Since the Thais started playing around with the Thai language they have effectively made up a whole string of English sounding phrases that most foreigners wouldnt have a clue to the meaning of and one of the classics has to be American Share. This Thai-Eng lingo does in fact mean to share the bill.
In Thai tradition its usually the elder that foots the bill (ie the one who is oldest or wealthiest). This phrase did in fact arise from the days of the American Gis. American Share has certainly become popular over the years due to cultural development.
The usual rule in Thailand is that the person who does the inviting gets to pay the whole bill, unless it is agreed from the beginning that you will share the cost. Thais do have a habit of assuming westerners have money to burn and many will assume that the rich foreigner will be happy to pay. It's all a bit of a game - when they invite you, just say thanks, but I can't afford it. If they say, no problem, we'll pay, then go. Don't invite anyone for a drink or food unless you know you can afford it!
