Last week, the Chinese government adopted a law amendment to better protect the country's more than 83 million persons with a disability, in the run-up to the Beijing 2008 Paralympic Games in September.
The amendment to the Law on Protection of the Disabled, which has been discussed twice by the Standing Committee of the National People's Congress in February and April, was expected to go into effect on 1 July 2008.
"Caring for persons with a disability is a sign of social progress, and is an important part of building a harmonious society," said China's government official Wu Bangguo at the meeting. "Persons with a disability should be guaranteed the right to play a fair role in social life and share the fruits of our country's economic and social development", he added.
It is the first law amendment adopted by the 11th NPC Standing Committee, which convened its first meeting in March this year.
The amendment added details about stable financial support, better medical care and rehabilitation for persons with a disability, along with favorable jobs and tax policies. Governments at county level or above should provide stable funding and draw up annual plans to persons with a disability. Governments and social organizations, enterprises, and non-government organizations should have a quota of persons with a disability on their payroll, and should contribute to persons with a disability in other aspects if they failed to meet the quota. Government purchase should also give priority to products or services provided by persons with a disability, according to the amendment.
Furthermore, the amendment also made clearer the legal consequences of violating the rights and interests of persons with a disability.
China is the host of the Beijing 2008 Paralympics in September 2008 as well as the Asian Para Games in Guangzhou in 2010.
According to the China Disabled Persons' Federation (CDPF), the country has about 83 million disabled, accounting for 6.34 percent of the population. More than 75 percent of persons with a disability live in rural areas. //www.cdpf.org.cn/english/index.htm

I have crawled inside 875 collapsed buildings, worked with rescue teamsfrom 60 countries, founded rescue teams in several countries, and one ofthe United Nations experts in Disaster Mitigation for two years. In 1996 we made a film, which proved my survival methodology to be correct. We collapsed a school and a home with 20 mannequins inside. Ten mannequins did "duck and cover," and the other ten mannequins used my "triangle of life" survival method. After the simulated earthquake, we crawled through the rubble and entered the building to film and document the results. The first building I ever crawled inside of was a school in Mexico Cityduring the 1985 earthquake. Every child was under its desk. Every child was crushed to the thickness of their bones. At that time, the children were told to hide under something. Simplystated, when buildings collapse, the weight of the ceilings falling uponthe objects or furniture inside crushes these objects, leaving a space orvoid next to them. This space is what I call the "triangle of life". Thelarger the object, the stronger, the less it will compact. TEN TIPS FOR EARTHQUAKE SAFETY สิบวิธีเพื่อความปลอดภัยยามแผ่นดินไหว
1) Almost everyone who simply "ducks and covers" when buildings collapse are crushed to death. People who get under objects, like desks or cars, are crushed. 1) เกือบทุกคนที่ "มุดและหาที่กำบัง" เมื่ออาคารถล่มถูกทับอัดจนตาย คนที่เข้าไปอยู่ใต้สิ่งของ อาทิโต๊ะหรือรถยนต์ถูกอัดทับ
2) Cats, dogs and babies often naturally curl up in the fetal position.You should too in an earthquake. It is a natural safety/survival instinct.You can survive in a smaller void. 3) Wooden buildings are the safest type of construction to be in during an earthquake. Wood is flexible and moves with the force of the earthquake. If the wooden building does collapse, large survival voids are created. Also, the wooden building has less concentrated, crushing weight. Brick buildings will break into individual bricks. 4) If you are in bed during the night and an earthquake occurs, simply rolloff the bed. A safe void will exist around the bed. 5) If an earthquake happens and you cannot easily escape by getting out the door or window, then lie down and curl up in the fetal position next to a sofa, or large chair. 5) หากมีแผ่นดินไหวเกิดขึ้นและคุณไม่สามารถหนี้ออกมาง่ายๆ ทางประตูหรือหน้าต่าง ก็ให้นอนราบและ ขดตัวในท่าทารกในครรภ์ข้างๆ เก้าอี้โซฟาหรือเก้าอี้ตัวใหญ่ๆ
6) Almost everyone who gets under a doorway when buildings collapse iskilled. How ? If you stand under a doorway and the doorjamb falls forward or backward you will be crushed by the ceiling above. If the doorjamb falls sideways you will be cut in half by the doorway. 7) Never go to the stairs. The stairs have a different "moment offrequency" (they swing separately from the main part of the building).Thestairs and remainder of the building continuously bump into each otheruntil structural failure of the stairs takes place. The people who get onstairs before they fail are chopped up by the stair treads - horriblymutilated. Even if the building doesn't collapse, stay away from thestairs. The stairs are a likely part of the building to be damaged. Even ifthe earthquake does not collapse the stairs, they may collapse later whenoverloaded by fleeing people. 8) Get near the Outer Walls Of Buildings or Outside Of Them if possible.It is much better to be near the outside of the building rather thanthe interior. 9) People inside of their vehicles are crushed when the road above falls inan earthquake and crushes their vehicles; which is exactly what happenedwith the slabs between the decks of the Nimitz Freeway. The victims of the San Francisco earthquake all stayed inside of their vehicles. They were all killed. They could have easily survived by getting out and sitting or lying next to their vehicles. Everyone killed would have survived if they had been able to get out of their cars and sit orlie next to them. About the Topic : The Vessantara Jataka
The Vessantara Jataka is a well known story from the Buddhist canon, that part of the Tipitaka (one of the Three Baskets) that contains stories, parables and other pronouncements made by the Buddha. A part of pali literature, it is one of the most loved stories and often recited on important occasions at it contains an important teaching of the Buddha at a popular level, the Mahadanaparamita, or the Fulfillment of the Great Donation. The Vessantara Jataka is the story of the Last Life of the Past Ten Lives before the Buddha reaches Enlightenment. There are known to be two kinds of Buddha, i.e the Pajjekabuddha and the Sammasambuddha, the former having attained Enlightenment but unable to form the doctrine, while the Sammasambuddha, meaning The All Enlightened One can do so.
In the Tenth life we learn of the Buddha as a charitable young Prince, named Vessantara who gives up all his valuable possessions, including his children and his wife, which is the act of pattadaradana, by which he becomes the Bodhisattva and is born in this world to become Lord Buddha.
The most important Dhamma points in the story are :
1. Female beauty and dignity 2. The great donation 3. Determination wins over temptation 4. Loving kindness 5. Moderation 6. Gratitude and loyalty 7. Honesty
About the Speaker
Dr. Somboon Duangsamosorn, a former monk, Pali scholar and capable teacher in both religious and secular education institutions, earned his Ph. D. in Political Science. Before his retirement he held administrative positions at Assumption University of Thailand and was visiting professor in China. He also served the World Buddhist University as Moderator and Organizer of Dhamma Talk and remains a frequent speaker here. He now is Honorary Rector of International Buddhist College, Songkhla Province and Province and President, Pali and Dhamma Graduates Club of Nakhon Pathom Province.

The Japan Foundation, Bangkok (JFBKK) introduces the New Look of Library with "Pop Culture Corner" "Japanese Boom" is a phenomenon which has been commonly happening in Thailand for some time. We can easily find people who frequently love to have Japanese food or repeatedly visit Japan. The number of Japanese language learners almost doubled in the past ten years and reaches around 70,000 (from the survey done by the Japan Foundation in 2006). One of the reasons for this might be the great amount of interest in Japanese pop culture, for example, animation, manga, fashion or music. In order to facilitate the young Thais with the opportunity to experience Japanese pop culture more closely and conveniently, JFBKK has extended its new service, "Pop Culture Corner" which has been completed along with the recent renovation of our library. In the area of this corner, visitors can listen to the newest songs by J-POP artists sent directly from Japan, and they will be updated with 40 new songs monthly. Manga and fashion magazines are provided, along with DVD concerts of popular artists. In the book section, we still have a large number of books on Japanese culture and Japanese language education of around 20,000; the number of our audiovisual media adds up to around 2,000 and we still provide a variety of newspapers and magazines. On the occasion of the commencement of our new-look library, JFBKK will hold an event which includes Japanese language and pop culture activities on June 30th to be participated by high school students. I Can Speak Japanese", which was just translated into Thai and published recently. Moreover, there will be "Erin Manga Contest" which invites high school students to participate by adding Japanese sentences to the cartoons in this book. In the evening, there will be the special film showing of "Shimotsuma Monogatari" (directed by Tetsuya Nakashima); this film is a romantic comedy which portrays the lifestyle and fashion of Japanese youths at present. Interested persons are cordially invited to join this film presentation. Thus, JFBKK will have to close the library service on that day in order to hold this event. เมื่อประมาณ 10 ปีที่ผ่านมา สถาบันแบ็ทเทล (Battelle Memorial Institute) เคยคาดการณ์ไว้ว่า อนาคตเทคโนโลยีที่เกี่ยวกับสุขภาพไม่ว่าจะเป็นโรงพยาบาล หรือครัวเรือนมีความสำคัญเพิ่มมากขึ้น รวมทั้งเทคโนโลยีที่ช่วยปรับผลิตภัณฑ์ให้มีความสอดคล้องกับการใช้งานของผู้ใช้เช่น เครื่องอิเล็กทรอนิกส์ขนาดเล็กส่วนบุคคล เทคโนโลยีที่สนับสนุนการแข่งขันทางธุรกิจระหว่างประเทศ เทคโนโลยีที่ช่วยอนุรักษ์สิ่งแวดล้อม รวมถึงเรื่องพลังงาน เช่น การพัฒนารถยนต์ประหยัดพลังงานจะมีบทบาทมากขึ้น ตอนนี้แนวโน้มดังกล่าวหลายอย่างเกิดขึ้นจริงแล้ว และกลายเป็นสนามแข่งขันทั้งด้านงานวิจัยและอุตสาหกรรมระหว่างประเทศในขณะนี้

แรงผลักดันค่านิยมของผู้บริโภค อันดับหนึ่งคือ highly desirable products หมายถึงผลิตภัณฑ์ที่มีความสามารถใหม่ๆ แปลกไปกว่าคู่แข่งและเป็นที่สนใจของผู้บริโภคเบบี้บูมและเจเนอเรชั่นเอ็กซ์ รองลงมาผลิตภัณฑ์เกี่ยวข้องกับบริการ เช่น รายการโทรทัศน์เคเบิลจะขายดีกว่าเครื่องรับโทรทัศน์
ประเด็นท้าทายและโอกาส อันดับหนึ่งคือ การดูแลสุขภาพที่บ้าน เนื่องจากแนวโน้มการสาธารณสุขกำลังเคลื่อนย้ายจากโรงพยาบาลมาสู่ภายในบ้านมากขึ้น
ความต้องการด้านสุขลักษณะของบ้าน อันดับต้นๆ คือ ความต้องการอากาศบริสุทธิ์ในบ้าน ถัดมาคือการตรวจเช็ควินิจฉัยให้บริการสุขภาพตลอด 24 ชั่วโมง และระบบรักษาความปลอดภัยของบ้าน
นวัตกรรมด้านพลังงาน แรกสุดคือ การปรับโครงสร้างอุตสาหกรรมพลังงานให้กลายเป็นวัน สตอป เซอร์วิส ถัดมาคือ ยานพาหนะลูกผสมหรือ hybrid vehicles และการบริหารจัดพลังงานด้วยระบบคอมพิวเตอร์
นวัตกรรมเพื่อความสะดวกสบายอันดับแรกสุดคือ อุปกรณ์ควบคุมเครื่องใช้ในบ้านแบบรีโมทที่ใช้ได้กับทุกอย่าง ถัดมาคือระบบติดตามดูแลสุขภาพส่วนตัว
อย่างไรก็ตาม ส่วนใหญ่ที่กล่าวถึงมักเป็นเทคโนโลยีในระดับความต้องการของผู้บริโภค (ส่วนใหญ่ในสหรัฐ) สถาบันแบ็ทเทลได้นำเสนอ 'เทคโนโลยียุทธศาสตร์' สำหรับปี 2020 จากการวิเคราะห์เทคโนโลยีอุบัติใหม่ 10 อันดับแรก ได้แก่

4.คอมพิวเตอร์ที่อยู่ได้ทุกหนทุกแห่ง เริ่มตั้งแต่คอมพิวเตอร์ส่วนบุคคลขนาดเล็กระบบไร้สายมีขนาดเล็กลง ระยะแรกอาจอยู่ในรูปของนาฬิกาข้อมือหรือเครื่องประดับที่ทำงานได้เหมือนโทรศัพท์มือถือ ในที่สุดคอมพิวเตอร์จะเข้าไปฝังตัวอยู่ในเสื้อผ้าหรือใต้ผิวหนัง
5.เครื่องจักรนาโนที่มีขนาดต้องใช้หน่วยวัดในระดับอะตอมไม่ใช่มิลลิเมตร และจะปฏิวัติอุตสาหกรรมหลายอย่าง รวมทั้งทำความอบอุ่นให้บ้านหรือรักษาโรคมะเร็ง อุตสาหกรรมสำคัญที่สุดที่จะใช้เครื่องจักรนาโนในปี 2020 คือ อุตสาหกรรมการแพทย์
6.ระบบขนส่งสาธารณะส่วนตัว เนื่องจากประชากรสูงวัยจะใส่ใจกับความปลอดภัย ความสะดวกและอยากพึ่งพาตัวเองได้ รถยนต์ส่วนตัวจะถูกนำทางด้วยสมองกลในระบบควบคุมจราจรกลาง เพื่อแก้ปัญหาการจราจรติดขัด และนำผู้โดยสารไปยังที่จอดรถก่อนที่จะขึ้นรถไฟฟ้าต่อไปยังที่หมายในเมือง
7.อาหารและพืชที่ผ่านการปรับแต่งทางพันธุกรรมทำให้เป็นมิตรกับสิ่งแวดล้อมมากขึ้น และมีคุณค่าทางโภชนาการสูงขึ้น รวมถึงผัก ผลไม้ เนื้อสัตว์ เส้นใยสำหรับเสื้อผ้า
8.สินค้าและเครื่องใช้อัจฉริยะที่ให้ข้อมูลกับผู้ใช้เช่น บรรจุภัณฑ์ที่บอกเตาอบได้ว่าจะต้องปรุงอย่างไร ตู้เย็นที่คอยบอกว่าซื้อของมาเติมเมื่อไร และที่ไหนราคาถูกที่สุด ซึ่งต้องใช้เทคโนโลยีของควอนตัมคอมพิวเตอร์
9.น้ำราคาถูกและปลอดภัยที่หาได้ทั่วโลก เพราะว่าโลกอนาคตน้ำสะอาดมีแนวโน้มจะมีราคาแพง เทคโนโลยีจึงต้องแก้ปัญหานี้ให้ได้ก่อนถึงเวลานั้น เช่น การเปลี่ยนน้ำทะเลเป็นน้ำจืด การกรอง หรือควบแน่นน้ำจากอากาศให้ได้ในราคาถูก
10.สัมผัสเหนือจริงที่ใช้เทคโนโลยีเข้าช่วย เริ่มจากการฝังอุปกรณ์เพื่อเพิ่มความสามารถในการได้ยินหรือมองเห็นสำหรับผู้พิการ ต่อมาถึงการเพิ่มขีดความสามารถจนถึงระดับเหนือมนุษย์เช่น การเห็นในที่มืด
ความพยายาม 'ดักจับ' กระแสเทคโนโลยีอุบัติใหม่ นอกจากสถาบันแบ็ทเทล ยังมีสถาบันเทคโนโลยีแมสซาชูเซตส์ หรือเอ็มไอทีของสหรัฐ มีการจัดทำ Technology Review ออกเผยแพร่อย่างสม่ำเสมอ ทั้งทางสิ่งตีพิมพ์และทางออนไลน์ ประเทศญี่ปุ่นก็มีการดักกระแสหาเทคโนโลยีอุบัติใหม่ และมีสถาบันวิจัยนโยบายวิทยาศาสตร์และเทคโนโลยีของรัฐบาล (NISTEP) เป็นหน่วยงานคาดการณ์เทคโนโลยีอย่างเป็นระบบและดำเนินมาเป็นเวลานานเกือบ 40 ปีแล้ว
สิ่งที่เห็นเด่นชัดกรณีญี่ปุ่นคือ เทคโนโลยีเกี่ยวข้องกับวิทยาศาสตร์ชีวภาพและการแพทย์ สิ่งแวดล้อม การสื่อสาร และพลังงานจะมีความสำคัญมากขึ้นในอนาคต ล่าสุดวิสัยทัศน์ที่ญี่ปุ่นจะเป็นผู้นำวิทยาศาสตร์แห่งอนาคต ได้ริเริ่มโครงการศึกษาเทคโนโลยีที่เรียกว่า Innovation 25 เป็นการมองอนาคตเทคโนโลยี มุ่งเป้าไปที่ปี ค.ศ.2025 เพื่อค้นหายุทธศาสตร์สำหรับความเติบโตของญี่ปุ่นในสองทศวรรษหน้า
ขณะที่เกาหลีพยายามก้าวสู่เทคโนโลยีอุบัติใหม่เช่นกัน โดยจัดตั้งโปรแกรม The 21th Century Frontire R&D Program เพื่อบุกเบิกการค้นคว้าวิจัยเทคโนโลยีอุบัติใหม่ และมีมาตรการจะเลือกลงทุนพัฒนาวิทยาศาสตร์และเทคโนโลยีในสาขายุทธศาสตร์
ผลการติดตามศึกษานี้ชี้ว่าประเทศที่มีความก้าวหน้าในระดับสูงทางวิทยาศาสตร์ เช่น สหรัฐ เยอรมนี และญี่ปุ่น สามารถใช้งานเทคโนโลยีทั้งหมดที่ใช้ในการประเมินได้ อีกด้านประเทศที่ล้าหลังทางวิทยาศาสตร์จำเป็นต้องพัฒนาขีดความสามารถอีกมาก และต้องหา 'แรงจูงใจ' ในการใช้เทคโนโลยีให้ได้ เพื่อเอาชนะกำแพงที่ขวางกั้น ก่อนจะสามารถประยุกต์ใช้เทคโนโลยีได้
กสท ลงนามอีซีบี ทดลองให้บริการบรอดแบนด์ผ่านสายไฟฟ้า เร่งทำแผนการลงทุน เล็งตั้งบริษัทลูกต่อยอดให้บริการ ด้านเอกชนเผย ทดลองร่วม กฟน. - กฟภ. ให้บริการ 5 จังหวัด ทั้งเตรียมผลิตอุปกรณ์ลดต้นทุน - ส่งออกทำตลาดต่างประเทศ นายพิศาล จอโภชาอุดม กรรมการผู้จัดการใหญ่ บมจ.กสท โทรคมนาคม กล่าวว่า บริษัทลงนามบันทึกความเข้าใจร่วมมือทดลองให้บริการบรอดแบนด์อินเทอร์เน็ตผ่านสายไฟฟ้า (บีพีแอล) กับบริษัท อีคอมเมิซ บีสเน็ซ จำกัด (อีซีบี) เป็นการต่อยอดธุรกิจบริการไฮเน็ต ของ กสท กำหนด 2 ปี ตั้งแต่ 1 พ.ย. 2550 - 31 ต.ค. 2552 ซึ่ง กสท รับผิดชอบติดตั้งอุปกรณ์ที่เชื่อมโยงสู่โครงข่ายอินเทอร์เน็ต ส่วนอีซีบีรับผิดชอบการนำสัญญาณอินเทอร์เน็ตกระจายไปยังจุดต่างๆ ภายในอาคารผ่านสายไฟฟ้า 220 โวลต์ เพื่อให้บริการผู้ใช้ ปัจจุบันทดลองในเขตกรุงเทพฯ ที่อาคารพาร์คแลนด์ เรสสิเดนซ์ รองเมือง ของบริษัท นารายณ์ พร็อพเพอร์ตี้ จำกัด มีผู้ใช้ 21 รายจากผู้พักอาศัย 70 ราย พร้อมกันนั้น ทั้งคู่มีแผนร่วมทุนจัดตั้งบริษัทลูกเพื่อให้บริการบีพีแอลโดยเฉพาะ ลักษณะเช่นเดียวกับบริษัท แคท บัซ ทีวี คาดเบื้องต้นโครงสร้างผู้ถือหุ้น กสท 49% อีซีบี 48% บริษัทอื่น 3% ซึ่งกำลังจัดทำแผนการลงทุนว่าต้องใช้เงินทุนเท่าไร และจะมีเป้าหมายทางการตลาดอย่างไร
นายวินิจ คำสมบูรณ์ กรรมการผู้จัดการ อีซีบี กล่าวว่า อีซีบี ยังร่วมมือกับการไฟฟ้าภูมิภาค (กฟภ.) และการไฟฟ้านครหลวง (กฟน.) เพื่อทดลองให้บริการทั้งในอาคารและนอกอาคารกว่า 1 ปีใน 5 จังหวัด คือ เชียงใหม่ ปทุมธานี พัทยา ภูเก็ต และขอนแก่น ได้รับการตอบรับเป็นอย่างดี โดยเฉพาะพัทยา ที่มีคอนโดมิเนียมและหมู่บ้านจัดสรรเกิดขึ้นเร็ว และไม่มีเลขหมายโทรศัพท์เพียงพอ ลูกค้าสามารถใช้บริการอินเทอร์เน็ตผ่านบีพีแอลได้ ความเร็วสูงสุด 200 เมกะบิตต่อวินาที
ขณะเดียวกัน กำลังพัฒนาความเร็วเพิ่มเป็น 400 เมกะบิตต่อวินาที ทั้งทดลองให้บริการเชิงพาณิชย์ ความเร็ว 1 เมกะบิตต่อวินาที ค่าบริการ 580 บาทต่อเดือน และความเร็ว 2 เมกะบิตต่อวินาที ค่าบริการ 900 บาทต่อเดือน เขา กล่าวว่า การให้บริการบีพีแอล จะเป็นทางเลือกใหม่แก่ผู้ใช้บริการ นอกเหนือจากการให้บริการผ่านเอดีเอสแอล และไวไฟ ซึ่งข้อดีของบีพีแอลคือ สามารถเข้าถึงผู้ใช้ได้ง่ายกว่า โดยผ่านสายไฟฟ้าซึ่งมีครอบคลุม 98% ของครัวเรือนทั่วประเทศ ลดต้นทุนค่าเดินสายทองแดงหรือสายไฟเบอร์ออพติก และไม่ต้องใช้เลขหมายโทรศัพท์
ในรัสเซียมีการใช้เทคโนโลยีบีพีแอลกว่า 5 แสนรายเฉพาะส่วนของผู้ใช้ตามบ้าน ส่วนไทยเฉพาะกรุงเทพฯ ที่เป็นคอนโดมิเนียมและอาคาร คาดว่าจะมีกว่า 500 อาคารที่ให้ความสนใจ นายวินิจ กล่าว นอกจากนี้ อีซีบี มีแผนจะพัฒนาอุปกรณ์โมเด็ม เพาเวอร์ไลน์ เพื่อให้บริการภายในประเทศไทยเอง ซึ่งจะสามารถช่วยลดต้นทุนได้ประมาณ 25% จากปัจจุบันราคาโมเด็มเฉลี่ยที่ 1,500 บาท และอนาคตมีแผนส่งออกทำตลาดประเทศแถบเอเชียตะวันออกเฉียงใต้ทั้งหมด
