School fees add to families' burden![](//www.bloggang.com/emo/emo7.gif) ![](//www.bloggang.com/emo/emo7.gif)
The Ministry of Education's decision to increase the ceiling of school fees' hike from 20 per cent to 30 per cent every three years is bad news for many lower and middle income families in the UAE.
Families, including those with children in schools, suffer from the crunch of a two-digit inflation.
The cost of living index has risen in the country by 16 per cent this year, according to independent financial experts.
There is no indication that inflation will cool down in the next half of the year and no one seems to have a remedy for the situation, including the government.
Schools suffer from inflation as well and they need to increase their fees to meet operational costs.
Management of schools is requested to take into consideration first the interests of pupils before using the maximum limit allowed for the increase in fees.
Pupils should not be barred from joining classrooms because of financial reasons.

Respect the local culture
Beach signs reveal what people must wear after topless complaints Dubai Municipality yesterday announced plans to install new signs on the city’s beaches telling people to dress appropriately at all times. The move comes after increasing complaints about women going topless in the sunshine. And those people who do not follow the rules will be asked to leave the beach, a senior official from the municipality said. “We have asked lifeguards to keep an eye on women roaming topless on the beaches and to report such incidents. People who don’t listen will be asked to leave the beach,” said Mohammed Al Lauz, head of the Deira Parks unit.
He said that new signs will be put in place over the next two months at Jumeirah Open Beach and Al Mamzar. “There are people who don’t know about the local customs and traditions and therefore go topless on the beaches. There is a need to explain to them about our regulations and ask them to wear a swimsuit whenever they venture onto a beach,” he said. Al Lauz said undercover police personnel will also be monitoring Jumeirah Beach Park on Monday’s, (women-only day) to see if anyone “is trying to disturb the privacy of the ladies relaxing on the beach”. “There have been incidents recently when some people have tried to climb over the barricade and take pictures of women swimming and lying on the beach,” he said.
“Police caught them after being informed by the Municipality. ” A number of people have complained about topless women sunbathing on the beach, with some saying they felt ashamed to be on the beach especially when women don’t wear a swimming costume.
“It is embarrassing to sit on the beach when people around you start taking pictures of half-naked women relaxing on the beach.
They need to be told to wear proper clothes so that everyone feels comfortable,” said Jennifer, an Indian woman. Another person added: “Perverts won’t have a chance to enter the beaches if everyone wears decent clothes and respects the local culture.”

As if I am not human
Saudi Arabia needs to implement sweeping labour reforms to stamp out abuse of domestic workers in the country, a major rights group has said. US-based Human Rights Watch (HRW) said in a new report released in Indonesia that many Saudis believed they “owned” their foreign domestic workers and treated them like slaves. “Saudis treat them like chattel, slaves, like cattle. A domestic worker is like a slave and slaves have no rights,” the report quoted a “senior consular official” with a foreign embassy in the kingdom as saying. The 133-page report entitled “‘As If I Am Not Human’: Abuses against Asian Domestic Workers in Saudi Arabia,” was compiled after two years of research, the group said. The work included 42 interviews with domestic workers, officials, and labour recruiters in Saudi Arabia and the workers’ countries of origin, it said.
Out of 86 domestic workers interviewed, HRW concluded that 36 faced abuse that amounted to forced labour, trafficking or slavery-like conditions. Some of the cases outlined were horrific. “For one year and five months... no salary at all. I asked for money and they would beat me, or cut me with a knife, or burn me,” Sri Lankan domestic worker Ponnamma S was quoted as telling the rights group. Haima G, a Filipina domestic worker, said her employer called her into his bedroom one day soon after she had arrived and told her she had been “bought” for 10,000 riyals ($2,670). “The employer raped me many times. I told everything to madam. The whole family, madam, the employer, they didn’t want me to go. They locked the doors and gates,” she was quoted as saying. Nour Miyati, an Indonesian domestic worker, had her fingers and toes amputated due to daily beatings and starvation. Charges against her employers were dropped after a three-year legal process, despite a confession from them. “Employers often take away passports and lock workers in the home, increasing their isolation and risk of psychological, physical, and sexual abuse,” HRW said in a statement. It said Saudi labour laws excluded domestic workers, so many were forced to work 18 hours a day, seven days a week - often without pay - for years. Sleeping quarters included closets and bathrooms.
Nisha Varia, HRW’s senior women’s rights researcher, said that in the worst cases the women were “treated like virtual slaves.” The kingdom’s “kafala” or sponsorship system gave employers control over the workers’ visas, meaning they could refuse to allow domestic staff to change jobs or stop them from leaving the country. Indonesia, Sri Lanka, the Philippines and Nepal accounted for the bulk of the women, thousands of whom sought shelter each year at the Saudi social affairs ministry or at their respective embassies. Varia said conditions in the Sri Lankan and Indonesian shelters were described as “horrific.” “I was shocked - you have 200 women in a room that should be for maybe 50 people at the maximum,” she told a press conference. Few of the abusers were ever brought to justice as migrant women who dared to complain risked counter-charges of adultery, witchcraft or moral degradation, punishable by up to ten years’ imprison-ment and 490 lashes. The government has spent years considering labour reform “without taking any action,” Varia said. “It’s now time to make these changes, which include covering domestic workers under the 2005 Labour Law and changing the kafala system so that workers’ visas are no longer tied to their employers,” she said. “The Saudi government should extend Labour Law protections to domestic workers and reform the visa sponsorship system so that women desperate to earn money for their families don’t have to gamble with their lives.” More than eight million migrants work in Saudi Arabia, including 1.5 million domestic workers, most of whom send money back home to their families.
