OV-10C ของกองทัพอากาศฟิลิปปินส์ (อดีตเครื่องทอ.ไทย) ตก

หลังจากประจำการระหว่างปี 2515 - 2547 บ.จ.5 หรือ OV-10C จำนวน 8 ลำก็ถูกบริจาคให้กับกองทัพอากาศฟิลิปปินส์เพื่อนำไปใช้ในการต่อสู้กับผู้ก่อการร้ายและกลุ่มกบฏแบ่งแยกดินแดนครับ

ถ้าจำกันได้มีลำหนึ่งเกิดไถลออกนอกรันเวย์เมื่อการฝึกกับสหรัฐเมื่อสองสามปีก่อน ตอนนั้นจำได้ว่ากองทัพอากาศฟิลิปปินส์ให้ข่าวว่าเฉลี่ยแล้วฟิลิปปินส์สูญเสีย OV-10 ปีละ 2 ลำจากทุกสาเหตุไม่ว่าจะเป็นประสบอุบัติเหตุตก เสีย หรือไม่สามารถทำการบินต่อได้ จำได้ว่าตอนนั้นนั่งนับไปนับมาพบว่าถ้าสถิติยังเป็นอย่างนี้จะเหลือเวลาอีกราว 5 - 6 ปีก่อนที่ OV-10 จะต้องปลดหมดทั้งฝูง

ต้นปีนี้มีเรื่องน่าเสียใจอยู่ครับคือ ในวันที่ 24 ก.พ. ที่ผ่านมา OV-10C ลำหนึ่งประสบอุบัติเหตุตกที่ Crow Valley ในระหว่าการฝึกการโจมตีภาคพื้นดินครับ โดยเครื่องบินจิกหัวลงมาเพื่อทิ้งระเบิดสมมุติที่ความสูง 100 ฟุต และดึงขึ้นไปราว 40 องศาเพื่อหาระยะสูง แต่ที่ 300 ฟุตเครื่องกลับเอียงไปทางซ้ายและหัวหักลงมาจนตกกระแทกพื้นดิน นักบินสองคนคือนักบินที่ 1 เรืออากาศเอกโจเซ่ เอ็นริเก้ ลีโอนาร์โด คอปัส และนักบินที่ 2 เรืออากาศโท อพอลโล คารางแดนเสียชีวิตทั้งสองคน

ขอไว้อาลัยให้กับผู้เสียชีวิตอีกครั้งหนึ่งครับ

ที่ต้องมาโพสตรงนี้ก็เพราะ ลำที่ตกนั้นคือ OV-10C หมายเลข 158399 ของฝูงบินโจมตีที่ 15 (15th Strike Wing) ซึ่งก็คืออดีต OV-10C หมายเลข 41104 (c/n 342-004) ที่เคยประจำการที่กองบิน 41 นั่นเองครับ

ตามข้อมูลในสื่อของฟิลิปปินส์ ตอนนี้กองทัพอากาศฟิลิปปินส์เหลือ OV-10 ในสภาพที่ยังใช้งานได้เพียง 2 ลำเท่านั้น

ถ้าสถิติยังคงเป็นอย่างเดิม ไม่เกินปีนี้หรือปีหน้า OV-10 ทั้งหมดจะไม่สามารถใช้งานได้อีกเลยครับ

ซึ่งถ้าเทียบแล้ว ก็จะพอ ๆ กับอายุการใช้งานของ OV-10 ของกองทัพอากาศอินโดนิเซียที่ไม่สามารถใช้งานได้มาแล้วราว ๆ 2 - 3 ปีหลังจากประสบอุบัติเหตุอย่างรุนแรงไป โดยกองทัพอากาศอินโดนิเซียต้องการจัดหา Super Tucano อย่างน้อย 8 ลำเพื่อทดแทน

ถ้าฟิลิปปินส์ยังไม่สามารถจัดหาเครื่องบินโจมตีแบบใหม่ทดแทน OV-10A/C ได้ ก็จะทำให้กองทัพอากาศฟิลิปปินส์เหลือเพียง S-211 จำนวน 4 ลำ (เป็นผู้ใช้รายสุดท้ายของโลก), MD-520 ราว ๆ 25 ลำ และ SF260 อีกราว 25 ลำเท่านั้น แม้จะมีการจัดหา SF260 อีก 18 ลำ และ ฮ. W-3 Sokol อีก 8 ลำ แต่ SF260 ใหม่ก็จะถูกใช้ในการฝึกเท่านั้น รวมถึง W-3 ที่ไม่แน่ว่าจะติดอาวุธหรือไม่

งบประมาณก็ไม่ค่อยมาจากรัฐบาลเท่าไหร่ครับ ปี ๆ หนึ่งกองทัพฟิลิปปินส์ทั้งกองทัพได้งบไม่เท่าไหร่เอง ปี 2553 นี้กองทัพฟิลิปปินส์ทั้งสามเหล่าจะได้งบรวม 30,512,109,000 เปโซ ฟังดูแล้วอาจจะเยอะ แต่ถ้าคิดเป็นเหรียญสหรัฐจะได้แค่ 686 ล้านเหรียญสหรัฐเท่านั้น งบนี้เท่ากับโครงการกริพเพนเฟสแรกของเราเท่านั้นเองครับ งบเพิ่มเติมที่เอาไว้ซื้ออาวุธโดยเฉพาะก็มีแค่ 112 ล้านเหรียญต่อปีเท่านั้นเอง นอกนั้นฟิลิปปินส์ต้องพึ่งพาความช่วยเหลือทางทหารอีกราว 80 ล้านเหรียญจากสหรัฐ และอีกจำนวนหนึ่งจากเกาหลีใต้

ผมมาสรุปทุกครั้งเมื่อพูดถึงตรงนี้ว่า ยังไงก็ช่วย ๆ กันดูแลประเทศเราให้ดี ๆ ครับ เรากับฟิลิปปินส์เคยเป็นฝาแฝดแห่งเอเชียมาเมื่อเกือบ 40 ปีก่อน แต่ตอนนี้เราโชคดีที่เรานำเขาไปไกล ไม่มีความจำเป็นที่จะหยุดรอเขาครับ

2 Air Force pilots die in Tarlac crash

TWO Air Force pilots were killed when their light aircraft crashed in Tarlac province Wednesday, the military said.

A search-and-rescue team had retrieved the bodies of the two pilots who died when their OV-10 aircraft crashed in Crow Valley, a bombing and gunnery field formerly run by the US military, around 2:30 p.m., Lt. Col. Romeo Brawner said.

“It’s too early to declare the cause of the crash, but the Air Force will investigate,” he said.

Last month, a decades-old twin-prop Nomad aircraft crashed, killing an Air Force general and eight other people in Cotabato city.

Wednesday’s crash occurred less than two weeks before US and Philippine soldiers conduct joint military exercises in Ilocos Sur.

Brawner identified the victims only as Capt. Corpuz and Lt. Carrandang pending notification of their families.

Maj. Gen. Hilario Lapinid, 1st Air Division Chief, said the two men were in an aerial gunnery training exercise when their plane crashed. The exercises involving OV-10 aircraft started on Feb. 5, he said.

“The training was a bombing simulation,” Lapinid said.

“We have not received any information about what really happened. It seemed that their plane just suddenly crashed.”

On Jan. 4, Air Force Chief Lt. Gen. Oscar Rabena ordered the grounding of the OV-10s after one collapsed seconds after landing in Davao City. The pilot was not hurt and the plane was slightly damaged.

The Air Force used to have 10 aging OV-10s that Thailand donated in 2003 and 2004, but it had been using only three. Now it has only two following the Crow Valley crash.

On Jan. 28, a military Nomad plane crashed into a subdivision in Cotabato City, killing Air Force Maj. Gen. Mario Butch Lacson, seven soldiers and a civilian.

Brawner said the crashes involving military planes showed the critical need to modernize the Armed Forces.

He said the government had spent only P28 billion to modernize the military since 1995, which was way below the amounts being spent by neighboring countries.

The Armed Forces needed at le4ast P331 billion to fully modernize, he said.

2 PAF officials killed in OV-10 crash in Tarlac

MANILA, Philippines - Two Air Force officers died after an OV-10 Bronco plane crashed in Capas, Tarlac yesterday.

The incident left the PAF with just two OV-10 aircraft.

Killed were pilot Capt. Jose Enriquez Leonardo Corpuz and his co-pilot 1st Lt. Apollo Carandang.

In a statement, Air Force spokesman Lt. Col. Gerardo Zamudio Jr. said the plane crashed at Crow Valley in Tarlac at 2:40 p.m.

“Initial reports state that the aircraft took off at 11:25 a.m. and was piloted by two Philippine Air Force officers who were on flight training,” read the statement.

“The remains of the two pilots were already recovered. On the other hand, a team from the 15th Strike Wing is already on its way to the crash site to retrieve the debris of the plane.”


Zamudio said the bodies of the two pilots were scheduled to be flown to Villamor Air base in Pasay City last night.

Maj. Gen. Lino Horacio Lapinid, PAF First Air Division commander, said no other passengers were in the plane.

The two pilots had been training with their counterparts in the United States Air Force since the first week of February, he added.

Zamudio said as standard operating procedure, the remaining OV-10 planes will be grounded pending an investigation.

“We will have to wait for the results of the investigation,” he said.

Armed Forces spokesman Lt. Col. Romeo Brawner said an OV-10 aircraft provides close air support to troops on the ground.

“This (incident) calls to mind the need to modernize our Air Force,” he said.

The crash happened less than a month after a 12-seater Nomad plane went down in a subdivision in Cotabato City on Jan. 28 and killed nine people.

The casualties then were Maj. Gen. Mario Butch Lacson, Air Force’s 3rd Air Division commander; Capt. Genaro Gaylord Ordonio, 1st Lt. Angelica Valdez, Maj. Prisco Tacuboy, Lt. Alexander Ian Lipait, Staff Sergeants Ronaldo Mejia, Ianne Christy Marose Llamera and Jeffrey Gozon; and Inday Mondrano, a civilian.

An initial report by the Aircraft Accident Investigation Board showed that the crash might have been caused by engine failure.

The crash left the PAF with just one serviceable Nomad.

OV-10เป็นเครื่องบินที่ออกแบบมาเพื่อ ปราบผู้ก่อการร้ายโดยเฉพาะ แต่ไม่เหมาะกับการรบระหว่างประเทศครับ เพราะความเร็วต่ำ เจอSam เข้าไปรอดยากครับ ประสพการณ์ของ ทอ.ก็มีมาแล้วที่ช่องบกกับร่มเกล้า
ส่วนในการปราบ ผกค.นั้น เคยได้ยินทหารรุ่นเก่าๆเล่าให้ฟังว่า ถ้ามีการขอกำลังสนับสนุนทางอากาศนั้น ถ้าเป็นเครื่อง OV-10 มาจะเบาใจยิ่งกว่าเครื่องF-5 มาครับ เนื่องจากความคล่องตัวและการกลับตัวทีทันใจกว่าเครื่องบินความเร็วสูงแบบF-5 ครับ
