สหรัฐฯ ส่งเรือพิฆาต “ซูเปอร์ล่องหน” เข้าทะเลจีนใต้

เรือพิฆาตซูมวอลต์ (USS Zumwalt) "ซูเปอร์ล่องหน" ตามภาพในจินตนาการของศิลปิน ขณะปฏิบัติการโจมตีเป้าหมายบนฝั่ง ต่างไปจากเรือพิฆาตชั้นอาร์ลีย์เบิร์ค (Arleigh Burke-Class) เรือรบติดขีปนาวุธนำวิถีที่กองทัพเรือสหรัฐสร้างและนำเข้าประจำการทั้งหมด 112 ลำในปัจจุบัน เรือชั้นซูมวอลต์เน้นการโจมตีเป้าหมายภาคพื้นดิน สามารถหลบเลี่ยงเรดาร์ได้สุดยอด เพื่อเข้าใกล้ชายฝั่ง ทำลายเรือรบของข้าศึก โจมตีเมือง ฐานทัพ และทำลายกำลังหลักข้าศึก โจมตีย่านอุตสาหกรรมต่างๆ เพื่อตัดการสนับสนุน.

ASTVผู้จัดการออนไลน์ - ระหว่างประชุมเกี่ยวกับความมั่นคงในภูมิภาคที่สิงคโปร์สัปดาห์ที่แล้ว นายลีออน พาเน็ตตา (Leon Panetta) รัฐมนตรีกลาโหมสหรัฐฯ ได้เปิดเผยแผนการขยายแสนยานุภาพเข้าสู่ย่านเอเชียแปซิฟิกในช่วง 8 ปีข้างหน้า และพูดทิ้งเอาไว้ในตอนหนึ่งว่า สหรัฐฯ กำลังจะส่งเรือรบรุ่นใหม่ที่ “ใช้เทคโนโลยีสูงมาก” เข้าสู่ภูมิภาคนี้ ซึ่งรวมทั้งเอเชียตะวันออกเฉียงใต้ด้วย

       นายพาเน็ตตาไม่ได้ระบุตรงๆ ว่าเป็นเรืออะไร แต่นักการทหารกล่าวในสัปดาห์นี้ว่า รมว.กลาโหมสหรัฐฯ หมายถึงเรือพิฆาตชั้นซุมวอลต์ (Zumwalt-Class Destroyer) ซึ่งมีกำหนดนำเข้าประจำการในกองทัพเรือ เดือน เม.ย.2557 ในแผนการสร้าง 3 ลำแรก นำโดยเรือ USS Zumwalt รหัส DDG-1000 ต่อซีรีส์ด้วยเรือไมเคิล มอนซูร์ (USS Michael Monsoor) กับเรือลินดอน บี จอห์นสัน (USS Lyndon B Johnson)

       ทั้งหมดใช้เทคโนโลยีที่เรียกว่า “ซูเปอร์สเตลธ์” (Super Stealth) หรือ “ซูเปอร์ล่องหน” ยากที่จะหาเทคโนโลยีใดตรวจจับความเคลื่อนไหวได้ในปัจจุบัน เว็บไซต์ International Defence อ้างคำกล่าวของแหล่งข่าวในกระทรวงกลาโหมสหรัฐฯ

       เรือพิฆาตชั้นซูมวอลต์ เรียกกันอีกชื่อหนึงว่า “เรือกระสุนเงิน” ซึ่งหมายถึงหัวกระสุนที่หล่อจากแร่เงินใช้ปราบผีดิบพวกแวมไพร์ทั้งหลายตามความเชื่อแต่โบราณ แต่เรือรุ่นนี้ไม่โบราณ หากเป็นเรือรบที่ “ก้าวหน้าที่สุดในประวัติศาสตร์” แหล่งข่าวกล่าว

       เรือ USS Zumwalt จะเป็นลำแรกที่แล่นเข้าสู่ทะเลจีนใต้ พร้อมกับกองเรือรบมหึมาของสหรัฐฯ ที่จะเข้าสู่ภูมิภาคนี้อย่างไม่เคยปรากฏมาก่อนในช่วงหลังยุคสงครามเย็น

       เรือพิฆาตชั้นซูมวอลต์จะเข้าแทนที่เรือพิฆาตติดขีปนาวุธนำวิถีชั้นอาร์ลีห์เบิร์ค (Arleigh Burke-Class) ซึ่งในช่วง 3 ทศวรรษที่ผ่านมา สร้างมาทั้งหมด 112 ลำ จนถึงรหัส DDG-112 คือเรือ USS Michael Murphy อันเป็นลำสุดท้ายของชั้นนี้

       ปัจจุบัน เรือชั้นอาร์ลีย์ เบิร์คที่ออกแบบมาเป็นเรือรบอเนกประสงค์ ก็ยังเป็นเรือรบดีที่สุด มีเขี้ยวเล็บน่าสะพรึงกลัวมากที่สุด ยากที่จะหาเรือพิฆาตอื่นใดของชาติใดเปรียบได้ “แต่เรือซูมวอลต์ไปไกลยิ่งกว่านั้น” แหล่งข่าวของ International Defence กล่าว

       เรือพิฆาตรุ่นล่าสุดออกแบบเพื่อหลากหลายภารกิจ แต่เน้นการโจมตีเป้าหมายบนบกมากกว่าในทะเล ซึ่งจะเป็นภารกิจของเรือลาดตระเวน (Cruiser) กับเรือฟรีเกตหลากหลายชั้นที่กองทัพเรือสหรัฐฯ มีเหลือเฟือ และทั้งหมดล้วนเป็นเรือติดขีปนาวุธนำวิถีที่ทำลายเป้าหมายได้ทุกชนิด ทั้งในสงครามผิวน้ำ และสงครามใต้น้ำ

       สหรัฐฯ ยังมีกองทัพเรือดำน้ำพลังงานนิวเคลียร์ที่ใหญ่โต และทันสมัยที่สุดในโลก เรือดำน้ำรุ่นใหม่ทั้งหมดใช้พลังงานนิวเคลียร์ที่อยู่ใต้น้ำได้นานนับปี บางชั้นติดขีปนาวุธโจมตีข้ามทวีป ยิงทำลายเป้าหมายในระยะ 3,000 กิโลเมตรได้ทุกๆ ที่ และยังติดหัวรบนิวเคลียร์ได้อีกด้วย

       “ในภาวะสงคราม จีนจะเป็นเป้าหมายที่จะป้องกันตัวเองลำบากที่สุด เพราะการโจมตีจะไปจากทุกทิศทุกทาง และเป็นอันตรายต่อจีนมากที่สุดในวันข้างหน้า ยังรวมทั้งเรือพิฆาตซูเปอร์สเตลธ์ด้วย” เว็บไซต์เดียวกันอ้างคำพูดของนักวิเคราะห์กลาโหม ผู้เชี่ยวชาญด้านอาวุธอีกคนหนึ่ง

       “เรือซูมวอลต์จะสะท้อนเรดาร์เป็นเพียงจุดเล็กๆ เท่ากับเรือหาปลาลำหนึ่ง เป็นการยากที่ฝ่ายข้าศึกจะแยกแยะในสถานการณ์ที่ไม่ปกติ โดยไม่ต้องพูดถึงระบบเรดาร์เก่าๆ ที่จะไม่สามารถตรวจจับได้”

       นายพาเน็ตตากล่าวระหว่างการประชุมในสิงคโปร์ว่า สหรัฐฯ จะโยกย้ายกำลังทางเรือเข้าสู่เอเชียคิดเป็นสัดส่วน 60 ต่อ 40 กับทางด้านยุโรป ซึ่งเป็นสัดส่วนที่ตรงข้ามกับในปัจจุบัน ที่เน้นคงกองกำลังในย่านตะวันออกกลาง กับทะเลเมดิเตอร์เรเนียน

       ไม่กี่ปีข้างหน้า สหรัฐฯ จะมีกองเรือบรรทุกเครื่องบินโจมตีประจำในย่านเอเชียถึง 6 กอง ประกอบด้วย เรือบรรทุกเรื่องบิน 6 ลำ เรือลาดตระเวน เรือพิฆาต เรือฟรีเกต เรือคอร์แว็ต เรือดำน้ำ เรือโจมตียกพลขึ้นบก กับเรือสนับสนุนอื่นๆ รวมแล้วนับร้อยลำ

       เมื่อเดือนที่แล้ว กองทัพเรือสหรัฐฯ ประกาศจะส่งเรือฟรีดอม (Freedom) LCS-1 ซึ่งเป็นเรือจู่โจมชายฝั่ง (Littoral Combat Ship) รุ่นใหม่ล่าสุดเข้าประจำการในสิงคโปร์ต้นปีหน้า จะเป็นครั้งแรกที่เรือ LCS ของสหรัฐฯ เข้าสู่ย่านนี้ เพื่อดูแลช่องแคบมะละกา กับภารกิจรักษา “เส้นทางเดินเรือเสรีทะเลจีนใต้”

       อย่างไรก็ตาม สหรัฐฯ ยังจะต้องทำอีกมากเพื่อรองรับการเคลื่อนกองกำลังทางเรืออันใหญ่โตเข้าสู่ภูมิภาคนี้

       ระหว่างไปเยือนเวียดนามเมื่อสัปดาห์ที่แล้ว นายพาเน็ตตาได้ไปเยือนอ่าวกามแร็ง ฐานทัพเก่าในสมัยสงครามด้วย และได้เจรจากับฝ่ายเวียดนาม เพื่อขอใช้เป็นแหล่งซ่อมบำรุงของกองเรือรบอีกแห่งหนึ่ง นอกจากอ่าวซูบิค ในฟิลิปปินส์ ฐานทัพเรือชางงี ในสิงคโปร์ กับฐานทัพเรือในอินโดนีเซีย และในประเทศไทย

       ปัจจุบัน กองเรือบรรทุกเครื่องบินโจมตีของสหรัฐฯ อย่างน้อย 3 กอง หมุนเวียนแล่นเข้าออกน่านน้ำทะเลจีนใต้เป็นระยะเพื่อภารกิจต่างๆ โดยใช้ฐานทัพโยโกสุกะในญี่ปุ่น กับฐานทัพเก่าในเกาหลีเป็นแหล่งซ่อมบำรุง และยังมีเรือพิฆาตสหรัฐฯ อย่างน้อย 1 ลำ จอดประจำการในทะเลซูลู ฟิลิปปินส์ ซึงอยู่ใกล้กับหมู่เกาะสแปร็ตลีย์ ดินแดนพิพาทระหว่างจีนกับอีกหลายฝ่ายในย่านนี้

       นอกจากนั้น เรือดำน้ำพลังงานนิวเคลียร์ของสหรัฐฯ ที่ไม่อาจจะนับจำนวนได้ยังคงเคลื่อนไหวอยู่ในย่านนี้อย่างลับๆ ทุกลำติดอาวุธโจมตีร้ายแรง รวมทั้งจรวดร่อนโทมาฮอว์ค

เรือบรรทุกเครื่องบินคาร์ล วินสัน (USS Carl Vinson) CVN 70 ซึ่งเป็นเรือบรรทุกเครื่องบินพลังงานนิวเคลียร์ชั้นนิมิตซ์ (Nimitz-Class) กับเรือลาดตระเวณชั้นติคอนเดโรกา (Ticonderoga-Class) บังเคอร์ฮิล (USS Bunker Hill) CG 52 เรือพิฆาตชั้นอาร์ลีห์เบิร์ค (Arleigh Burke-Class) ฮัลซีย์ (USS Halsey) DDG 97 เข้าร่วมการฝึกซ้อมมะละบาร์ ในทะเลเบงกอลร่วมกับกองทัพเรืออินเดีย ในภาพวันที่ 16 เม.ย.2555 กองเรือนี้แล่นเข้าสู่มหาสมุทรแปซิฟิกในเวลาต่อมา และจะเป็น 1 ใน 6 กองเรือบรรทุกเครื่องบินโจมตีที่จะเข้าประจำการถาวรในย่านนี้. -- US Navy Photo/Mass Communication Specialist Seaman George M Bell/Released.



เรือบรรทุกเครื่องบินจอร์จ วอชิงตัน (USS George Washington) นำหน้าเรือลาดตระเวนติดขีปนาวุธนำวิถีลำหนึ่งกับเรือพิฆาตของญี่ปุ่นอีก 3 ลำระหว่างการฝึกซ้อม Keen Sword ในภาพวันที่ 10 ธ.ค.2553 เรือจอร์จ วอชิงตัน ซึ่งขับเคลื่อนด้วยพลังงานนิวเคลียร์เป็นที่คุ้นหน้าคุ้นตามากที่สุดลำหนึ่งในย่านทะเลจีนใต้ ไปเยือนเวียดนามทุกปีในช่วง 2 ปีมานี้ อาณาบริเวณนี้กำลังจะมีเรือบรรทุกเครื่องบินถึง 6 ลำ นำกองเรือโจมตีของสหรัฐ ตามแผนปรับกำลังใหม่เข้าสู่ถิ่นเก่าทวีปเอเชีย. -- AFP PHOTO/POOL/Shegeki Miyajima.

       อย่างน้อยมี 1 ลำ คือ เรือดำน้ำนอร์ธแคโรไลนา (SSN North Carolina) โผล่ให้เห็นที่ฐานทัพเรือซูบิคเก่า ในสัปดาห์กลางเดือน พ.ค.ที่ผ่านมา และอยู่ที่นั่นเป็นเวลา 5 วัน ในช่วงที่เรือตรวจการณ์ฝั่งของฟิลิปปินส์กำลังเผชิญหน้ากับเรือจีนนับสิบลำที่เกาะปะการังแห่งหนึ่ง ห่างจากฝั่งฟิลิปปินส์ราว 200 กม. แต่อยู่ไกลจากฝั่งทะเลของจีนถึง 1,200 กม.

       นั่นคือเรือดำน้ำโจมตีเร็วชั้นเวอร์จิเนีย (Virginia-Class) ซึ่งเป็นเรือรุ่นใหม่ และทันสมัยที่สุด 1 ในจำนวน 9 ลำที่ประจำการในขณะนี้ ในแผนการที่จะนำเข้าประจำการทั้งหมด 30 ลำ เพื่อแทนที่เรือดำน้ำชั้นลอสแองเจลีส ที่สหรัฐฯ ทยอยปลดประจำการ

       เพียงไม่นานหลังจากเรือ SSN North Carolina แล่นออกไป เรือพิฆาตรณ (ISN Rana) ของกองทัพเรืออินเดียก็เข้าจอดที่นั่นพร้อมกับเรือฟรีเกต เรือคอร์แว็ต และเรือเติมน้ำมันรวม 4 ลำ ติดๆ กันในสัปดาห์ปลายเดือน เรือพิฆาตญี่ปุ่นอีก 1 ลำ กับเรือฝึก 2 ลำำก็แล่นเข้าอ่าวซูบิคอีก เพื่อเยือนสันถวไมตรีฟิลิปปินส์

       ถึงแม้โฆษกกองทัพเรือฟิลิปปินส์จะแถลงว่า ทั้งหมดนี้ไม่ได้เกี่ยวอะไรกับความขัดแย้งและการเผชิญหน้ากับจีนก็ตาม แต่นักสังเกตการณ์ทางทหารมองว่า เป็นการแสดงพลังครั้งสำคัญในเชิงสัญลักษณ์ของสหรัฐฯ กับพันธมิตรในภูมิภาค

       ในอีกไม่กี่ปีข้างหน้า ย่านนี้จะเต็มไปด้วยเรือรบสหรัฐฯ แม้จะไม่ใช่การกลับคืนสู่ยุคฐานทัพเช่นในช่วงทศวรรษที่ 1960-1970 แต่ก็เป็นแสนยานุภาพที่จีนไม่อาจจะเทียบได้ ทั้งในด้านจำนวน และอานุภาพ

       เป้าหมายของสหรัฐฯ ในการกลับสู่เอเชียตะวันออกเฉียงใต้นั้นชัดเจน นายพาเน็ตตาบอกกับ พล.อ.ฝุ่งกวางแทง (Phung Quang Thanh) รัฐมนตรีกลาโหมเวียดนาม สัปดาห์ที่แล้วว่า เมื่อมีจีนก็จะต้องมีสหรัฐฯ อยู่ด้วย ภูมิภาคนี้จึงจะมีเสถียรภาพ.
