Government teachers plan to seek widespread support from people disenchanted with the Thaksin government in their fight against the controversial school-transfer plan.

As well as offering their allegiance to media mogul Sondhi Limthongkul in his ongoing row with Prime Minister Thaksin Shinawatra, the teachers will today consider the closure of schools across the country “as a last resort”.

They reacted with outrage yesterday after the House of Represen-tatives passed an amended decentralisation law that included the phrase “on a voluntary basis” when referring to the transfer of schools from state to local government administration. Inclusion of the phrase is seen as a potential continuation of the much-opposed scheme.

The teachers resolved to petition His Majesty the King to put their case and agreed to join the anti-government movement headed by Sondhi at Lumpini Park on Friday nights.

One of their leaders, Auychai Watha, said he would meet Sondhi today to assure him of teachers’ support for the anti-government campaign.

The teachers’ leaders alsovow ed to mobilise parents and relatives across the country to join a movement against the school-transfer plan.

Mass demonstrations of teachers and their allies will be held continually “in every tambon”, starting today, said Khajit Chainikhom, a campaigner for the teachers.

The teachers will also attempt to find allies in other movements whose members have been affected by government policies, he said. These will include employees of the Egat Plc, who have campaigned against the government’s plan to list the agency on the stock exchange.

Teachers’ leaders will decide today whether a nationwide school closure will be ordered as a last resort, Khajit said.

More than 50,000 teachers gathered outside Parliament House yesterday to protest against the transfer plan, and remained there all day.

They danced and sang in jubilation after being wrongly informed that the House had passed a new law with the “on a voluntary basis” phrase excluded. Their delight turned to anger when the misunderstanding was corrected.

Those with Thai Rak Thai Party membership cards burned them.

Khajit said all government teachers who were members of Thai Rak Thai would be asked to burn their own membership cards and those of relatives and friends.

A Thai Rak Thai source said the government had simply disregarded the teachers’ opposition to the transfer plan because it had seen their divisions over the scheme, which is mandated by the Constitution. Moreover, the government believes the teachers will soon return to their classrooms because of their obligations to the terms of civil-service employment.

The source said that deleting the voluntary basis phrase would only have engaged the government in needless conflict with local administrative bodies across the country, which it sees as the political bases of government MPs.

The transfer of education management to local bodies also means they will be given as much as 35 per cent of the government’s annual budget every year, the source said.

The five-hour House debate ended with a vote of 301 to 87 in favour of “the law with the phrase”, in a version proposed by Thai Rak Thai MP Sophon Saram, a member of a special House committee vetting the law. Three MPs abstained and one failed to vote.

A number of teachers from outside Bangkok returned home late yesterday because they had chartered their buses for only one day. However, most of the protestors stayed in eight Bangkok schools last night and will gather again today to continue their campaign.
