Factor "F" คืออะไร

Factor F คือ ค่าตัวเลขซึ่งกำหนดขึ้นตามมติคณะกรรมการควบคุมราคากลาง (ปรับปรุงล่าสุดเมื่อวันที่ 30 มิถุนายน 2546) ใช้คูณราคาต่อหน่วยของต้นทุน (Unit Cost) ออกมาเป็น ราคาค่างานของโครงการ

Factor “F” ประกอบด้วย ค่าอำนวยการ ดอกเบี้ย กำไร และภาษี

ประเภทของ Factor “F”

Factor “F” แบ่งออกเป็น 3 ประเภทงานคือ
1. งานทาง (และงานชลประทาน)
2. งานสะพานและท่อเหลี่ยม
3. งานอาคาร

ตอนที่ 1

เกริ่นนำ

“โครงการจัดทำรายการประกอบแบบก่อสร้างมาตรฐาน”
เป็นความร่วมมือร่วมแรงของกลุ่มอาสาสมัคร โดยสมาคมสถาปนิกสยาม ฯ
ในอันที่จะจะผลักดันให้มี มาตรฐานรายการประกอบแบบ ซึ่งได้จัดทำเป็นทั้งเอกสารและ CD
แจกจ่ายและจำหน่ายแก่สมาชิกและผู้สนใจ

อย่างไรก็ตาม
เอกสารฉบับนี้เป็นเพียง “บะหมี่กึ่งสำเร็จรูป”
มิใช่ “บะหมี่สำเร็จรูป”
ก่อนนำไปใช้งานผู้ใช้จะต้องอ่านเนื้อความทุกหน้าและทุกบรรทัดโดยละเอียด
มิเช่นนั้นการนำไปใช้อาจก่อให้เกิดโทษได้ในภายหลัง

บทนำ

ส่วนหนึ่งในการประกอบวิชาชีพ
นอกไปจากแบบก่อสร้างที่จะเป็นเครื่องมือแปรส่วนจาก 2 มิติ เป็น 3 มิติแล้วนั้น
อีกส่วนหนึ่งที่มีความสำคัญไม่แพ้กันคือ การจัดทำรายการประกอบแบบก่อสร้าง
การจัดทำรายการประกอบแบบที่ไม่รอบคอบ ไม่ระมัดระวัง ไม่รัดกุม ครอบคลุมไม่เพียงพอ
จะส่งผลถึงผู้รับเหมาในการก่อสร้างที่ไม่ได้มาตรฐาน
ส่งผลต่อเจ้าของโครงการในด้านราคาอาคารที่อาจจะต้องจ่ายเพิ่มขึ้น
รวมไปถึงการส่งผลต่อสถาปนิกผู้ออกแบบในแง่ของจรรยาบรรณในการประกอบวิชาชีพ

รายการประกอบแบบคือแบบก่อสร้างที่มิใช่เส้น แต่เป็นข้อความ

ความจริงเราสามารถบรรยายความการก่อสร้างบ้านได้โดยไม่ต้องมีแบบ
แต่ก็คงเป็นการลำบาก ยกตัวอย่างเช่น

(ตัวอย่างนี้ นู๋เองค่ะ ยกขึ้นมาเอง จากคำบรรยายของคุณวิญญู ซึ่งจดไม่ทัน ค่ะ)

เมื่อเข้ามาในบริเวณที่ดินลึกเข้าไป 5 เมตร จะเป็นโรงจอดรถ ขนาด x คูณ x
เป็นโครงสร้างคอนกรีตเสริมเหล็ก มีเสาและฐานราก 4 ต้น
ขนาดเสา 0.20 x 0.20 ม. มีฐานรากลึกลงไปในดิน 0.60 ม. กว้าง x คูณ x
มีเสาเข็มขนาด x คูณ x ยาว x ม. ฐานละ x ต้น

คงจะยุ่งยาก พอสมควร

รายการประกอบแบบเรียกได้อีกอย่างว่า Specifications หรือเรียกสั้น ๆ ว่า Spec.

ในอดีตที่ผ่านมา Spec. มักจะถูกละเลย
มักจะใช้ Xerox ต่อ ๆ กันมา จนชีวิตเกือบจะกลายเป็นมนุษย์ Xerox กันไปแล้ว

ฉะนั้น
ตอนนี้หมดยุคแล้วของการเอารายการประกอบแบบของใครก็ไม่รู้ โครงการอะไรก็ไม่รู้
ลอก ๆ ก๊อบ ๆ ต่อ ๆ กันมาโดยไม่เคยอ่าน
ไม่เคยปรับเปลี่ยนตามสภาพความจริงของโครงการ

แนวทางในการวิเคราะห์ต้นทุนงานก่อสร้างในมุมมองของผู้บริหาร

1. ขอบเขตและบทนำ

เทคนิคการวิเคราะห์ต้นทุนเพื่อให้ทราบงบประมาณที่แท้จริงของงานก่อสร้าง อันประกอบด้วย วัสดุ อุปกรณ์ เครื่องจักร และแรงงานในงานก่อสร้าง สำหรับเตรียมพร้อมก่อนการเริ่มงานจริง และสามารถบริหารโครงการอย่างคุ้มค่าสูงสุด ในมุมมองของผู้บริหารโครงการที่ใช้ในการวางแผน โดยมองถึงปัญหาและผลกระทบที่อาจเกิดขึ้นในอนาคตหากไม่มีการวิเคราะห์ต้นทุนในงานก่อสร้างก่อนเริ่มงานจริง

บทนำ

หนึ่งในหัวข้อที่สำคัญซึ่งต้องคำนึงถึงในการบริหารโครงการก็คือ การบริหารการเงินโครงการ กระบวนการบริหารการเงินโครงการ จะประกอบด้วย การประมาณราคา (Estimating) การจัดทำงบประมาณ (Budgeting) การติดตาม (Monitoring) การควบคุม (Control) ซึ่งการจะทราบถึงงบประมาณโครงการ เพื่อการบริหารการเงินโครงการนั้น จำเป็นต้องทราบถึง ต้นทุนองค์ประกอบ ต่าง ๆ ของโครงการ นับตั้งแต่ขั้นการศึกษาความเป็นไปได้และความเหมาะสมของโครงการ (Feasibility Study) การออกแบบเบื้องต้น (Preliminary Design) การประมาณราคาโครงการเบื้องต้น (Preliminary Cost Estimate) การระดมทุน (Corporate Finance, Equity Financing) การศึกษาเพื่อกำหนดรายละเอียด (Definite Study) การออกแบบรายละเอียด (Detailed Design) การประมาณราคาโครงการ (Project Cost Estimate) และสุดท้ายก็คือการก่อสร้าง (Construction) ขั้นตอนต่าง ๆ ของโครงการนั้นล้วนมีต้นทุนค่าใช้จ่าย แต่ในที่นี้จะขอนำเสนอ แนวทางในการวิเคราะห์ต้นทุนในงานก่อสร้าง พอเป็นสังเขปเพื่อให้เหมาะสมและพอดีกับเวลาอันจำกัดนี้

5. ต้นทุนและราคา

ความแตกต่างของต้นทุน (Cost) และราคา (Price)
ต้นทุน หมายถึง ผลรวมของทรัพยากรที่จะต้องใช้เพื่อการผลิตและนำผลิตภัณฑ์นั้นออกจำหน่ายหรือใช้ประโยชน์

ราคา หมายถึง มูลค่าที่จะนำไปใช้ในลักษณะของการตลาด ราคาอาจจะเท่ากับต้นทุนหรือราคาอาจจะถูกปรับปรุงให้ตรงกับความต้องการของตลาด ราคาเป็นคุณค่าที่ผู้ทำผลิตภัณฑ์เป็นผู้กำหนด และปรกติราคาจะสูงกว่าต้นทุนการผลิตและการจำหน่าย โดยมีการบวกกำไรที่คาดหวังเข้าไปในราคานั้นแล้ว (มณเฑียร 2538)

6. การประมาณต้นทุน

การประมาณหมายถึง การวิเคราะห์ การให้ความเห็น การพยากรณ์ หรือการคาดหมายล่วงหน้า ดังนั้นการประมาณต้นทุนจึงเป็นการวิเคราะห์ หรือการให้ความเห็นเกี่ยวกับค่าใช้จ่ายที่คาดว่าจะเกิดขึ้นในกระบวนการทำงานหรือกระบวนการผลิต ซึ่งอาจเป็นการทำผลิตภัณฑ์ การจัดทำโครงการ หรือการผลิตงานบริการ

การประมาณ (คำนาม) หมายถึง การประเมินค่าแบบให้ออกมาในรูปของค่าใช้จ่าย หรือให้เป็นจำนวนหรือเป็นมูลค่า

การประมาณ (กริยา) หมายถึงประเมินค่า กำหนดค่า หรือตีราคา

การประมาณ เป็นศิลปะของการประมาณการเกี่ยวกับคุณค่าหรือค่าใช้จ่ายที่อาจเป็นไปได้ โดยอาศัยข้อมูลที่สามารถจะหาได้ในขณะนั้น ขอบเขตงานประมาณยังรวมถึงการสะสมข้อมูล การจัดทำรายงานเกี่ยวกับค่าใช้จ่าย และยังครอบคลุมถึงการกำหนดมาตรฐานเกี่ยวกับชั่วโมงแรงงานและค่าวัตถุ

Cost Analysis is the process of reviewing and evaluating the separate cost element included in an offeror’s proposal, including the judgmental factors applied by the offeror in projecting from historical cost data to the estimated costs included in the proposal. Cost analysis is done to help the buyer form an educated opinion on the degree to which the proposed costs represent what the contract should cost, assuming reasonable economy and efficiency. It includes verifying cost data and evaluating cost elements, including:

 The necessity for and reasonableness of proposed costs.
 The offeror’s projection of cost trends on the basis of current and historical cost or pricing data.
 A technical appraisal of the estimated labor, material, tooling, and facilities requirements and of the reasonableness of scrap and spoilage factors.

Among the evaluations that should be made, where the necessary data are available, are comparisons of an offeror’s current estimated costs with:
 Actual costs previously incurred by the same supplier or offeror.
 Previous cost estimates from the offeror or from other offerors for the same or similar items.
 Other cost estimates received in response to the solicitation.
 Independent cost estimates by technical personnel.
 Forecasts of planned expenditures.

Price Analysis is the process of examining and evaluating a proposed price without evaluating its separate elements of cost and profit. It may be accomplished by the following comparisons, which are listed in their relative order of preference:

 Comparison with other prices and quotations submitted.
 Comparison with published catalog or market prices.
 Comparison with prices set by law or regulations.
 Comparison with prices for the same or similar items.
 Comparison with prior quotations for the same or similar items.
 Comparison with market data (indexes).
 Application of rough yardsticks (such as dollars per pound or per horse-power or other units) to highlight significant inconsistencies that warrant additional pricing inquiry.
 Comparison with independent estimates of cost developed by knowledgeable personnel within the buying organization.
 Use of value analysis.
 Use of visual analysis.

7. ความสำคัญของการประมาณต้นทุน
 เพื่อเป็นข้อมูลเบื้องต้นในการเสนอข้อมูลเพื่อการประกวดราคา
 เพื่อเป็นข้อมูลที่จะช่วยให้เจ้าของกิจการ สามารถตัดสินใจกำหนดนโยบายการดำเนินงานในอนาคตเกี่ยวกับการดำเนินธุรกิจต่อไป

9. ความสำคัญของต้นทุน
ต้นทุนทำให้ทราบถึงค่าใช้จ่ายที่เกิดขึ้น และทำให้สามารถมองในภาพรวมได้ว่า ณ จุดใด อาจเกิดการขาดทุน ณ จุดใดสามารถสร้างกำไรได้

13. โครงสร้างการจัดการข้อมูล (Work Breakdown Structure)

WORK BREAKDOWN STRUCTURE (WBS)

1) A management technique for subdividing a total job into its Component elements, which then can be displayed in a manner to show the relationship of these Elements to each other and to the whole.

2) A product-oriented family tree, composed of hardware, software, services, and other work tasks, which results from project Engineering effort during the Development and production of a Defense Materiel Item, and which completely defines the project or program. A WBS displays and defines the product(s) to be developed or produced, and relates the elements of work to be accomplished to each other and to the end product.

15. ข้อควรพิจารณาเพื่อเป็นแนวทางในการประมาณราคา
แนวทางในการประมาณราคาค่าก่อสร้างโครงการ นั้น มีข้อควรพิจารณาดังต่อไปนี้
1. เมื่อเริ่มงานออกแบบโครงการ ควรจะต้องมีการประชุมปรึกษาหารือระหว่าง วิศวกรสาขาต่างๆ สถาปนิก ผู้ประมาณราคาและคำนวณปริมาณงาน ผู้จัดทำ Spec. นักวิชาการสิ่งแวดล้อม และผู้เกี่ยวข้องอื่นๆ เพื่อร่วมกันจัดทำ เกณฑ์การออกแบบ (Design Criteria) เพื่อให้โครงการ :
- มีประโยชน์ใช้งานสูงสุดและมีระยะเวลาก่อสร้างตรงตามความต้องการของผู้ว่าจ้าง
- สะดวกต่อการดูแลและบำรุงรักษา
- เหมาะสมกับสภาพภูมิอากาศ ทั้งในระยะเวลาก่อสร้าง และระยะเวลาใช้งาน
- ใช้วัสดุในท้องถิ่นให้มากที่สุด เพื่อลดราคาค่าก่อสร้าง
- มีผลกระทบต่อสิ่งแวดล้อมน้อยที่สุด และสอดคล้องกับมาตรการป้องกันและแก้ไขผลกระทบสิ่งแวดล้อม (Mitigation Plan) ของโครงการ
เกณฑ์การออกแบบ ดังกล่าวจะประกอบด้วย
1.1 ตำแหน่ง ชนิด และขนาด ขององค์ประกอบหลักและอุปกรณ์หลักของโครงการ
1.2 Design Parameters
1.3 ชนิดและคุณสมบัติของวัสดุต่างๆ รวมทั้งแหล่งวัสดุ ตำแหน่งของที่ทิ้งดิน และถนนชั่วคราว (Haul Road & Access Road)
1.4 ชนิด และคุณสมบัติของอุปกรณ์ประกอบต่างๆ
1.5 วิธีการ สมมุติฐาน และเงื่อนไขในการออกแบบองค์ประกอบต่างๆ
1.6 วิธีการ ขั้นตอน และเงื่อนไขในการก่อสร้าง องค์ประกอบต่างๆ รวมทั้งงานชั่วคราว (Temporary Works) ที่จำเป็น
1.7 วิธีการ ขั้นตอน และเงื่อนไขในการประกอบและติดตั้งอุปกรณ์ รวมทั้งพื้นที่ที่ต้องการระหว่างการประกอบ ติดตั้ง และบำรุงรักษาอุปกรณ์

เกณฑ์การออกแบบ นี้ควรจะได้รับความเห็นชอบจากผู้ว่าจ้าง และจะเป็นประโยชน์อย่างยิ่งในระหว่างการออกแบบ จัดเตรียมเอกสารประกวดราคา และประมาณราคาโครงการ จะทำให้งานในส่วนต่างๆ สามารถดำเนินการขนานกันไปได้ ผู้จัดทำ Spec. จะทราบว่างานก่อสร้างโครงการนี้ต้องการ Spec. ของงานใดส่วนใด และสามารถปรับปรุงแก้ไขให้สอดคล้องกับวัสดุที่จะใช้งาน ส่วนผู้ประมาณราคาสามารถดำเนินการสืบราคาวัสดุและอุปกรณ์ที่จะใช้งานได้ทันที สามารถทราบระยะทางลำเลียงวัสดุ (Haul Distance) และเริ่มดำเนินการประมาณราคาต่อหน่วย (Unit Cost)

นอกจากนี้ เกณฑ์การออกแบบ จะเป็นประโยชน์ในการเปลี่ยนแปลงแก้ไขแบบในระหว่างก่อสร้างและการปรับปรุงต่อเติมในระหว่างการใช้งาน

2. จากประสบการณ์ที่ผ่านมา ความผิดพลาดของการประมาณราคาค่าก่อสร้างโครงการเกิดจากสาเหตุ ดังต่อไปนี้
2.1 คำนวณราคาค่าขนส่งและค่าลำเลียงวัสดุและอุปกรณ์ผิดพลาด ซึ่งเกิดจาก
- เมื่อสืบราคาวัสดุและอุปกรณ์ ผู้ประมาณราคาไม่ทราบว่าเป็นราคา ณ จุดใด เช่น ราคาหน้าโรงงาน ราคาหน้าโรงโม่ หรือเป็นราคาที่บริเวณก่อสร้าง
- วัสดุและอุปกรณ์บางอย่างไม่สามารถนำไปลงที่หน้างานได้โดยตรง จะต้องนำไปกองรวม (Stock Pile) หรือผ่านขบวนการผลิต หรือเข้าคลังพัสดุก่อน แล้วจึงลำเลียงไปหน้างานในภายหลัง
- ผู้ประมาณราคาไม่เข้าใจขั้นตอนการก่อสร้าง เช่น วัสดุงานขุดสามารถนำไปใช้ในงานถมได้ แต่ยังไม่สามารถถมได้ในทันที ต้องนำไปกองรวมไว้ก่อน จึงเกิด Double Hauling
2.2 ประมาณราคางานชั่วคราว (Temporary Works) ผิดพลาด หรือบางครั้งไม่ได้คิดรวมไว้ในราคาค่าก่อสร้างเลย ที่พบบ่อยที่สุดคือการประมาณราคางานชั่วคราวไว้เป็นงานเหมารวม (Lump Sum Price) โดยไม่มีที่มา วิธีการแก้ไขคือผู้ออกแบบองค์ประกอบใดที่ต้องมีงานชั่วคราว จะต้องออกแบบงานชั่วคราวไว้ด้วย ถึงแม้จะไม่เขียนเป็นแบบรายละเอียดเช่นเดียวกับแบบในเอกสารประกวดราคา แต่อย่างน้อยจะต้องเป็นแบบร่างลายเส้น (Sketch) แสดงตำแหน่ง ชนิด ขนาด ของวัสดุและอุปกรณ์ พร้อมทั้งบอกความต้องการต่างๆ ด้วย เพื่อให้ผู้ประมาณราคาสามารถคำนวณปริมาณงานและราคาได้ ที่สำคัญอย่างยิ่ง จะต้องรวมค่าบำรุงรักษา ค่ารื้อถอน และขนย้ายออกไปด้วย
2.3 คิดราคาต้นทุนทางอ้อม (Indirect Cost) ไม่ถูกต้อง ส่วนใหญ่จะคิดเป็น Overhead โดยคิดเป็นอัตราส่วนร้อยละของราคาต่อหน่วยของงานต่างๆ ซึ่งอาจจะสูงหรือต่ำกว่าความเป็นจริงมาก อย่างไรก็ตามหากจะคิดเป็นอัตราส่วนร้อยละของราคาต่อหน่วยแล้ว จะต้องแปรอัตราส่วนร้อยละไปตามขนาดของงาน ระยะเวลาการก่อสร้าง และปริมาณงานชั่วคราวที่ไม่มีการจ่ายเงินโดยตรงด้วย
ต้นทุนทางอ้อมเหล่านี้จะประกอบด้วย
- ค่าก่อสร้าง ค่าบำรุงรักษา และค่ารื้อถอนงานชั่วคราวที่ไม่มีการจ่ายเงินโดยตรง เช่น ที่ทำการ ที่พัก คลังพัสดุโรงงานชั่วคราวในระหว่างก่อสร้าง งานผันน้ำในระหว่างก่อสร้าง เป็นต้น
- ค่าใช้จ่ายในการบริหารโครงการและค่าโสหุ้ยอื่นๆ ของสำนักงานใหญ่
- ค่ารับรอง
- เงินเดือน สวัสดิการ และค่าโสหุ้ยของผู้จัดการโครงการ และบุคลากรสนับสนุนอื่นๆ เช่น วิศวกรสาขาต่างๆ หัวหน้างาน ช่างเขียนแบบ ช่างสำรวจ พนักงานห้องทดลอง พนักงานธุรการ คนขับรถส่วนกลาง พนักงานรักษาความปลอดภัย ฯลฯ
- ค่าธรรมเนียมต่างๆ เช่น ค่าธรรมเนียมธนาคาร เบี้ยประกัน ฯลฯ
- ค่าดอกเบี้ยธนาคารสำหรับเงินทุนหมุนเวียน
- ค่าใช้จ่ายในสำนักงาน เช่น ค่าเตรียมแบบก่อสร้าง ค่ากระแสไฟฟ้า ฯลฯ
- ค่าใช้จ่ายอื่นๆ ที่ไม่สามารถนำไปคำนวณเป็นต้นทุนทางตรง (Direct Cost) ในราคาต่อหน่วยได้
วิธีการที่บริษัทผู้รับเหมารายใหญ่นิยมใช้ในการคำนวณราคาค่าก่อสร้าง เพื่อประมูลงาน คือ การทำแผนก่อสร้าง (Construction Planning) ซึ่งจะทำให้ทราบจำนวนบุคลากรประเภทต่างๆ จำนวนเครื่องจักรเครื่องมือ และจำนวนวัสดุอุปกรณ์ที่ต้องการใช้ในแต่ละเดือน ทำให้การคำนวณต้นทุน ทั้งต้นทุนทางตรง (Direct Cost) และต้นทุนทางอ้อม (Indirect Cost) ได้ถูกต้องแม่นยำขึ้น เพราะได้รวมช่วงเวลารองาน (Idle Period) ของแรงงานและเครื่องจักรเครื่องมือ และประมาณการค่าใช้จ่ายต่างๆ ไว้ครบถ้วน
3. การนำราคาประมูลของโครงการที่ผ่านมาแล้วมาใช้งาน จะต้องใช้ด้วยความระมัดระวัง เพราะราคาประมูลนั้นๆ อานจะเกิดจากการทำ Unbalanced Bid กล่าวคือ เมื่อผู้เข้าประมูลต้องการเงินมาเป็นทุนหมุนเวียนเพิ่มขึ้น ก็จะเพิ่มราคางานที่เบิกจ่ายได้ในปีแรกของงานก่อสร้างให้สูงขึ้น แล้วไปลดราคางานที่เบิกจ่ายในปีสุดท้ายของงานก่อสร้างให้ต่ำลง
4. การคำนวณปริมาณงานโดยเฉพาะงานที่มีสัดส่วนของราคางานสูงจะต้องทำด้วยความรอบคอบระมัดระวัง เพราะอาจเกิดผลเสียต่อผู้ว่าจ้างได้ ตามปกติเมื่อผู้เข้าประมูลซื้อเอกสารประกวดราคาไปแล้ว จะทำการตรวจสอบปริมาณงานใน BOQ อีกครั้งหนึ่ง หากพบว่างานใดมีปริมาณงานใน BOQ ต่ำกว่าความเป็นจริงมากและแน่ใจว่าผู้รับจ้างจะต้องสั่งเพิ่มงานนี้ในขณะก่อสร้างแน่นอน ผู้เข้าประมูลก็จะเพิ่มราคาต่อหน่วยในงานนี้ให้สูงขึ้น แล้วไปลดราคาในงานอื่นหรืองานที่มีปริมาณงานสูงกว่าความเป็นจริงให้ต่ำลง เมื่อผู้เข้าประมูลรายนี้ได้เป็นผู้รับจ้าง ก็จะได้กำไรจากราคาส่วนเกินนี้ไป
5. การประมาณราคาเบื้องต้นของโครงการสามารถกระทำได้ โดยใช้ราคาค่าก่อสร้างของโครงการที่ผ่านมาที่มีลักษณะคล้ายกัน และขนาดใกล้เคียงกัน แล้วแบ่งราคาออกเป็นราคาของหมวดงานหลัก ซึ่งรวมราคางานย่อยอื่นๆ และงานชั่วคราว เช่น งานขุด งานถม งานคอนกรีต งานถนน งานที่ทำการและบ้านพักถาวร งานอุปกรณ์หลัก ราคางานอื่นซึ่งไม่สามารถรวมเข้าไปในหมวดงานหลักหมวดใดหมวดหนึ่งได้ ให้แบ่งตามน้ำหนักแล้วรวมเข้าไปในราคาหมวดงานหลัก จากนั้นปรับราคาตามดัชนีราคา (Price Index) ของวัสดุก่อสร้าง แรงงาน และเครื่องจักร แล้วคำนวณราคาต่อหน่วยไว้ใช้งานประมาณราคาเบื้องต้น
6. ข้อมูลในระหว่างการก่อสร้างโครงการ ทั้งโครงการที่เสร็จไปแล้ว และโครงการที่บริษัทฯ กำลังควบคุมงานอยู่ในขณะนี้ จะเป็นประโยชน์ต่องานประมาณราคา เช่น รานงานความก้าวหน้าประจำเดือน แบบก่อสร้างของงานชั่วคราว แบบก่อสร้างของงานผลิตและประกอบแบบหล่อคอนกรีต เป็นต้น รายงานความก้าวหน้าจะทำให้ทราบจำนวนบุคลากร เครื่องจักร เครื่องมือแต่ละเดือนของโครงการที่มีลักษณะและขนาดนั้นๆ ซึ่งจะเป็นข้อมูลให้ผู้ประมาณราคาทำ Construction Planning ได้ แบบก่อสร้างของงานผลิตและประกอบแบบหล่อคอนกรีต จะทำให้ทราบว่างานคอนกรีตแต่ละประเภทใช้ไม้แบบจำนวนเท่าใด มีอุปกรณ์ประกอบอะไรบ้าง จึงเห็นสมควรให้รวบรวมเอกสารเหล่านี้ เพื่อประโยชน์ของงานประมาณราคาค่าก่อสร้างโครงการต่อไป

16. การประมาณราคากับ ISO 9001
หนึ่งในข้อกำหนดมาตรฐานคุณภาพ ISO คือเรื่อง การตรวจวัด การวิเคราะห์และปรับปรุง (Measurement, Analysis and Improvement)
ในเรื่องการปรับปรุง องค์กรจะต้องปรับปรุงอย่างต่อเนื่อง (Continual Improvement) ทางด้านประสิทธิผลของระบบบริหารคุณภาพ จากการใช้นโยบายคุณภาพ วัตถุประสงค์ด้านคุณภาพ ผลของการตรวจประเมินระบบคุณภาพ การวิเคราะห์ข้อมูล การปฏิบัติแก้ไขและป้องกัน และการทบทวนของฝ่ายบริหาร

WHAT ARE COST ENGINEERING,
QUANTITY SURVEYING,
AND PROJECT MANAGEMENT?
(Issued February 1996; Revised June 2002)
Cost Engineering and Quantity Surveying have similar and highly overlapping functions. Quantity Surveying relates more to building design and construction, while Cost Engineering relates more to engineering projects and processes. However Cost Engineers and Quantity Surveyors commonly work in both areas. Cost Engineering and Quantity Surveying differ primarily in the route taken to professional qualification, not to any substantive difference in the two professions. Project Management overlaps both Quantity Surveying and Cost Engineering in the project cost management area to some degree but most Project Management functions are quite different from those of Cost Engineering and Quantity Surveying.
The following document summarizes the conclusions of discussions held at ICEC International Congresses and endeavors to compare the similarities and differences between the three professions, in terms of cost management matters only. A definition of entire scope of Project Management activity is not intended, nor should it be inferred, from this document.
1. Cost Engineering (CE) and Quantity Surveying (QS)
Functions:
1. To provide independent, objective, accurate, and reliable capital and operating cost assessments usable for investment funding and project control.
2. To analyze investment and development for the guidance of owners, financiers and contractors.
CE and QS include:
- estimates of capital or asset costs including development costs;
- estimates of operating and manufacturing costs through an asset's life cycle;
- risk assessment and analysis;
- trending of scope and cost changes;
- decision analysis;
- financial analysis (eg, net present value, rate of return, etc);
- project cost control;
- appraisals of existing assets;
- project analyses, databases, and benchmarking;
- planning and scheduling;
- siting studies, etc.;
- productive and investment needs assessment;
- facility management needs assessment;
- project feasibility and budget assessment;
- cost management;
- procurement management;
- contract administration;
- whole-life appraisals;
- quality audits;
- value management;
- dispute resolution.
These are typical functions of the CE or QS but not all practitioners in the field perform all of these functions. Many specialize in a limited number of these functions.
The CE or QS provides information by:
- estimating costs and analyzing risk,
- trending and controlling costs and assessing design, and
- documenting costs.
These are interdependent and feed back to each other. They include:
- analyzing cost,
- assessing design,
- assessing risks,
- trending costs,
- advising clients,
- managing cash flows,
- preparing feasibility analyses, and
- assessing life-cycle costs.
2. Project Management (on cost management matters only) (PM)
Function: To set project objectives in line with the purpose(s) set up by general management and to manage the resources necessary to meet the objectives.

PM should:

ANALYSIS
1) The separation of a whole into its constituents, with a view to its Examination and interpretation. 2) A statement of the results of such a study. 3) A systematic approach to problem solving, whereby complex problems are simplified by separating them into more understandable Elements, which may be solved individually or in combination.

CONTRACT

1) An agreement, enforceable by law, between two or more competent parties, to do or not to do something not prohibited by law, for a legal consideration. 2) Any type of agreement or order for the procurement of supplies and services. Contracts may provide for the issuance of job orders, task orders or task letters thereunder, Letter Contracts, and purchase orders. They may also includes Amendments, modifications, and supplemental agreements to the basic contract. See Contract Types.

CONTRACT BOND

A guarantee, backed by Cash or other security, of the faithful performance and fulfillment of all the undertakings, covenants, terms, conditions, and agreements contained in a Contract. The Bond may include a guarantee of the payment of all labor and material bills incident thereto. These two guarantees may be written separately, the first as a Performance Bond, and the second as a Payment Bond.

CONTRACT CLOSE OUT COST(S)

The Costs associated with the orderly close out of a Contract. Close out costs may include those Costs Incurred for disposition or scrap of material and equipment, transfer of Data and documentation for storage, and/or Facilities deactivation, etc.

CONTRACT COST ANALYSIS

The review and Analysis of a Contractor's Cost or price Data to determine whether it is an accurate Estimate of what the Contract should cost, assuming Economy and Efficiency. See Cost Analysis and Cost and Pricing Data.



CONTRACT OVERRUN

The amount by which the estimated final Cost exceeds the contract Target Cost. See Overrun.

CONTRACT PRICE ANALYSIS

1) The Examination and Evaluation of a prospective Price, without the evaluation of separate Cost Elements. 2) The Tracking of a Cost Proposal from price summary to Supporting Data, and the proper application of rates and Factors.

CONTRACT PRICE BASELINE

The final detailed Cost Estimate accepted for the purpose of definitizing a Contract, and for providing a Price base (normally by Work Breakdown Structure Element) for tracking Contract changes.

CONTRACT PRICING

A series of actions used to obtain, evaluate, assess, verify, and adjust Cost or pricing information, and to record the steps taken to ascertain that prices agreed to have been determined to be fair and reasonable.

CONTRACT PRICING PROPOSAL

1) The instrument required of an offeror for the submission or identification of Cost and Pricing Data. 2) The part or section of a Cost Proposal that provides Cost summaries and traceability to lower levels of supporting Data. 3) A DD Form 1411, the general purpose standard format, by which an offeror submits a proposed price to the Government.

CONTRACT PRICING SUMMARY

Summary Costs or prices displayed on specific Government forms, Contractor formats, special Request For Proposal formats, and Contract forms.

CONTRACT TYPE

The specific pricing arrangement employed for the performance of work under a Contract, examples include Fixed Price, Incentive Type, Cost Type, and Cost Reimbursement contracts.

CONTRACT UNDERRUN

The amount by which the estimated final Cost is less than the contract Target Cost.


CONTRACT VALUE

The sum of the prices negotiated or proposed for a Contract.

CONTRACTOR

1) Anyone who provides goods or services, based on the terms of a Contract. 2) An entity in private industry which enters into contracts with the Government to provide goods or services.

COST
1) The monetary value of an item. 2) An amount paid, or required in payment, for a purchase. 3) A loss or penalty.
COST ACCOUNT
A management Control point at which Actual Costs can be accumulated and compared to budgeted Costs for work performed and scheduled. A cost account is a natural control point for cost and schedule planning and control, since it represents the work assigned to one responsible organizational element on one Contract Work Breakdown Structure Element.
COST ANALYSIS
1) The Analysis of Cost. 2) The accumulation and analysis of Actual Costs, statistical Data, and other information on current and completed Contracts or groups of contracts or programs. Cost analysis also includes the manipulation of Cost Data, comparisons and analyses of these data, and cost extrapolations of data for future projections of cost. 3) In DoD Procurement organizations, cost analysis is the review and Evaluation of a contractor's Cost and Pricing Data, and of the judgmental factors applied in projecting from the data to Estimated Costs, in order to form an opinion on the degree to which the Contractor's proposed costs represent what the performance of the contract should cost, assuming reasonable Economy and Efficiency.
COST AND PRICING DATA
The Data used by a Contractor to respond to a Request For Proposal from the Government. The Truth-in-Negotiations Act requires bidding contractors to certify that their Data is complete, current, and accurate as of the date the contractor and the Government agreed on a price.
COST AVOIDANCE
An action taken in the immediate time frame that will decrease Costs in the future. For example, an Engineering improvement that increases the Mean Time Between Failures, and, therefore, decreases operating support Costs would constitute a cost avoidance action. In cost avoidance, it is possible for the avoidance action to incur higher costs in the immediate time frame, as long as net total Life Cycle Costs are lowered. The amount of cost avoidance is the difference between the two Estimated Cost patterns (one before the action and the one after) for the item or system. See also Cost Savings.
COST-BASED BUDGET
A Budget based on the Cost of goods and services to be received, during a given period, whether paid for before the end of the period or not. Not to be confused with an Expenditure-Based Budget, which is based on the cost of goods and services received and actually paid for.
COST BENEFIT
A Benefit to cost Ratio, which is a function of equivalent benefits and equivalent Costs. See Cost Benefit Analysis.
COST BENEFIT ANALYSIS
1) A technique for assessing the range of Costs and Benefits associated with a given option, usually to determine Feasibility. 2) A criterion for comparing programs and alternatives, when benefits can be valued in terms of dollars or costs. Cost Benefit analysis is useful in the search for an optimal program mix, which produces the greatest number of benefits over costs. See Benefit Cost Analysis.
COST BREAKDOWN STRUCTURE
A system for subdividing a program into: (a) system Elements and sub-elements; (b) functions and subfunctions; and, (c) Cost Categories, to provide for more effective management and Control of the program.
COST CAP
The maximum total dollar amount the DoD is willing to commit for acquiring a given Capability. A Cost cap consists of program Acquisition Costs only, and is maintained in constant dollars.
COST CATEGORIES
1) Cost Elements. 2) Appropriations.
COST CENTER
1) An administrative unit, or responsibility center, selected for the purpose of identifying and controlling Costs. The unit has managerial responsibility, usually consists of a related grouping of methods and Facilities, and is made up of Elements having common cost Characteristics. 2) The basic unit of Control in cost Accounting.
COST CONTRACT
1) A Contract which provides for payment to the Contractor of Allowable Costs, incurred in performance of the contract, to the extent prescribed in the contract. 2) A Cost Reimbursement contract, under which the contractor receives no fee. See Contract Type.
COST CONTROL
The application of procedures which result in the early illumination of potential changes in resource requirements, and in the timely surveillance of the usage of funds, to permit action that will keep Costs within a predetermined range.
COST DATA
The term given to cost Statistics or Historical Cost records which usually have not been analyzed and organized.
COST DISALLOWANCE
Costs which the Contractor considers Allowable Costs, but which are specifically not accepted for Reimbursement by a customer or the Government.
COST DRIVER
Those Characteristics of a system or item which have a major effect on the system's or item's Cost.
COST EFFECTIVENESS
1) The measure of the Benefits to be derived from a system or item, with Cost as the primary, or one of the primary, measures. 2) A measure of the Operational Capability added by a system, as a function of its Life Cycle Cost.
COST EFFECTIVENESS ANALYSIS
A method for examining alternative means of accomplishing a desired objective or mission for the purpose of selecting the alternative which will provide the greatest Effectiveness for the Cost. See Benefit Cost Analysis.
COST ELEMENT
An identifiable function, or a common group of functions, which have been established as a separate entity for the purpose of Estimating, collecting, controlling, and reporting contract Costs. Cost Elements often include Functional Area groupings (i.e., Engineering, manufacturing, test, etc.), Acquisition Phase categories (i.e., Development, production, operating and support, etc.), or types of cost (i.e., labor, material, overhead, etc.). See also Cost Categories.
COST ESTIMATE
1) A judgment or opinion regarding the Cost of an object, Commodity, or service. 2) The product of a Cost Estimating procedure, which specifies the expected dollar cost required to perform a stipulated task, or to acquire a specific item. A cost Estimate may constitute a single value or a range of values. 3) A calculation of the total resources (labor hours, material costs), travel, Computer costs and other costs, including appropriate rates and Factors, which are required to accomplish a Contract, task, or work item.
COST ESTIMATE TYPES
Cost Estimates are grouped into four general categories: (a) Planning Estimates, often referred to as Rough Order of Magnitude or Ball Park Estimates, which are intended to grossly approximate the value of a given task or program. Planning Cost estimates are of a low confidence level, since they are based upon loosely defined program ground rules, plans, definition, and Data with respect to scoping the overall schedules, statement of work, equipment lists, and delivery requirements. Because of this, a significant risk allowance is usually added to planning Estimates for undefined work and other unknowns. Planning estimates are generally required early in the program definition Cycle for the purpose of go-no go decisions. The amount of Estimating detail is minimal, and normally only a top dollar value is provided. Planning estimates are submitted for information purposes only and do not represent a formal Commitment. (b) Budget Estimates, which are normally required for funding, fiscal planning, or procurement decisions. Budget estimates are often derived through the use of preliminary functional organization estimates and gross parameters, and are based upon substantially well defined data and ground rules, but require additional definition before a firm price can be quoted. An allowance for undefined work and unknowns is generally added to budget estimates. Budget estimates denote pricing accuracies that are superior to planning estimates, but still do not represent a firm commitment. (c) Firm Cost Estimates, which are used in Cost Proposals intended to be a binding obligation on a company. These estimates are based on well defined plans and data, and are usually in response to a customer firm request for Business that has a near term go-ahead. Firm estimates require the submission of the greatest amount of substantiating detail, and the preparation of an extensive backup package, to support contractual Fact-finding and negotiations. (D) Not To Exceed (NTE), or Not Less Than (NLT), Estimates, which are commitments from a Contractor as to the maximum amount (or minimum Credit) required to accomplish (or delete) a specific task, item, or procurement. NTE/NLT estimates are prepared from planning, Budget, or firm estimate information. The amount of Contingency or NTE/NLT allowance added is strictly an estimator or management judgment factor.
COST ESTIMATING
1) The art of approximating the probable Cost or value of something, based on information available at the time. 2) The art of predetermining the lowest realistic cost and price of an item or activity which assure a normal profit. See Cost Estimating Methods and Cost Estimating Process.
COST ESTIMATING METHODS (OR METHODOLOGIES)
Cost Estimates are developed through a variety Estimating methodologies, which may be applied individually, or in combination, depending on the information and resources available to the Cost estimator. Each of the methods requires an Analysis of the total job, and a definition of the work to be performed in some detail. See Cost Estimating, Estimating Methodology, and specific methodologies and types of Estimates, such as Detailed, Empirical, Comparative, Analogy, Parametric, Statistical, Standard, Round Table, Expert Opinion, Grass Roots, and Extrapolation from Actual Costs.
COST ESTIMATING PROCESS
The process of developing a Cost Estimate can be divided into the following basic steps: (a) Step 1, Define and plan the work to be done in as much detail as possible. This step includes determining the purpose, scope, and time Constraints for the Estimate, establishing an Estimating team, and analyzing the details of the work to be done, and the kinds and quantities of materials, parts, and equipment required. (b) Step 2, Identify the Cost Elements or Cost generating Functional Areas (i.e., Engineering, manufacturing, procurement, etc.) which will be required to do the work defined in Step 1. (c) Step 3, Schedule by time the work and effort defined and identified in Steps 1 and 2. (d) Step 4, Select appropriate Cost Estimating Methodologies for each cost Element, and estimate the man hours, material costs, and other cost generating variables, as well as the elapsed time required to perform each detail of the work. (e) Step 5, Estimate the costing rates and Factors for the work to be done. (f) Step 6, Apply the costing rates and factors to the individual cost elements to establish total costs. (g) Step 7, Evaluate the costs estimated so far. This step includes the application of alternative, secondary methodologies to Cost Drivers, preparation of an independent cost estimate, if desired, making any adjustments to the estimate that are required, or requested resulting from the review and Analysis, and the application of desired profit and other Cost Factors and prorations or additions, to establish the final cost estimate. (h) Step 8, Present the estimate to management for submittal to the customer. (i) Step 9, Finish documenting the rationale, methodology, and supporting information utilized for the estimate; and, (j) Step 10, Support source selection, negotiation, Fact-finding, and/or Audits, and update the estimate, as required. Although these steps are numbered sequentially, in reality, the process is iterative, and individual steps often occur out of sequence or repeatedly throughout the estimating process. For instance, for an estimate to be useful and realistic, the estimator must involve and apprise management throughout the process, and not wait to present the estimate as a complete, final package.
COST ESTIMATING RELATIONSHIPS (CER)
1) A mathematical expression defining Cost as the dependent Variable to one or more independent cost driving variables. The relationship may utilize costtocost variables, such as manufacturing hours to quality assurance hours, or manufacturing hours to expendable material such as rivets, primer, or sealant, or costtononcost variables, such as manufacturing hours to weight, or Engineering hours to the number of engineering drawings. 2) A mathematical equation defining cost as a function of one or more technical parameters, such as performance or operating Characteristics. 3) A Factor that quantitatively equates the affects of a specified parametric value with cost or effort.
COST ESTIMATING UNCERTAINTY
A condition where resultant Actual Cost varies from Cost Estimates, due to the inherent deficiencies in Cost Estimating procedures, rather than to changes in the item or system being estimated.
COST FACTOR
1) A Cost Estimating Relationship (CER), in which Cost is directly proportional to a single independent variable. 2) A brief arithmetic expression wherein cost is determined by the application of a Factor, such as a percentage of labor or material, etc.
COST GENERATOR
A term used in system Cost Estimates to cover a large group of agencies, Contractors, or armed services, etc., involved with generating the Costs associated with the system.


COST GROWTH
The net change in an estimated or Actual Cost amount, over a Base figure previously established. The base must be relatable to a program, project, or Contract, and be clearly identifiable with respect to source, approval authority, specific items included, specific Assumptions made, the date and amount.
COST INCURRED
1) A Cost identified through the use of the Accrual Method of Accounting. 2) The cost of Direct Labor, Direct Materials, and direct services identified with, and necessary for, the performance of a Contract, and the cost of properly allocated and allowable indirect charges, all already completed and paid for by the Contractor.
COST INPUT
A portion of an Estimate received from a supporting functional organization or division.
COST MANAGEMENT SYSTEM
A system which proposes that an estimated planned value can be placed on items of work to be performed and once that work is completed, that same planned value can be considered to be earned. See also Cost/Schedule Control Systems Criteria.
COST MODEL
1) A compilation of Cost estimating logic that aggregates Cost Estimating details into a total Cost Estimate. 2) An ordered arrangement of Data, Assumptions, and equations that permits translation of physical resources or Characteristics into costs. Cost models generally: (a) consist of a set of equations, logic, programs, and input formats to specify the problem; (b) allow for the input of program information, including both system description data and Estimating Relationships; and, (c) produce an output format.
COST OBJECTIVE
An Objective within a functional, organizational subdivision, Contract, or other work unit, for which Cost Data are desired, and for which provision is made to accumulate and measure the Cost of processes, products, jobs, and capitalized projects, etc.
COST OVERRUN
1) The amount by which a Contractor exceeds either the estimated contract Cost, or the final limitation (Ceiling) of his Contract. 2) The amount by which Actual Costs exceed expected or budgeted cost. See also Contract Overrun.
COST PROPOSAL
A submission by a potential Contractor, for the purpose of planning, or to be used for definitive negotiation, indicating the Cost to the procuring Agency or buyer for the conduct of a specified extent of work. The Proposal includes an amount of cost supporting detail commensurate with the purpose, coverage, and other Characteristics of the proposal. The proposal may or may not be in response to a Request for Proposal.
COST REIMBURSEMENT
A family of pricing arrangements that provide for payment of allowable, allocable, and reasonable Costs incurred in the performance of a Contract, to the extent that such costs are prescribed or permitted by the contract. See Reimbursable and Cost Reimbursement Contracts.
COST REIMBURSEMENT CONTRACT
A Contract Type which provides for payment to the Contractor of Allowable Costs incurred in the performance of the Contract, to the extent prescribed in the contract.
COST RISK
An Assumption of possible monetary loss in light of the complexity or unknown nature of the job or work to be done. One of the Elements to be considered in the negotiation of a fair and reasonable price, as well as in determining the type of Contract under which performance will occur. See Risk Analysis.
COST SAVINGS
An action that will result in a smaller than projected level of Costs to achieve a specific Objective. Cost savings are usually related to Incentive Type Contracts, where the Contractor and Government share in any difference in cost below the estimated Target Cost incurred by the contractor to achieve the objective of the Contract. It differs from Cost Avoidance, in that a cost target has been set from which the amount of savings can be measured. In cost avoidance, the amount is determined as the difference between two estimated cost patterns.
COST SENSITIVITY
1) A measure of how Costs vary with changes in program or item Characteristics. 2) A condition which exists when the amount of costs vary greatly with a small variation or change in program or End Item characteristics. See Sensitivity.
COST SHARING
An arrangement under which the Costs for a program are shared by the two parties (Government and Contractor, or contractor and subcontractor) concerned.
COST SHARING CONTRACT
A Cost Reimbursement Contract under which the Contractor receives no fee, or only a small basic fee, and is reimbursed only for an agreed portion of the Target Cost based on Cost performance.
COST SUBSTANTIATION
The documentation used to support a Cost Estimate. See Substantiation.

COST TRACK(ING)
1) A step by step record of the revisions and updates of proposed Costs from the original submittal of a Baseline estimate to the final agreement on costs. 2) A historical record of selected cost information (estimated or actual), with written Analysis which explains variance among cost entries. 3) The flow of Cost Data from the summary total to the detailed Supporting Data. 4) Establishing and maintaining permanent records of successive Cost Estimates, together with the reasons for changes or variances in those cost Estimates.
COST TYPE CONTRACT
A Contract which provides for payment to the Contractorof Allowable Costs in the performance of the contract, to the extent prescribed in the contract. See Cost Contract and Cost Reimbursement Contract.
COST UNDERRUN
1) The amount by which actual contract Cost is less than either the estimated Contract cost, or the final limitation (Ceiling) of the contract. 2) The amount by which Actual Costs are less than expected or budgeted cost.
COST VALIDATION
1) An Examination or Cost Analysis to determine the validity and accuracy of a Cost Estimate and its computation. 2) A test of a Cost estimate to confirm that it is sound, wellgrounded on Cost Estimating Methods, and founded on fact, or capable of being justified, supported, and defended. 3) A test of the accuracy, accounting, or development of the resource Data used to substantiate or derive a cost Estimate.
COST VARIANCE
1) A Cost Overrun or Cost Underrun. 2) The Deviations from the Baseline plan, as determined by a comparison of the Actual Costs (Actual Cost of Work Performed) with the Earned Value (Budgeted Cost of Work Performed). Cost variance are generally identified separately for Development, Procurement, and construction, and are also classified, by cause, according to the following categories: (a) Quantity change; (b) Engineering Change; (c) Support change; (d) Schedule change; (e) Economic change; (f) Estimating change; (g) Unpredictable change; (h) Contract performance incentives; and, (i) Contract cost overrun (or underrun).
COST VERIFICATION
The process of checking a Cost Estimate for mathematical accuracy and proper Cost Tracking.

ESTIMATE
1) To evaluate and calculate the approximate quantity, Cost, or extent of a given item or task. 2) A calculation of the total resources (labor hours, material costs), travel, Computer costs and other costs, including appropriate rates and Factors, which are required to accomplish a contract, task or work item. See Estimating and Cost Estimate.
ESTIMATE TO COMPLETION (ETC)
An Estimate of all Costs for the authorized but unaccomplished portion of a specific Contract from the date of the estimate through contract completion. See also Balance to Complete Estimate.
ESTIMATED ACTUALS
The Costs reported to a contract during a contractor's accounting year, consisting of: (a) the Direct Labor and material reported in this period as Actuals, which are not subject to revision; and, (b) the applicable Overhead and General and Administrative (G&A) Costs, as reported to the contract on approved Billing rates. The term "estimated actuals" is used because these rates cannot be firm until the close of the accounting year and the completion of the Government Audit and negotiation of allowable charges to overhead and G&A pools. Contract Billings are then adjusted upward or downward to reflect the results of the approved overhead charges and rate negotiations.
ESTIMATED COST
1) The conversion of Estimates into dollars by the application of rates and Factors. 2) The amount stated in a contract as the estimated Cost. 3) In proposal usage, the estimated cost includes costs without profit or fee.
ESTIMATED COST AT COMPLETION
The current Estimate of what the final Cost will be for a specific task, whether it is the total contract or just a portion thereof. It consists of actual Direct Costs, plus Indirect Costs allocable to the contract or task, plus the estimate of costs (direct and indirect) for Authorized Work remaining to be accomplished.
ESTIMATED TOTAL PRICE
Total Cost plus Fee or Profit, synonymous with the term Price.
ESTIMATING
1) The art of approximating the probable worth, extent, quantity, quality, or character of something based on information available at the time. 2) The prediction of Cost(s). 3) The generation of detailed and realistic forecasts of hours, material costs, or other requirements for a task, subtask, operation, or a part or groups thereof, generally in response to a Request for Proposal or specific Statement of Work. Estimating also covers the generation of forecasted costing Rates and Factors, with which estimate Variables may be converted to costs, and the application of these costing rates and Factors to "estimate numbers" to establish forecasted costs. ESTIMATING INSTRUCTIONS
Direction specifying the information and inputs required to develop, prepare, and document a Cost Estimate.
ESTIMATING METHODOLOGY
1) The approach used to develop an Estimate. 2) A description of the Estimating system utilized and the steps undertaken to achieve a particular estimate. 3) An explanation of how an estimate was calculated, as opposed to the Rationale, which is what makes the estimate reasonable or valid. See also Cost Estimating Methods, Estimating Techniques, and Methodology.
ESTIMATING RELATIONSHIP
1) A statement describing how two or more Variables affect each other. 2) A mathematical formula used to derive an Estimate of one variable based on its relationship to other variables. Estimating relationships may be simple multipliers, which, when applied to other variables, establish an estimate of hours, material Cost, or some other basic estimate. The use of Estimating relationships or Cost Estimating Relationships (CER) is often referred to as Parametric Estimating. See also Factor.
ESTIMATING TECHNIQUE
The processes or procedures used to develop an Estimate, estimating techniques include Cost Models, Cost Estimating Relationships, and Improvement Curves, etc. See also Cost Estimating Methods, Estimating Methodology, and Methodology.
ESTIMATOR
A person who performs Estimating tasks.
EVALUATE
To ascertain, judge, or fix the value, amount, or worth of something.
EVALUATION
The review and Analysis of information or Data. See also Technical Evaluation and Test and Evaluation.
EVALUATION CRITERIA
1) The standards against which performance, conformance and/or accomplishments are measured and evaluated. 2) In a Request for Proposal, the list of specific requirements and standards against which all Proposals will be rated and judged. See also Criteria for Evaluation.

OPERATING COST

1) The total Outlay in Cash, or its equivalent, applied in carrying out a specific program or function. 2) Those program Costs necessary to operate and maintain military Capability. These costs include the DoD Appropriations categories of Military Personnel and Operations and Maintenance. 3) A alternate Life Cycle Cost term for Operating and Support Cost.

OPERATING TIME

The time during which a system is operating in a manner acceptable to the operator.

OPERATION

1) A method of productive activity. 2) The intentional changing of an object in any of its physical or chemical Characteristics. 3) The Assembly or disassembly of parts or objects. 4) The preparation of an object for another operation, transportation, inspection, or storage. 5) The planning, calculating, giving, or receiving of information. 6) Military action using deployed forces.

OTHER COSTS

A Cost Element which covers Costs not usually listed under Direct Material, Direct Labor, or Overhead. Examples of other costs include costs for Computer time, travel, freight, Consultants, remote activities, and taxes, etc.

OVERHEAD

A Cost which, because of its incurrence for common or joint objectives, is not readily subject to treatment as a Direct Cost. Such Indirect Cost is incurred to benefit the total Direct Cost or Business base of a contractor. The character of overhead cost thus requires Estimating, Budgeting, and Control techniques that take into account the total business base of a contractor. Accordingly, the overhead applicable to any one Cost Estimate or Contract is by an appropriate distribution of indirect costs through the use of a rate per hour or percentage applied to direct hours or Costs.

OVERHEAD BUDGET

A Management allocation of planned Indirect Costs to each established Overhead Pool or organization.

OVERHEAD POOL

A grouping of Overhead expenses determined to be applicable to a previously determined distribution Base, such as manufacturing or Engineering Direct Labor hours.

OVERHEAD RATES

Indirect dollars per hour or Cost to cost relationships that mathematically reflect the distribution of Overhead costs over a labor or cost Base.

OVERRUN

Costs in excess of the contemplated or Target Cost. See Contract Overrun.

OWNERSHIP COST

The Cost of the Cost Elements within the Operating and Support Cost category, exclusively. O&S costs include those costs associated with operating, modifying, maintaining, supplying, and supporting a weapon/support system in the DoD inventory.

PARAMETRIC COST ESTIMATING
A Cost Estimating Methodology, using statistical relationships between Historical Costs and other program variables such as system physical or performance Characteristics, contractor output measures, and manpower loading, etc. 2) An Estimating technique which employs one or more Cost Estimating Relationships for the measurement of Costs associated with the Development, manufacture, and/or modification of a specified End Item based on its technical, physical, or other characteristics. See also Statistical Cost Estimating.

PRICE
1) Value or worth. 2) The sum of money or goods asked or given in exchange for something. 3) The Cost at which something is obtained. 4) The dollar value for which a company will sell its product or commit to a contract. Price includes Profit or Fee added to cost. 5) A Cost Model available on a fee basis to Estimate hardware and software costs.
PRICE AND AVAILABILITY (P&A) DATA
An Estimate of the Cost of an item and its possible delivery dates.
PRICE AND AVAILABILITY (P&A) STUDY
The effort required to prepare Price and Availability Data for use in the preparation of a letter of obligational authority.
PRICE ANALYSIS
The process of examining and evaluating a prospective Price, without an Evaluation of the separate Cost Elements and proposed Profit of the individual offeror whose price is being evaluated. Price Analysis may be accomplished by: (a) a comparison of submitted quotations; (b) a comparison of price quotations and contract prices with current quotations for the same or similar items; (c) the use of parameters (dollars per pound, for instance); and/or, (d) a comparison of proposed prices with independently developed Cost Estimates.
PRICE BREAKDOWN
The orderly listing of the Functional Cost Categories and their Cost Elements which constitute a Price.
PRICE (LEVEL) INDEX
1) A ratio indicating the relationship between Prices at two different time periods. Labor and Materials, within designated industry areas, are the two resources usually considered in determining a price index. The costofliving index is a form of price index. 2) A Factor used to convert Constant Dollar amounts from one year to another.
PRICE LIST
A listing of sales or catalog Prices for a company's products.
PRICED BILL OF MATERIAL
A list of all Material complete with unit and total Prices for a specific subassembly, Assembly, or End Item. See Bill of Material.
PRICING
1) The establishment of a sales Price. 2) The development and justification of sales price proposals, including the selection, projection, and Evaluation of rates, ratios, Factors, and comparative analyses with present or past programs and Market evaluations.
PRICING AGREEMENTS
A written agreement between the contractor and the Government, describing how the contractor's Estimating system will be employed in preparing and supporting contractor price Proposals. The agreement may encompass such areas as proposal structure, requirements for Cost and Pricing Data, use of Forward Pricing Rate Agreements, pricing formulas, and identification and use of Data banks, etc. See also Pricing Rates.
PRICING ARRANGEMENT
An agreedto basis between contractual parties for the payment of amounts for specified performance. Usually expressed in terms of a specific costreimbursement or fixedprice type arrangement. See Contract Type.
PRICING CENTER
A segment of a company organizationally and functionally chartered to have separate Overhead accounts and its own overhead rates for use in negotiating and pricing contracts that it will perform.

PRICING GUIDELINES (OR INSTRUCTIONS)
Memos or documents containing Proposal plans, strategy, organization instructions, or Request For Proposal requirements. See Estimating Instructions.
PRICING PACKAGE
(OBSOLETE) An old term used in Proposals for a task or a group of tasks, as determined from the contract Statement of Work. Current proposals generally price work by Work Breakdown Structure tasks.
PRICING RATES
Rates negotiated with the resident Administrative Contracting Officer for use in Pricing new contract Proposals and follow on Business. Negotiations are normally conducted once each year, or whenever either party determines is appropriate. See also Forward Pricing Rate Agreements and Pricing Agreements.

International Construction Information Society (2001) ได้ทำการศึกษาและจัดทำรายงานแสดงรายละเอียดรูปแบบลักษณะของข้อกำหนดและทำการเปรียบเทียบ ระบบการจัดทำข้อกำหนดของสมาชิกของสมาคมข้อมูลการก่อสร้างระหว่างประเทศ (The International Construction Information Society, ในอดีตคือกลุ่มข้อกำหนดการก่อสร้าง Building Specification Group – BSG)จำนวน 14 ราย จากประเทศต่าง ๆ รวม 12 ประเทศ ได้แก่ ออสเตรเลีย แคนาดา สาธารณรัฐ เชค ฟินแลนด์ เยอรมัน ญี่ปุ่น เนเธอร์แลนด์ นอร์เวย์ สวีเดน สหราชอาณาจักร และสหรัฐอเมริกา

Construction Specifications Institute (CSI) เป็นสถาบันมาตรฐานข้อกำหนดของสหรัฐอเมริกา ได้ดำเนินการจัดทำรูปแบบสำหรับข้อกำหนดเพื่อการก่อสร้าง ตั้งแต่ ปี ค.ศ. 1961 จนแล้วเสร็จเป็น มาตรฐานการจัดแบ่งหมวดหมู่ของข้อกำหนดเพื่อการก่อสร้าง MasterFormat (The CSI Format for Construction Specifications) ใน ปี ค.ศ. 1964 จากนั้นก็มีการปรับปรุง เพิ่มเติม เป็นระยะ ๆ จนถึงฉบับล่าสุด ใน ปี ค.ศ. 1995 มีการจัดแบ่งหมวดหมู่ของข้อกำหนดเป็น 16 หมวด และได้ใช้มาจนถึงปัจจุบัน

บทคัดย่อ : การศึกษานี้ เป็นการนำเสนอแนวคิดในการจัดแบ่ง จำแนกหมวดหมู่ของงานโครงการทางด้านวิศวกรรมทรัพยากรน้ำ ให้เป็นระบบ ระเบียบ และวางแนวทางในการจัดทำข้อกำหนดด้านเทคนิคของหน่วยงานต่าง ๆ ที่เกี่ยวข้องกับงานด้านวิศวกรรมทรัพยากรน้ำให้เป็นมาตรฐานเดียวกัน ในการศึกษาได้จัดแบ่งหมวดหมู่ประเภทของงานโครงการทางด้านวิศวกรรมทรัพยากรน้ำ ศึกษาและสรุปลักษณะของข้อกำหนดแบบต่าง ๆ ของหน่วยงานทั้งในประเทศและต่างประเทศ วางแนวทางในการจัดหมวดหมู่และเสนอแนะวิธีการจัดทำข้อกำหนดด้านเทคนิค โดยได้เสนอแนะและวางแนวทางเพื่อให้สามารถนำไปปฏิบัติงานได้อย่างเหมาะสม และใช้เป็นจุดเริ่มต้นในการพัฒนาปรับปรุง ซึ่งจำเป็นจะต้องมีการระดมสมอง และอาศัยการมีส่วนร่วมจากผู้ที่มีส่วนเกี่ยวข้องกับงานทางเทคนิคที่เกี่ยวข้อง เพื่อจะพัฒนาให้เป็นมาตรฐานและมีประโยชน์ต่องานวิศวกรรมทรัพยากรน้ำ วิศวกรรมโยธา และวิศวกรรมสาขาอื่น ๆ ที่เกี่ยวข้องได้อย่างมีมาตรฐานต่อไป


ABSTRACT : This study is to present the proposed guideline for determination of Standard Technical Specifications which contains classification of water resources engineering projects to form the unique of standardization and guideline settings. Classifications, types and formats of the specifications, both local and foreign have been reviewed. New arrangements of specifications divisions and writing formats are presented. The proposed concept is an initiative idea of practicable guideline for further research and development. However, brain storming and public participation are necessarily required for future development and finalization of complete Standard Technical Specifications in Water Resources Engineering, Civil Engineering and all other related Engineering fields.

1. บทนำ

ประเทศไทยมีหน่วยงานเกี่ยวข้องกับการก่อสร้างงานโครงการทางด้านวิศวกรรมทรัพยากรน้ำ หลายหน่วยงาน อาทิเช่น กรมชลประทาน กรมโยธาธิการและผังเมือง กรมพลังงานทดแทนและอนุรักษ์พลังงาน การประปานครหลวง การประปาส่วนภูมิภาค และอื่น ๆ อีกหลายหน่วยงาน ซึ่งล้วนแต่มีโครงการทางด้านวิศวกรรมทรัพยากรน้ำ แตกต่างกันหรือคล้ายกันหลายประเภท ประกอบกับมาตรฐานข้อกำหนดการก่อสร้างในประเทศไทย มิได้มีการกำหนดให้เป็นมาตรฐาน แม้ว่าวิศวกรรมสถานแห่งประเทศไทยในพระบรมราชูปถัมภ์ จะได้จัดทำหนังสือคู่มือมาตรฐานหลายเล่มเกี่ยวกับข้อกำหนดการก่อสร้างไว้บ้างแล้วก็ตาม แต่หน่วยงานต่าง ๆ ของรัฐ ก็มักจะมีมาตรฐานข้อกำหนดของตนเอง จึงมีแนวคิดที่จะจัดแบ่ง จำแนกหมวดหมู่ของงานโครงการทางด้านวิศวกรรมทรัพยากรน้ำ ให้เป็นระบบ ระเบียบ และวางแนวทางในการจัดทำข้อกำหนดให้เป็นมาตรฐานเดียวกัน



1.1 ความหมายและจุดมุ่งหมายของข้อกำหนด (Purpose of Specifications)

ข้อกำหนด (Specifications) บางครั้งอาจเรียกว่า รายการประกอบแบบ หรือ รายการก่อสร้าง โดยทั่วไปมักคิดถึงรายละเอียดประกอบแบบด้านเทคนิค เช่นกล่าวถึงรายละเอียด วัสดุ อุปกรณ์ ขั้นตอนและวิธีการก่อสร้าง เป็นต้น (วิสูตร, 2543)



รายการก่อสร้างคือ “เอกสารที่อธิบายความคิดของผู้ออกแบบต่อบุคคลต่าง ๆ ซึ่งเกี่ยวข้องกับงานก่อสร้างเพื่อกำหนด ชนิด ขนาด มาตรฐานการทำงาน และรายละเอียดของงานก่อสร้าง” จึงถือว่าเป็นข้อตกลงส่วนหนึ่งของสัญญาจ้างและเป็นเอกสารสำคัญช่วยให้แบบรูปกระจ่างยิ่งขึ้น ทำให้ผู้รับเหมาทราบได้ว่ามีอะไรบ้างอยู่ในความคาดหมายของเขา ข้อมูลส่วนมากที่ใช้ในการทำงานจะกำหนดไว้ในแบบรูป ซึ่งเขียนขึ้นในลักษณะต่าง ๆ กัน แต่รายละเอียดเกี่ยวกับฝีมือ และวัสดุอุปกรณ์นั้น ไม่สามารถระบุลงไปในงานเขียนแบบได้ (พนม, 2539)



1.2 ประเภทของโครงการทางด้านวิศวกรรมทรัพยากรน้ำ (Classification of Water Resources Projects)

สมบูรณ์ (2530) ได้จำแนกประเภทของโครงการทางด้านวิศวกรรมทรัพยากรน้ำ ดังนี้คือ 1. โครงการชลประทาน 2. โครงการน้ำประปา 3. โครงการไฟฟ้าพลังน้ำ 4. โครงการควบคุมอุทกภัย และ 5. โครงการรักษาคุณภาพน้ำ
นอกจากนี้ยังมีโครงการทางด้านวิศวกรรมทรัพยากรน้ำ อื่น ๆ อีก ดังต่อไปนี้ คือ 6. โครงการทางด้านวิศวกรรมแม่น้ำ และ 7. โครงการทางด้านวิศวกรรมชายฝั่งทะเล

1.3 หน่วยงานที่เกี่ยวข้องกับโครงการด้านวิศวกรรมทรัพยากรน้ำ และลักษณะรูปแบบของข้อกำหนดในประเทศไทย

1.3.1 โครงการชลประทาน

หน่วยงานที่เกี่ยวข้องกับโครงการชลประทาน ได้แก่

กรมชลประทาน

รูปแบบข้อกำหนดของกรมชลประทาน มิได้มีการกำหนดรูปแบบเป็นมาตรฐานแน่นอน บริษัทวิศวกรที่ปรึกษาจะเป็นผู้จัดทำข้อกำหนดตามความเหมาะสมของโครงการ และตามมาตรฐานของบริษัทวิศวกรที่ปรึกษานั้น ๆ

1.3.2 โครงการน้ำประปา

หน่วยงานที่เกี่ยวข้องกับโครงการน้ำประปา ได้แก่ การประปานครหลวง และ การประปาภูมิภาค

รูปแบบของข้อกำหนดของการประปานครหลวงและการประปาภูมิภาค ทั้ง 2 หน่วยงาน มีมาตรฐานข้อกำหนดของตนเอง มีทั้งรูปแบบภาษาไทย และภาษาอังกฤษ ทั้งนี้ขึ้นอยู่กับประเภท ชนิด และขนาดของโครงการ รายละเอียดข้อกำหนดที่นอกเหนือจากข้อกำหนดมาตรฐาน จะจัดทำในรูปเล่มแยกเฉพาะต่างหากเรียกว่าข้อกำหนดเพิ่มเติม (Supplemental Specification) ในกรณีที่เป็นโครงการพิเศษเช่นเป็นโครงการเงินกู้ขนาดใหญ่ โครงการออกแบบรวมก่อสร้าง หรือโครงการพิเศษประเภทอื่น ๆ ก็จะมีข้อกำหนดพิเศษ ซึ่งจะดำเนินการโดยบริษัทวิศวกรที่ปรึกษา ซึ่งก็จะอิงตามรูปแบบมาตรฐานของบริษัทที่ปรึกษานั้น ๆ

1.3.3 โครงการไฟฟ้าพลังน้ำ

หน่วยงานที่เกี่ยวข้องกับโครงการไฟฟ้าพลังน้ำ ได้แก่

การไฟฟ้าฝ่ายผลิตแห่งประเทศไทย และกรมพัฒนาพลังงานทดแทนและอนุรักษ์พลังงาน

รูปแบบข้อกำหนดของทั้ง 2 หน่วยงานมิได้มีการกำหนดรูปแบบเป็นมาตรฐานแน่นอน บริษัทวิศวกรที่ปรึกษาจะเป็นผู้จัดทำข้อกำหนดตามความเหมาะสมของโครงการ และตามมาตรฐานของบริษัทวิศวกรที่ปรึกษานั้น ๆ

1.3.4 โครงการควบคุมอุทกภัยและโครงการทางด้านวิศวกรรมแม่น้ำ

หน่วยงานที่เกี่ยวข้องกับโครงการควบคุมอุทกภัยและโครงการทางด้านวิศวกรรมแม่น้ำ ได้แก่ กรมโยธาธิการและผังเมือง กรุงเทพมหานคร กรมเจ้าท่า และการท่าเรือแห่งประเทศไทย

รูปแบบของข้อกำหนดของกรมโยธาธิการและผังเมืองมีมาตรฐานข้อกำหนดของตนเอง เป็นฉบับภาษาไทย เรียกว่ามาตรฐานงานก่อสร้าง และมาตรฐานงานช่าง (เอกสารอ้างอิงหมายเลข [1]) รายละเอียดข้อกำหนด ที่นอกเหนือจากข้อกำหนดมาตรฐาน จะจัดทำเพิ่มเติมเฉพาะต่างหากเรียกว่าข้อกำหนดเฉพาะงาน สำหรับรูปแบบข้อกำหนดของกรุงเทพมหานคร มีมาตรฐานข้อกำหนดของตนเอง เป็นฉบับภาษาไทย เรียกว่ารายการมาตรฐานงานก่อสร้าง รายละเอียดข้อกำหนดที่นอกเหนือจากรายการมาตรฐานงานก่อสร้าง จะจัดทำเพิ่มเติมเฉพาะต่างหากเรียกว่าข้อกำหนดเฉพาะงาน

1.3.5 โครงการรักษาคุณภาพน้ำ

หน่วยงานที่เกี่ยวข้องกับโครงการรักษาคุณภาพน้ำ ได้แก่

กรมโยธาธิการและผังเมือง กรุงเทพมหานคร กรมควบคุมมลพิษ องค์การจัดการน้ำเสีย และเทศบาลจังหวัด กระทรวงมหาดไทย

1.3.6 โครงการทางด้านวิศวกรรมชายฝั่งทะเล

หน่วยงานที่เกี่ยวข้องกับโครงการทางด้านวิศวกรรมชายฝั่งทะเล ได้แก่ กรมโยธาธิการและผังเมือง กรมเจ้าท่า การท่าเรือแห่งประเทศไทย เทศบาลจังหวัด กระทรวงมหาดไทย



1.4 ลักษณะรูปแบบข้อกำหนดของต่างประเทศ

1.4.1 รายงานการศึกษา รายละเอียดลักษณะและการเปรียบเทียบของระบบข้อกำหนด นานาชาติ (A Description and Comparison of National Specification Systems)
International Construction Information Society (2001) ได้ทำการศึกษาและจัดทำรายงานแสดงรายละเอียดรูปแบบลักษณะของข้อกำหนดและทำการเปรียบเทียบ ระบบการจัดทำข้อกำหนดของสมาชิกของสมาคมข้อมูลการก่อสร้างระหว่างประเทศ (The International Construction Information Society) จำนวน 12 ประเทศ ได้แก่ ออสเตรเลีย แคนาดา สาธารณรัฐ เชค ฟินแลนด์ เยอรมัน ญี่ปุ่น เนเธอร์แลนด์ นอร์เวย์ สวีเดน สหราชอาณาจักร และสหรัฐอเมริกา

1.4.2 ลักษณะรูปแบบข้อกำหนดตามระบบของประเทศสหรัฐอเมริกา

Construction Specifications Institute (CSI) เป็นสถาบันมาตรฐานข้อกำหนดของสหรัฐอเมริกา ได้ดำเนินการจัดทำรูปแบบสำหรับข้อกำหนดเพื่อการก่อสร้าง ตั้งแต่ ปี ค.ศ. 1961 จนแล้วเสร็จเป็น มาตรฐานการจัดแบ่งหมวดหมู่ของข้อกำหนดเพื่อการก่อสร้าง MasterFormat (The CSI Format for Construction Specifications) ใน ปี ค.ศ. 1964 จากนั้นก็มีการปรับปรุง เพิ่มเติม เป็นระยะ ๆ จนถึงฉบับล่าสุด ใน ปี ค.ศ. 1995 มีการจัดแบ่งหมวดหมู่ของข้อกำหนดเป็น 16 หมวด และได้ใช้มาจนถึงปัจจุบัน

1.4.3 หัวข้อการจัดหมวดหมู่ตามมาตรฐาน ของ สถาบันข้อกำหนดการก่อสร้าง สหรัฐอเมริกา ปี ค.ศ. 1995 (MASTER LIST OF SPECIFICATIONS : CONSTRUCTION SPECIFICATIONS INSTITUTE 1995)

CSI ได้จัดหมวดหมู่ข้อกำหนดเป็น 16 หมวด ดังนี้

1. ความประสงค์ ทั่วไป 2. งานสนาม 3. งานคอนกรีต 4. วัสดุก่อ 5. งานโลหะ 6. งานไม้ 7. งานป้องกันความร้อนและความชื้น 8. งานประตู และหน้าต่าง 9. งานตกแต่ง 10. งานพิเศษเฉพาะอย่าง 11. งานอุปกรณ์ 12. งานเฟอร์นิเจอร์ 13. งานก่อสร้างพิเศษ 14. งานระบบการลำเลียงขนส่ง 15. งานเครื่องกล และ 16. งานระบบไฟฟ้า

1.4.4 การปรับปรุง แก้ไข ขยายเพิ่มเติม รายละเอียดการจัดหมวดหมู่ตามมาตรฐาน ของ สถาบันข้อกำหนดการก่อสร้าง สหรัฐอเมริกา

ด้วยเหตุแห่งความก้าวหน้าทางด้านเทคโนโลยี ทั้งทางด้านการก่อสร้าง ด้านเทคโนโลยีสารสนเทศ เครือข่ายอินเทอร์เน็ต การใช้ฐานข้อมูล ระบบการประกวดราคาออนไลน์ รวมทั้งการแลกเปลี่ยนข้อมูลทางอิเล็กทรอนิกส์ CSI จึงได้ทำการ ปรับปรุงแก้ไข ขยายเพิ่มเติม รายละเอียดการจัดหมวดหมู่มาตรฐาน ตั้งแต่ เดือน เมษายน ปี ค.ศ. 2001 จนแล้วเสร็จในปี ค.ศ. 2003 และประกาศใช้อย่างเป็นทางการในปี ค.ศ. 2004 โดยได้จัดแบ่งหมวดหมู่ใหม่ ดังนี้

กลุ่มที่ 1 : การจัดซื้อจัดหาและสัญญา

กลุ่มที่ 2 : ข้อกำหนด ประกอบด้วย กลุ่มย่อย 5 กลุ่ม คือ

กลุ่มย่อยที่ 1 : ความต้องการทั่วไป

กลุ่มย่อยที่ 2 : การก่อสร้างสิ่งอำนวยความสะดวก ประกอบด้วย ลักษณะสภาพที่เป็นอยู่ งานคอนกรีต งานวัสดุก่อ งานโลหะ งานไม้ พลาสติก และวัสดุประกอบอื่น ๆ งานป้องกันความร้อนและความชื้น งานช่องเปิด ประตูและหน้าต่าง งานตกแต่ง งานพิเศษเฉพาะอย่าง งานอุปกรณ์ งานเฟอร์นิเจอร์ งานก่อสร้างพิเศษ และงานระบบการลำเลียงขนส่ง

กลุ่มย่อยที่ 3 : งานสิ่งอำนวยความสะดวกในด้านบริการ ประกอบด้วย งานระงับอัคคีภัย งานท่อสุขาภิบาล และสุขภัณฑ์ งานระบบระบายอากาศและปรับอากาศ ระบบควบคุมอัตโนมัติแบบเบ็ดเสร็จ งานไฟฟ้า งานระบบโทรคมนาคม การรักษาความปลอดภัยและการรักษาความปลอดภัยด้วยอิเล็กทรอนิกส์

กลุ่มย่อยที่ 4 : งานสนามและโครงสร้างพื้นฐาน ประกอบด้วย งานดิน งานปรับปรุงพื้นที่ภายนอก ระบบสาธารณูปโภค งานขนส่ง และงานทางน้ำและทะเล

กลุ่มย่อยที่ 5 : งานอุปกรณ์ที่ใช้ในกระบวนการ ประกอบด้วย กระบวนการแบบเบ็ดเสร็จ อุปกรณ์ในการควบคุมจัดการวัสดุ อุปกรณ์ในการควบคุมความร้อน ความเย็น และกระบวนการลดความชื้น อุปกรณ์ในการควบคุมแก๊ส ของเหลว การทำให้บริสุทธิ์และการเก็บบรรจุ อุปกรณ์ในการควบคุมมลภาวะ อุปกรณ์ในงานอุตสาหกรรมการผลิตเฉพาะ และแหล่งกำเนิดพลังงานไฟฟ้า

2. พื้นฐานและความเข้าใจในข้อกำหนด

2.1 คำจำกัดความและความหมาย

ข้อกำหนด เป็นคำซึ่งวิศวกรรมสถานแห่งประเทศไทยในพระบรมราชูปถัมภ์และราชบัณฑิตยสถาน บัญญัติมาจากคำว่า Specification ในภาษาอังกฤษ

ซึ่งสามารถสรุปความว่าการจัดทำข้อกำหนด คือ กระบวนการระบุพรรณนาเพื่อแสดงรายละเอียดเฉพาะเจาะจง โดยเฉพาะรายละเอียดที่แสดงถึงคุณลักษณะของวัสดุ ขนาด ขั้นตอน วิธีการ และคุณภาพ เพื่อให้ผู้ที่เกี่ยวข้องใช้ปฏิบัติหรือดำเนินการเพื่อให้ได้งาน สิ่งก่อสร้าง ผลิตภัณฑ์ หรือการติดตั้ง และการบริการให้เป็นไปตามวัตถุประสงค์ที่ต้องการดังที่กำหนดไว้



2.2 วัตถุประสงค์และความสำคัญของข้อกำหนด วัตถุประสงค์ของข้อกำหนดเพื่อ ระบุรายละเอียดต่าง ๆ ที่ไม่สามารถแสดงไว้ในแบบก่อสร้าง อาทิเช่น มาตรฐานต่าง ๆ คุณสมบัติของวัสดุ วิธีการก่อสร้างหรือปฏิบัติ วิธีการทดสอบ ความคลาดเคลื่อนที่ยอมรับได้ ตลอดจนถึงวิธีการวัดปริมาณงานและการจ่ายเงิน ความสำคัญของข้อกำหนด คือเป็นส่วนหนึ่งของสัญญาในโครงการต่าง ๆ เพื่อให้ผู้รับจ้างปฏิบัติงานได้ถูกต้องตามวัตถุประสงค์และความต้องการของโครงการ การไม่ปฏิบัติตามข้อกำหนดอาจนำมาซึ่งอันตรายและความเสียหายต่อชีวิตและทรัพย์สินได้



2.3 ประเภทของข้อกำหนด

2.3.1 ประเภทของข้อกำหนดแบ่งตามลักษณะของข้อกำหนด ได้แก่ ข้อกำหนดมาตรฐาน (Standard Specification) และข้อกำหนดเฉพาะงาน (Special Provision, Particular Specification or Supplementary Specifications)

2.3.2. ประเภทของข้อกำหนดแบ่งตามลักษณะรายละเอียดของเนื้อหา ได้แก่ ข้อกำหนดแบบละเอียด (Descriptive Specifications) ข้อกำหนดเพื่อการปฏิบัติงาน (Performance Specifications) ข้อกำหนดแบบอ้างอิง (Reference Specifications) ข้อกำหนดของบริษัทผู้ผลิต (Proprietary Specifications) และมาตรฐานอ้างอิง (Reference Standards)



3. การเขียนข้อกำหนด

การเขียนข้อกำหนดจัดเป็นงานที่สำคัญ ผู้เขียนข้อกำหนด จะต้องเป็นผู้รอบรู้ในงานนั้นอย่างยิ่ง อีกทั้งต้องรอบคอบละเอียดถี่ถ้วน เขียนรายการชัดเจนและปฏิบัติได้ ฉะนั้น การเขียนข้อกำหนดใด ๆ ย่อมขึ้นอยู่กับ 6 C ดังนี้

Correct ถูกต้อง เนื้อหาต้องตรงกับวัตถุประสงค์ ถูกต้องตามข้อเท็จจริง ใช้ภาษาได้ถูกต้องทั้งโครงสร้างประโยค สำนวน ลีลา เครื่องหมายวรรคตอน ตัวสะกด

Complete สมบูรณ์ มีเนื้อหาครบถ้วน

Clear ชัดเจน ไม่กำกวม อ่านเข้าใจง่าย ตรงตามที่ต้องการสื่อ บรรลุวัตถุประสงค์ ไม่ต้องตีความ

Concise กระชับ กะทัดรัด รัดกุม ไม่ใช้คำฟุ่มเฟือย

Coherence สัมพันธภาพ มีการเชื่อมโยงในข้อความ แต่ละประโยคต้องมีเนื้อความเกี่ยวเนื่องกัน

Convincing สมเหตุผล มีความเป็นไปได้



4. ข้อเสนอแนะในการจัดแบ่งหมวดหมู่ข้อกำหนด

4.1 แนวทางเลือกที่ 1

การจัดแบ่งหมวดของข้อกำหนด ตามแนวทางของ CSI MasterFormat ปี ค.ศ. 1995

การจัดแบ่งหมวดหมู่ในแนวทางเลือกนี้ ใช้วิธีการจัดแบ่งหมวดหมู่ตาม รูปแบบของ CSI MasterFormat ปี ค.ศ. 1995 โดยมีการจัดแบ่งหมวดหมู่ประเภทของงานเป็น 16 หมวด เหตุผลในการเลือกใช้ รูปแบบของ CSI MasterFormat ปี ค.ศ. 1995 เนื่องจากเป็นระบบที่ได้รับการยอมรับ และใช้กันแพร่หลายทั่วโลก (คณะอนุกรรมการบริหารการก่อสร้าง, 2542)



4.2 แนวทางเลือกที่ 2

จากประสบการณ์ในการทำงาน ผู้เรียบเรียงมีข้อสังเกตเกี่ยวกับงานจัดทำข้อกำหนดสำหรับโครงการทางด้านวิศวกรรมทรัพยากรน้ำในประเทศไทย ดังนี้ คือ โครงการแต่ละประเภท มีความแตกต่างในองค์ประกอบของงานและในประเทศไทยยังไม่เคยมีแบ่งหมวดหมู่ประเภทและการกำหนดรหัสของ ข้อกำหนดที่แน่ชัด แม้ว่าการจัดแบ่งหมวดหมู่ประเภทของงานเป็น 16 หมวดตาม รูปแบบของ CSI MasterFormat ปี ค.ศ. 1995 ตามแนวทางเลือกที่ 1 จะมีรายละเอียดหมวดหมู่ของงานครบถ้วนและครอบคลุมงานทุกประเภท ทุกรายการก็ตาม แต่ในทางปฏิบัติ โครงการแต่ละประเภทอาจมีประเภทและชนิดของงานไม่ครบทุกหมวด ฉะนั้นการจัดแบ่งหมวดหมู่ของข้อกำหนดตามแนวทางเลือกที่ 1 จึงอาจเกิดข้อกังขา แก่ผู้ใช้ข้อกำหนด ว่าข้อกำหนดฉบับที่ใช้อยู่นั้น ครบถ้วน สมบูรณ์ ขาดตกบกพร่องหรือไม่ เนื่องจากหัวข้อของงานประเภทที่ไม่เกี่ยวข้องกับโครงการนั้น จะถูกละเว้นข้ามไป และมักจะไม่เป็นที่ยอมรับของเจ้าของโครงการ ด้วยเหตุผลดังกล่าวแล้วข้างต้น

แนวทางในการแก้ปัญหาดังกล่าวสามารถกระทำได้ ดังนี้ คือ หัวข้อหมวดหมู่ตามที่จัดแบ่งตามแนวทางเลือกที่ 1 หากไม่มีใช้ ให้ทำการกำกับข้อความว่า “ไม่ใช้ในโครงการนี้” หรือทำการ จัดแบ่งหัวข้อหมวดหมู่หรือจัดบทใหม่ ตามแนวทางเลือกที่ 2 นี้

แนวคิดในการจัดแบ่งหมวดหมู่ แนวทางเลือกที่ 2 คือ พยายามคงหมวดหมู่ ตาม รูปแบบของ CSI MasterFormat ปี ค.ศ. 1995 ให้มากที่สุด และปรับแต่ง รวมหมวด และจัดหัวข้อหรือบทใหม่ ดังนี้ 1. ความประสงค์ทั่วไป 2. งานสนาม 3. งานคอนกรีต 4. วัสดุก่อ 5. งานโลหะ 6. งานไม้ 7. งานป้องกันความร้อนและความชื้น 8. งานอาคาร 9. งานอุปกรณ์ 10. งานเครื่องกล 11.งานระบบไฟฟ้า และ 12.งานเบ็ดเตล็ด สำหรับรายละเอียดของงานย่อยในแต่ละหมวดจะจัดแบ่ง เป็นบทย่อย ด้วยระบบทศนิยม ให้มีความต่อเนื่องกันไปตลอดทั้งเล่มใหม่ได้ตามความเหมาะสม



5. การจัดทำมาตรฐานข้อกำหนด

เมื่อเริ่มงานออกแบบโครงการ ควรจะต้องมีการประชุมปรึกษาหารือระหว่าง วิศวกรสาขาต่างๆ สถาปนิก ผู้ประมาณราคาและคำนวณปริมาณงาน ผู้จัดเตรียมข้อกำหนด นักวิชาการสิ่งแวดล้อม และผู้เกี่ยวข้องอื่นๆ เพื่อร่วมกันจัดทำ เกณฑ์การออกแบบ (Design Criteria) เพื่อให้โครงการ มีประโยชน์ใช้งานสูงสุดและมีระยะเวลาก่อสร้างตรงตามความต้องการของผู้ว่าจ้าง สะดวกต่อการดูแลและบำรุงรักษา เหมาะสมกับสภาพภูมิอากาศ ทั้งในระยะเวลาก่อสร้าง และระยะเวลาใช้งาน ใช้วัสดุในท้องถิ่นให้มากที่สุด เพื่อลดราคาค่าก่อสร้าง มีผลกระทบต่อสิ่งแวดล้อมน้อยที่สุด และสอดคล้องกับมาตรการป้องกันและแก้ไขผลกระทบสิ่งแวดล้อม (Mitigation Plan) ของโครงการ

รูปแบบของข้อกำหนดที่เสนอ หนึ่งบทจะครอบคลุมงานหนึ่งงาน และจะประกอบด้วยหัวข้อหลัก 4 หัวข้อ เหมือนกันทุกบทเป็นส่วนใหญ่ คือ

หัวข้อ X.1 ทั่วไป จะประกอบด้วยหัวข้อย่อยตามความจำเป็น คือ

X.1.1 ขอบเขตของงาน

X.1.2 มาตรฐานที่ใช้กับงานในบทนี้

X.1.3 นิยาม งานบางงานจำเป็นที่จะต้องให้คำนิยามงานย่อยเพื่อบ่งชี้ความแตกต่างให้ชัดเจน

X.1.4 การเสนอเอกสารและตัวอย่างวัสดุ

หัวข้อ X.2 วัสดุ/เครื่องจักร/เครื่องมือ

หัวข้อ X.3 วิธีการก่อสร้าง/วิธีการดำเนินงาน

6.1 สรุป
บทความนี้ได้นำเสนอ วัตถุประสงค์และความสำคัญของข้อกำหนด ประเภท และองค์ประกอบ ต่าง ๆ ของโครงการทางด้านวิศวกรรมทรัพยากรน้ำ หน่วยงานในประเทศที่เกี่ยวข้องกับโครงการฯ ลักษณะของข้อกำหนดที่ใช้ในประเทศและต่างประเทศ โดยผู้เรียบเรียงได้เสนอแนวทางในการจัดหมวดหมู่ของข้อกำหนด รวมถึงวิธีการเขียนข้อกำหนด ซึ่งน่าจะนำไปปรับปรุงใช้ให้เป็นมาตรฐานต่อไป

สำหรับตัวอย่างของข้อกำหนดมาตรฐานสามารถดูเพิ่มเติมได้จาก เอกสารอ้างอิงหมายเลข [7] โดยใช้ โปรแกรมบรรณกร (Edit Program) “SpecsIntact” (Specifications-Kept-Intact) ในเอกสารอ้างอิงหมายเลข [10] ในการอ่าน



6.2 ข้อเสนอแนะ
บทความนี้เป็นเพียงข้อเสนอแนวทางเบื้องต้นเท่านั้น ในการพัฒนาปรับปรุงให้เหมาะสมและสมบูรณ์ เพื่อให้สามารถนำไปใช้ได้อย่างมีประสิทธิผล และได้รับการยอมรับ จำเป็นอย่างยิ่งที่จะต้องมีการระดมสมอง ความคิดเห็น และอาศัยการมีส่วนร่วมของผู้มีส่วนเกี่ยวข้องในงานก่อสร้าง โดยมีหน่วยงาน องค์กรหรือสมาคมวิชาชีพ เป็นแกนหลักในการประสานงาน หาข้อสรุปและจัดทำเป็นเอกสารคู่มือ เพื่อพัฒนาให้เป็นมาตรฐานและมีประโยชน์ต่องานวิศวกรรมทรัพยากรน้ำและงานวิศวกรรมโยธา สาขา อื่น ๆ และมีการพัฒนาอย่างต่อเนื่องและยั่งยืนต่อไป
