I have opposite ideas to the above ka. From my experince, I worked with big 4 before. They were well prepared like your previous employer. I got everything I need for work. Everything was new even a chair. However, with my latest employer which was a public company, they did not prepare anything for me. On the first day, my cube was dirty and I had no computer or no proper chair!! It took them a couple months to order my name tag. So, I think it depends on how professional and organize each company is. I totally understand how you feel. Just try to take it easy and think of your pay check..hehehe
My friend who was an IT Project Manger at Cisco has endured exact same pain you described. Mind you, she's American with 30 years+ experience in the field. She's quit after 3 months of working at Cisco.
