will be phased out by the end of next year. Defence Minister Datuk Seri Dr Ahmad Zahid Hamidi said these planes had become too expensive to maintain.

They will be replaced by the 18 newly-acquired Sukhoi jets until the Defence Ministry decides on a plan to purchase multi-role combat aircraft that can be used as a fighter as well as for ground attack.

Zahid, who was replying to a question from Datuk Abd Rahman Dahlan (BN-Kota Belud), said the MiG jets had an engine lifespan of 1,000 flying hours, which was surpassed in 10 years.

"Engine lifespan can be extended to 4,000 hours provided we send it for overhaul to Russia everytime it hits 1,000 hours. This is too expensive for us," he said.

The planes came into service in April 1995 and they required preventive and restoration work that cost RM10 million each and engine overhaul at a cost of RM7 million every year.

Malaysia bought 18 of the aircraft in June 1994 at a cost of US$380 million (RM1.3 billion).

"The money we save will be used to service other jets."

To another question from Abd Rahman as to why the government decided to buy the MiG jets, Zahid explained that the jets were considered to be capable and suitable at the time.

Later, Zahid told reporters at the Parliament lobby that the ministry was studying the suitability of aircraft made in the United States, France, United Kingdom and Sweden.

"We will only make the purchase when the economy recovers and when the finance minister allows it."

Parliament: MiG-29s to be phased out by end-2010

KUALA LUMPUR: The Royal Malaysian Air Force’s (RMAF) MiG-29 fighter jets will be gradually phased out and replaced by new interceptor aircraft by Dec 31 2010 due to rising operational and maintenance costs, Defence Minister Datuk Seri Dr Ahmad Zahid Hamidi said.

He said replacement aircraft was needed due to increasing maintenence costs and that the MiG-29s were nearing their lifespan limit of 10 years. Two such aircraft had also crashed in 1998 and 2005.

Zahid said only 10 MiG-29s will be used for airspace defence and this will be reduced to six aircraft until December next year.

“The Government will save RM260mil per year in maintenance costs and these savings will be used to maintain other types of aircraft in the RMAF inventory,” he told Datuk Abd Rahman Dahlan (BN-Kota Belud).

Abd Rahman also asked why Malaysia had bought the MiG-29s.

“Malaysia bought the MiG-29s at a relatively low price, but later on the RMAF had to contend with higher expenses in spare parts replacement and maintenence work,” he added.

Zahid replied that when Malaysia bought 18 MiG-29 aircraft in 1993, the jet was considered the most capable and versatile fighter aircraft that could be obtained at the time.

He also said that each MiG-29 needed to undergo preventive and restoration work which cost RM10mil and RM7mil for engine overhaul every year after it completes a flight time of between 1,000 hours and 4,000 hours.

“The MiG-29s will be replaced by 18 Russian-made Sukhoi SU30MKM fighter jets which the Government had just acquired,” he added.

Later, at the Parliament lobby, Zahid the cost to maintain the MiGs was too high because the jets also needed to be sent to Russia for overhaul work.

Zahid said many countries have also moved towards obtaining fighter jets with multi-role combat capabilities.

“We are assessing whether to get the new jets from the United States, France, Sweden or Britain. The purchase will also depend on the country’s economic recovery,” he added.

Malaysia to consider fighter options once economy recovers

Malaysia plans to consider a variety of options for its medium multi-role fighter requirement once the direction of its economic fortunes becomes clearer.

"We are assessing whether to get the new jets from the United States, France, Sweden or Britain. The purchase will also depend on the country's economic recovery," says defence minister Zahid Hamidi.

Industry sources say the Royal Malaysian Air Force could assess the Boeing F/A-18E/F Super Hornet, Dassault Rafale, Eurofighter Typhoon and Saab Gripen if it decides to launch a competition. The selected type would replace some of its RSK MiG-29s and F/A-18Ds.

Kuala Lumpur wants to phase out its MiG-29s by the end of 2010, with Zahid saying the type's high maintenance costs - estimated at 17 million ringgit ($5 million) per aircraft annually - is the main reason for the decision. The air force's Sukhoi Su-30MKMs will take over the roles currently performed by the MiG-29.

"The government will save 260 million ringgit per year in maintenance costs, and these savings will be used to maintain other types of aircraft in the air force inventory," says Zahid. "Malaysia bought the MiG-29s at a relatively low price, but later on had to contend with higher expenses in spare parts replacement and maintenance work."

Separately, Malaysia's government has increased the air force's budget for the coming fiscal year, despite a 10% drop in its overall defence budget. The service will get 1.61 billion ringgit, up from 1.48 billion ringgit. Most of this sum will go towards paying for its 18 Su-30MKMs, and to finance the purchase of 12 utility helicopters.
