WASHINGTON: A senior U.S. diplomat on Wednesday urged Thailand's military government to follow pledges to give up power and allow elections, while also noting steady progress toward a restoration of democracy.
Thailand's current leaders were installed after a military coup last September ousted Prime Minister Thaksin Shinawatra. Eric John, a deputy assistant secretary of state, said Washington has suspended $35 million (25.6 million) in funds, mostly military aid, to Thailand, invoking laws that bar certain aid to governments that have taken power by force. Free trade negotiations between the countries were also suspended.
"We have made it clear that our relationship will be circumscribed until democracy is restored," John said in testimony before a House of Representatives Asia subcommittee. "They absolutely need to get to a democratically elected government."
But John, who has been nominated as U.S. ambassador to Thailand, also expressed optimism that Thailand could have an elected government in place by the end of the year, citing a referendum on a draft constitution scheduled for August 19 and national elections set for November or December.
Thai Foreign Minister Nitya Pibulsonggram said Wednesday that the bloodless coup was a temporary "glitch" and that Thailand will return to democracy
While military aid was suspended, John said Thailand still receives about $34 million (24.8 million) to support disaster relief, counter terrorism, counter narcotics and other programs.
The United States and other Western nations and rights groups have criticized the coup as a setback for rule by elected leaders. Thailand's military accused Thaksin of corruption and abuse of power.
Republican Rep. Mark Kirk told the committee that Thai military leaders have given themselves a $9 million (6.5 million) pay raise since the coup, boosted the military budget by more than $1 billion and cut health care spending by at least $12 million (8.7 million).
The hearing also focused on the impact of sanctions on Fiji, which in December of last year saw its fourth coup since 1987.
Commodore Frank Bainimarama has promised to restore democracy after weeding out alleged corruption in the bureaucracy and reforming the electoral process. But he has given only a vague commitment to a timetable.
Glyn Davies, a deputy assistant secretary of state, said Fiji has seen poor progress toward democracy since U.S. sanctions went into place last year.

ทั้งนี้ นายเอริก จอห์น ผู้ช่วยรัฐมนตรีว่าการกระทรวงการต่างประเทศ และว่าที่เอกอัครราชทูตสหรัฐ ประจำกรุงเทพฯ ให้ข้อมูลกับกรรมาธิการ ว่า หลังคณะทหารก่อรัฐประหารเมื่อวันที่ 19 กันยายน ปีที่แล้วโดยล้มรัฐบาลของพ.ต.ท.ทักษิณ ชินวัตร อดีตนายกรัฐมนตรีที่มาจากการเลือกตั้งตามระบอบประชาธิปไตย รัฐบาลสหรัฐชุดปัจจุบันภายใต้การนำของประธานาธิบดีจอร์จ ดับเบิลยู บุช ได้ตัดความช่วยเหลือแก่ประเทศไทยคิดเป็นมูลค่าราว 35 ล้านดอลลาร์สหรัฐ หรือกว่า 1 พันล้านบาท โดยในจำนวนนี้ส่วนใหญ่เป็นเงินช่วยเหลือทางการทหาร
นอกจากนั้น นายจอห์นกล่าวด้วยว่า สหรัฐยังบังคับใช้กฎหมายห้ามให้การสนับสนุนรัฐบาลไทยของพล.อ.สุรยุทธ์ จุลานนท์ นายกรัฐมนตรีอีกหลายรายการ รวมทั้งระงับการเจรจาเปิดเขตการค้าเสรีไทย-สหรัฐ เอาไว้ชั่วคราว ซึ่งความสัมพันธ์ของทั้งสองชาติจะกลับสู่ภาวะปกติต่อเมื่อระบอบประชาธิปไตยของไทยได้รับการฟื้นฟูอีกครั้ง
ด้านนายมาร์ก เคิร์ก ส.ส.สังกัดพรรครีพับลิกันของประธานาธิบดีบุชแถลงต่อคณะกรรมาธิการว่า หลังเหตุรัฐประหาร คณะผู้นำกองทัพไทยได้ปรับขึ้นเงินเดือนของตัวเองเพิ่มขึ้นราว 9 ล้านดอลลาร์สหรัฐ ขณะเดียวกันก็เพิ่มงบประมาณการทหารสูงกว่า 1 พันล้านดอลลาร์สหรัฐ และตัดงบประมาณด้านสาธารณสุขลงไปอย่างน้อย 12 ล้านดอลลาร์สหรัฐ
