Why do They have to Pay More?

Effective July 1, 2006, the fee to take the GRE General Test will be as follows:
$130 - U.S., U.S. Territories*, and Puerto Rico $175 - China (including Hong Kong), Korea, and Taiwan $160 - All other locations
Above is the ETS announcement on its new fee. Well, its not surprising to see that test takers in All other locations will be charged (a bit) higher than those in the U.S. or its territories. But why do those in China, Korea, and Taiwan have to pay the most expensive fee of all? Does it have to do with examination leaks that are reportedly rife in these countries?
