0049. LEADING AT THE SPEED OF GROWTH : 1ใน 109 หนังสือควรอ่าน จาก นายกฯ ทักษิณ ชินวัตร





เมื่อวันที่ 19 สิงหาคม 2546 ในการประชุม คณะรัฐมนตรี นายกรัฐมนตรี ได้กล่าวถึงหนังสืออีกเล่มหนึ่งที่มีชื่อว่า LEADING AT THE SPEED OF GROWTH เขียนโดย แคเทอรีน แคตลิน และ จานา บี. แมทธิวส์ ซึ่งมีเนื้อหาเกี่ยวกับ ภาวะผู้นำจะมีความสัมพันธ์กับการเปลี่ยนแปลงขององค์กร หมายความว่า เมื่อองค์กรถึงจุดจุดหนึ่ง ภาวะผู้นำจะต้องปรับตัวไปตามวิวัฒนาการขององค์กร เช่น เมื่อองค์กรเริ่มต้น ผู้นำจะเป็น Team Builder คือ สร้างความเป็นทีมขององค์กร ผู้นำจะต้องเป็น Coach ให้คำแนะนำ และ จะเปลี่ยนเป็นผู้วางแผน Planner เมื่อองค์กรพัฒนาขึ้นไปอีก ผู้นำจะต้องเปลี่ยนเป็น Organization Builder คือ เป็นผู้สร้างองค์กร เป็น Strategic Leader เป็น Chief of Culture ผู้กำหนดวัฒนธรรมองค์กร เมื่อพัฒนาไปถึงจุดจุดหนึ่ง ภาวะผู้นำจะต้องปรับตัวตามวิวัฒนาการขององค์กร เมื่อมี Red Flag ผู้นำก็ต้องเปลี่ยนคาแรกเตอร์ของตัวเอง อย่าคิดแต่จะคิดเป็นผู้นำปฏิบัติ (Doer) เพียงอย่างเดียว มิฉะนั้นจะเกิดความสับสน (Chaos) ในองค์กร

...อีกเล่มชื่อ Leading at the Speed of Growth : Journey from Entrepreneur to CEO โดย Katherine Catlin คือให้มีการเปลี่ยนแปลงองค์กรอย่างรวดเร็ว โดยรายละเอียดในหนังสือจะกล่าวถึงการตั้งองค์กรใหม่ๆ ที่จะต้องมีผู้นำที่เป็นผู้กระทำเอง และเป็นคนที่ตัดสินใจเรื่องต่างๆ ในองค์กร เมื่อองค์กรพัฒนาไปอีกขั้นก็จะเป็นผู้ที่มอบหมายงานให้ผู้อื่นไปปฏิบัติ และเมื่อพัฒนาต่อไปก็จะเป็นผู้กำหนดทิศทางองค์กรว่าจะไปในทิศทางใด

ต่อจากนั้น จะเป็นการสร้างทีมงานขึ้นมาสานต่อในงานให้เป็นไปในทิศทางที่กำหนดไว้ เป็นคนคอยแนะนำ และเป็นผู้วางแผนให้องค์กรในการก้าวไปข้างหน้า เป็นผู้ติดต่อสื่อสารให้แก่องค์กร เป็นผู้เร่งการเปลี่ยนแปลงขององค์กร รวมถึงการเป็นผู้สร้างองค์กรใหม่ขึ้นมา ซึ่งหากบริหารองค์กรอย่างเป็นระบบก็จะทำให้องค์กรพัฒนาและเข้มแข็ง อีกทั้งยังสร้างองค์กรใหม่ๆ ขึ้นมาได้

Leading at the Speed of Growth : Journey from Entrepreneur to CEO โดย Katherine Catlin หนังสือเล่มนี้เป็นเล่มแรกในจำนวนหลายเล่มซึ่ง "มูลนิธิคอฟฟ์แมน" วางแผนจะพิมพ์ขึ้นให้ผู้ประกอบการใหม่ (Entrepreneurs) ใช้วางแผนที่สำหรับนำทางออกจากช่วงเริ่มต้นไปจนถึงช่วงเติบใหญ่ และ พร้อมที่จะขายหุ้นในตลาดหลักทรัพย์ เนื่อหาสาระของหนังสือแบ่งออกเป็น 5 บท ได้แก่

บทที่1. พูดถึงความท้าทายของการขยายธุรกิจหลังจากก่อตั้งสำเร็จ

บทที่ 2 - 4 เป็นคู่มือสำหรับการปรับตัวของผุ้ประกอบการใหม่ และ องค์กรธุรกิจตั้งตัวได้ และ ขยายตัวไปตาม 3 ขั้นตอน บทสุดท้ายเป็นข้อสรุป

ผู้เขียน เสนอแนวให้ผู้ก่อตั้งปรับตัวและองค์กร เป็น 3 ช่วง ได้แก่ ช่วยเริ่มขยายตัว ช่วงขยายตัวแบบก้าวกระโดด และ ช่วงขยายตัวอย่างต่อเนื่อง เมื่อธุรกิจอยู่ได้และเริ่มขยายตัว จุดมุ่งหมายจะเปลี่ยนจากเพื่อความอยู่รอดไปเป็นการพัฒนาผลผลิตหรือบริการใหม่ แต่เมื่อถึงจุดหนึ่ง ผู้ก่อตั้งควรตระหนักว่า ถึงเวลาที่ตนจะต้องเริ่มปรับเปลี่ยนตัวเอง และ องค์กร การปรากฏของสัญญาณอาจออกมาในรูปของการไม่มีเวลาและเรี่ยวแรงพอที่จะทำทุกอย่างที่ตนต้องการ และ ไม่สามารถต้ดสินใจได้ว่าจะทำอะไรต่อไป ทั้งที่โอกาสเปิดให้ ณ จุดนี้ ผู้ก่อตั้งจะต้องปรับเปลี่ยนบทบาทของตนเอง จากผู้ตัดสินใจและลงมือทำเองทุกอย่าง ไปเป็นผู้ตั้งเข็มทิศของกิจการ พร้อมทั้งแบ่งงาน และ อำนาจในการตัดสินใจให้แก่ผู้อื่น

ข้อแนะนำหลายอย่างในการจ้างพนักงานใหม่ และ การปรับเปลี่ยนองค์กร แต่ กุญแจ ดูจะอยู่ที่
1. การจ้างผู้ที่มีคุณสมบัติ 2 อย่าง คือ มีความเชี่ยชาญเฉพาะด้านหนือกว่า และ มีมาตรฐานทางพฤติกรรมคล้ายผู้ก่อตั้ง
2. รูปแบบขององค์กร ซึ่งง่ายต่อการเอื้อให้ผู้ก่อตั้งรับฟังความคิดเห็นของผู้อื่น ไม่ว่าจะเป็นคณะกรรมการบริษัท พนักงาน ลูกค้า หรือ ว่าผู้จะเข้าร่วมกิจการ และ ลงทุนเป็นหุ้นส่วนด้วย


การปรับตัวเองของผู้ประกอบการใหม่
ผู้เขียนแนะนำให้ทำในด้านบทบาท ด้านรูปแบบของการทำงาน และ ด้านความเคยชิน เพื่อหลีกเลี่ยง สิ่งที่เรียกว่า "กับดักผู้ก่อตั้ง" (The Founder's Trap)

1. ด้านบทบาท ผู้ประกอบการใหม่ต้องตัดสินใจวาอะไรที่ตนจะเก็บไว้ทำเอง และ อะไรจะยกให้ผู้อื่นรับผิดชอบแทน
2. ด้านรูปแบบการทำงาน ผู้ก่อตั้งจะต้องเปลี่ยนจากการตั้งรับ หรือ รอแก้สถานการ์ เมื่อมันเกิดขึ้น ไปเป็นการกรุกด้วยการคาดการณ์ ตั้งทิศทางและวางแผนไว้ล่วงหน้า
3. ด้านความเคยชิน ผุ้ก่อตั้งธุรกิจใหม่ มักมีความเคยชิน 2 ด้าน
ด้านแรก ได้แก่ การตัดสินใจทันทีเมื่อมีอะไรเกิดขึ้น เมื่อกิจการยังเล็ก การตัดสินใจทันทีมักไม่มีผลเสีย แต่ เมื่อธุรกิจใหญ่และซับซ้อนขึ้น การทำเช่นนั้นมักนำไป่ความผิดพลาด อาจทำให้ผู้ร่วมงานงุนงง และ ขาดศรัทธาได้ในที่สุด
ด้านที่สอง เป็นความรู้สึกต่อต้านต่อการมีโครงสร้าง และ กระบวนการในองค์กรที่ตายตัว เพราะกลัวว่ามันจะจำกัดความยืดหยุ่น และ ความคิดสร้างสรรค์ แต่นั่นเป็นสิ่งจำเป็น

บทที่ 3 ขงอ Leading at the Speed Of Growth เป็นเนื้อหาเกี่ยวกับการปรับตัวเอง และ องค์กรของผู้ประกอบการใหม่ หลังจากธุรกิจที่ตั้งขึ้นอยู่รอด และ ผ่านการเติบโตขั้นที่เป็นการขยายตัวแบบก้าวกระโดด ผู้เขียนเสนอว่า ในยุคที่ขยายตัวแบบก้าวกระโดด ผู้ประกอบการใหม่ควรปรับเปลี่ยนบทบาทของตนให้จำกัดอยู่แค่ 4 ด้านด้วยกัน ได้แก่ ด้านการสร้างคณะทำงาน ด้านการเป็นครูฝึกผู้นำ ด้านการวางแผนงาน และ ด้านการประชาสัมพันธ์และสื่อสารกับคนภายในและภายนอก

กุญแตสำคัญในการจ้างคนได้แก่ การสรรหาคนที่เก่งกว่าตน และ มีความทะเยอทะยานที่จะทำงานให้บรรลุเป้าหมายในชีวิต เมื่อได้คนครบแล้ว ขั้นต่อไปได้เป็นการใช้ความพยายามเพื่อจะทำให้สมาชิกทำงานด้วยกันอย่างราบรื่น

การวางแผนงาน ผุ้ประกอบการใหม่เป็นผู้นำในการสร้างแผนยุทธศาสตร์

การประชาสัมพันธ์ ผู้ประกอบการใหม่ จะต้องรับภาระในการสื่อสารเรื่องราวเกี่ยวกับ วิสัยทัศน์ แผนงาน เป้าหมาย และ ความคาดหวังของบริษัทต่อผู้ที่มีเกี่ยวข้องกลุ่มต่างๆ

ผู้ประกอบการใหม่ จะต้องผลักดันให้เกิดกระบวนการที่แน่นอนใน 5 ด้านได้แก่
1. ด้านบุคลากร
2. ด้านแผนงาน
3. ด้านธุรการ
4. ด้านการตลาด
5. ด้านการผลิต

บทที่ 4. เป็นเนื้อหาเกี่ยวกับการปรับตัว และ องค์กรของผู้ประกอบการใหม่

1. คณะกรรมการบริหารเปรียบเสมือนมันสมอง และ แขนขาของผู้ประกอบการ
2. เครือข่ายของคณะกรรมการย่อยๆ ซึ่งมีหน้าที่วางแผน และ ดำเนินงานจากระดับล่าง

วิธีสร้างวัฒนธรรมของผู้ประกอบการใหม่ กระทำ 3 อย่าง

1. เขียนมาตรฐานของพฤติกรรมออกมาไว้เป็นแนวทางในการวางตัว และ การทำงานสำหรับทุกคนในองค์การ
2. สร้างกระบวนการภายในขึ้นเพื่อเอื้อให้เกิดมาตรฐานของพฤติกรรม เช่น การฟังลูกค้า และ ผู้ร่วมงาน
3. สร้างระบบค่าตอบแทน และ การยอมรับให้สะท้อนมาตรฐานของพฤติกรรมที่นำเขียนไว้

บทที่ 5.

หนทางนำไปสู่หลุมพราง และ ทางตัน 10 ประการ

1. ผู้ประกอบการมักคาดไม่ถึงว่า ทุกอย่างเปลี่ยนแปลงเร็วมาก
2. ธุรกิจจะต้องเผชิญหน้ากับปัญหาตลอดเวลา แต่ปัญหาบางอย่างผู้ประกอบการใหม่ต้องให้ความสนใจเป็นพิเศา เช่น มาตรฐานของพฤติกรรม ความยัดแย้งรุนแรงเรื่องวิธีการ
3. ตอนเริ่มต้นธุรกิจ ผู้ประกอบการทำงานแบบคิดเอง ทำเอง และ ถามเอง ตอบเองได้โดยไม่เกิดผลเสีย แต่การกระทำเช่นนั้น นำไปสู่ทางตันในขั้นต่อไป
4. ความสามารถพิเศษที่นำไปสู่ความสำเร็จในเบื้องต้น สร้างปัญหา เพราะผู้ประกอบการ
5. ผู้ประกอบการใหม่ได้รับความสำเร็จส่วนหนึ่ง เพราะความเชื่อมั่นในตนเอง ความเชื่อมั่นในตนเองมักนำไปสู่การไม่รับรู้ความเห็นของคนอื่น และ เกิดผลทางลบต่อไปในระยะยาว
6. เมื่อผู้นำไม่เห็นทางอย่างจะแจ้ง ไม่ว่าจะเปนทิศทางของธุรกิจ ตลาด เป้าหมาย โอกาสใหม่ อะไรมาก่อนมาหลัง หรือ มาตรฐานของพฤติกรรม เขาย่อมนำผู้อื่นไปหลงทาง
7. การไม่สื่อสาร หรือ ประชาสัมพันธ์อย่างเพียงพอ ผู้นำอาจเหนทางอย่างจะแจ้ง แต่ ผู้อื่นไม่เห็นว่าจะไปทางไหน ย่อมตามไม่ทัน หรือ หกล้ม
8. ปฐมนิเทศน้อยไป กรอณีจะจ้างพนักงาน และ ผู้บริหารใหม่ บริษัทอาจต้องชี้ทางให้เขาอย่างกระจ่างแจ้งตั้งแต่เริ่มต้น ไม่เช่นนั้นจะเสียเวลา หรือ ไม่ก็เดินหลงทางไปเลย
9. การที่ผู้นำไม่กล้าตัดสินใจ และ ไม่กล้าเสี่ยง ผัดวันประกันพรุ่ง ทำให้ปัญหาหนักหนาสาหัสขึ้น
10. ผู้นำจำเป็นจะต้องเรียนรู้สิ่งใหม่ๆ เพื่อปรับตัวให้ทัน ไม่เช่นนั้น ธุรกิจจเติบโตไม่ได้

เป็นเวลากว่า 2 ปีแล้วที่ "พ.ต.ท.ทักษิณ ชินวัตร" นายกรัฐมนตรี ได้แนะนำหนังสือให้ ครม.และคนรอบตัวอ่าน โดยหนังสือเหล่านี้ได้สะท้อนถึงวิธีคิดและการทำงานในสไตล์ "ทักษิณ" ที่มักจะ "คิดใหม่ ทำใหม่" และ "คิดนอกกรอบ"

As The Future Catches You หรือ "เมื่ออนาคตไล่ล่าคุณ" เป็นหนังสือเล่มแรกที่นายกฯทักษิณแนะนำในการประชุม ครม.เมื่อวันที่ 3 กันยายน 2545 ซึ่งสร้างความฮือฮาเป็นอย่างมากจนมีการนำมาแปลเป็นภาษาไทย หนังสือเล่มนี้เขียนโดย "ฮวน เอ็นริเก้" มีเนื้อหากล่าวถึงการพัฒนาเพื่อมุ่งไปสู่อนาคตที่รวดเร็วมาก โดยชี้ให้เห็นถึงพัฒนาการของเทคโนโลยี 3 อย่างที่ครอบงำโลกอยู่และหลายคนยังไม่รู้ตัว นั่นคือ ดิจิตอล เทคโนโลยี, จีโนมมิกส์ และ นาโน เทคโนโลยี โดยเทคโนโลยีทั้งสามนี้มีผลต่อการเปลี่ยนแปลงของการดำรงชีวิตอยู่ของมนุษย์ในทศวรรษอันใกล้นี้ รวมทั้งส่งผลต่อธุรกิจต่างๆ เป็นอันมาก ดังนั้น ปัจจัยที่จะมีผลต่อความมั่นคงและความมั่งคั่งของประเทศจึงมีมากกว่าเรื่องการศึกษา ประชาธิปไตย ความสามารถในการแข่งขัน การเปิดโอกาสทางเศรษฐกิจให้ผู้คน แต่ยังประกอบด้วยเทคโนโลยีอีกด้วย

17 ธันวาคม 2545 นายกฯทักษิณแนะนำหนังสือ Execution: The Discipline of Getting Things Done โดย Larry Bassidy และ Ram Charan ในที่ประชุม ครม.ว่า เป็นหนังสือทางธุรกิจที่เขานำมาประยุกต์ใช้กับการทำงานและเป็นขั้นตอน นำเอาสิ่งที่คิดฝันไปปฏิบัติให้เป็นความจริง นำมาบอก ครม. เพราะถือว่าเป็นหน้าที่ของซีอีโอ ทุกคนมีหน้าที่ต้องวางเป้าหมายและทำทุกอย่างเพื่อให้ถึงเป้าหมาย การทำงานให้เป็นผลสำเร็จถือเป็นหัวใจของการทำงานที่แท้จริง

และในวันที่ 1 กรกฎาคม พ.ต.ท.ทักษิณยกหนังสือ "What the Best CEOs Know: 7 Exceptional Leaders and Their Lessons for Transforming any Business" ที่เขียนขึ้นโดย Jeffrey A. Krames ขึ้นมาประกอบวาระ ครม.เรื่องผู้ว่าฯซีอีโอ

Deans, Fritz Kroeger และ Stefan Zeisel เนื้อหาแนะนำถึงการรวมภารกิจทั้งหมดเพื่อให้ได้ประสิทธิภาพ แนะนำผู้บริหารต้องดูที่โครงสร้างพื้นฐานทางการเมืองที่เหมาะสม คือต้องกำหนดยุทธศาสตร์เพื่อเอื้ออำนวยให้แก่วงการอุตสาหกรรม เพื่อสร้างเศรษฐกิจให้แก่ประเทศอย่างเหมาะสม

ตามมาด้วย IT is Alive ที่แนะนำเมื่อวันที่ 13 สิงหาคม โดย คริสโตเฟอร์ เมเยอร์ เป็นหนังสือเกี่ยวกับเทคโนโลยีในอนาคตอีก 10 ปีข้างหน้า เนื้อหาเกี่ยวกับการบริหารเทคโนโลยีสมัยใหม่ที่ทุกอย่างเปรียบเสมือนสิ่งมีชีวิต ดังนั้น จะต้องปรับตัวให้เข้ากับการเปลี่ยนแปลงที่ทันสมัย โดยเป็นการเน้นย้ำถึงเทคโนโลยีที่สำคัญคือ โมลิกูลาเทคโนโลยี ที่ประกอบด้วย นาโนเทคโนโลยี, ไบโอเทคโนโลยี และแมตทีเรียลเทคโนโลยี โดยในทุก 10 ปีข้างหน้าจะมีอัตราเร่งทางเทคโนโลยีจะเร็วมากขึ้น 2 เท่าของในอดีต ดังนั้น อย่าคิดวางแผนให้สมบูรณ์เพียงอย่างเดียว ต้องมีความเร็วด้านการบริหารจัดการด้วย รวมทั้งการดูแลบริหารส่วนล่าง

ล่าสุด เมื่อวันที่ 19 สิงหาคม พ.ต.ท.ทักษิณแนะนำหนังสือให้แก่ ครม.อีก 2 เล่มคือ "พุทธทาสทางการเมือง" ซึ่ง พ.ต.ท.ทักษิณเป็นผู้เขียนและเคยนำไปปาฐกถาเมื่อครั้งตั้งพรรคไทยรักไทยใหม่ โดย พ.ต.ท.ทักษิณกล่าวว่า ได้ศึกษาธรรมะจากหนังสือของท่านพระพุทธทาสแล้วเห็นว่า เป็นหลักปรัชญาชั้นสูง จะทำความเข้าใจได้ยาก แต่ถ้าเข้าใจแล้วนำมาปฏิบัติจะเป็นประโยชน์ในการดำเนินชีวิต เปลี่ยนแปลงการดำรงชีวิตได้อย่างมาก ทำให้ปล่อยวางเรื่องต่างๆ ได้มาก ถ้าไม่มีหลักธรรมะดังกล่าวยึดเหนี่ยว การปฏิบัติหน้าที่ในตำแหน่งนายกรัฐมนตรี ที่จะต้องเผชิญปัญหาต่างๆ มากมาย คงไม่ลุล่วงมาได้ถึงทุกวันนี้

อีกเล่มชื่อ Leading at the Speed of Growth : Journey from Entrepreneur to CEO โดย Katherine Catlin คือให้มีการเปลี่ยนแปลงองค์กรอย่างรวดเร็ว โดยรายละเอียดในหนังสือจะกล่าวถึงการตั้งองค์กรใหม่ๆ ที่จะต้องมีผู้นำที่เป็นผู้กระทำเอง และเป็นคนที่ตัดสินใจเรื่องต่างๆ ในองค์กร เมื่อองค์กรพัฒนาไปอีกขั้นก็จะเป็นผู้ที่มอบหมายงานให้ผู้อื่นไปปฏิบัติ และเมื่อพัฒนาต่อไปก็จะเป็นผู้กำหนดทิศทางองค์กรว่าจะไปในทิศทางใด

ต่อจากนั้น จะเป็นการสร้างทีมงานขึ้นมาสานต่อในงานให้เป็นไปในทิศทางที่กำหนดไว้ เป็นคนคอยแนะนำ และเป็นผู้วางแผนให้องค์กรในการก้าวไปข้างหน้า เป็นผู้ติดต่อสื่อสารให้แก่องค์กร เป็นผู้เร่งการเปลี่ยนแปลงขององค์กร รวมถึงการเป็นผู้สร้างองค์กรใหม่ขึ้นมา ซึ่งหากบริหารองค์กรอย่างเป็นระบบก็จะทำให้องค์กรพัฒนาและเข้มแข็ง อีกทั้งยังสร้างองค์กรใหม่ๆ ขึ้นมาได้

Prime Minister Thaksin Shinawatra talked about the 'economy of speed', Thailand's development road map and what the country must do to adapt and change, before a gathering of the Thailand chapter of the Young Presidents Organisation (YPO) at the Plaza Athenee Hotel on Tuesday



I will speak on two themes tonight - Thailand and its direction, and how to adapt.
Last week, I recommended a book, 'It's Alive', by Christopher Meyer. It is about adaptive enterprise. The future world needs a high level of adaptation, especially business organisations.
If we look at different eras of economic engines, we have had the industrial economy and the information economy [which we are still in] and now the molecular economy.
These are powerful engines, resulting from breakthroughs in all branches of science.
The daily life of the world is affected, and no one can manage as before.
And the world is not a linear place. Science and technology have arrived in the form of biotechnology, nanotechnology and material science.
In this new era, it is said that an organisation must be versatile and capable of adapting frequently - able to change culture and evolve at any time.
The leaders must manage the changes from top to bottom. Every level must be adaptable. There must be a system for knowledge transmission at all times.
Any organisation that is slow to change, will be forced to change.
Leaders must eliminate static elements. They cannot just plan, but need to experiment.
Actions cannot be delayed. If we know that something is more than 50-per-cent right, then proceed.
Don't be a perfectionist, because otherwise destruction will come if everything has to be perfect.
Time is scarce, it is no longer capital. We compete with speed.
Another book I read is 'Leading at the Speed of Growth'. The leader must change as the organisation changes.
In a start-up business, the owner is both a doer and a decision-maker. But as the business takes off, the leader must change and delegate and become a direction setter.
Then he can change to become a team builder, coach and planner.
To sustain growth, we must act as a catalyst for change, become organisation builders, innovators and chiefs of culture change.
After all, a start-up only has 24 hours a day. A firm must grow and the doer must move to delegation and set direction.
When Thailand entered the International Monetary Fund programme, the Thais were bitter. They did not know before that all the money had gone.
When the Democrat Party came in, we applauded and hoped that the problems would be solved. When my government came in, we were faced with continuous capital outflows, high debts and economic standstill.
The economy needed to be restarted. Additional funds were added to the budget to boost the economy.
But I was facing charges in the Constitutional Court at the time. The bureaucrats were not sure. Nothing could move forward. All we could do was wait and see.
After that we had to deal with [the terrorist attacks of] 9/11. So, in the first year [of the Thai Rak Thai-led government], we could do nothing.
Anyway, when I came in, they were waiting for the fiscal position of the country to improve. But in a business, it is not the debt which is tackled, but income.
The Democrat Party only focussed on debt. We need to focus on both debt and income via domestic consumption.
Since taking office, I have travelled abroad 50 times, or once every two weeks.
I have to build trust and confidence. In business, trust is vital and can make paper into money. But untrustworthy people make money into paper.
Once, close to the election, I went to London and met a young person who was training in England.
The person put his name card under my apartment door and wrote down that NPLs [non-performing loans] can only be solved by way of property, without which it would be difficult to do so.
I have kept this piece of advice close to my chest ever since.
We can witness domestic-led economic stimulus. Australia has a GDP [gross domestic product] three times that of Thailand. But it relies less on exports.
In East Asia, the model has been one of export-led economies with foreign direct investment [FDI] from multinationals. They don't involve domestic economies but exports.
People don't think I have a strategy. What do I think and what would I like to see? Well, for me the composition is many parts of a jigsaw. We are doing many jobs to build that picture. And we must be consistent.
I told Dr Somkid [Jatusripitak, the deputy prime minister], that the economic bubble was a result of asset-price inflation.
So, we have deflation, and must reflect to a suitable level. But we cannot have speculators and buyers should not be greedy.
We must learn from the past. But we should not be afraid to the extent of doing nothing.
People who do good will get results. We cannot tolerate moral hazards because the nation will suffer.
Thailand must become the most transparent nation in the nation in the region.
When Khun Suchart [Jaovisidha, the finance minister] asked me to increase the number of tax inspectors from 500 to 5,000, I readily approved.
It was a worthwhile expense because we reaped an additional Bt50 billion in tax income.
As a trading economy we must compete and become more open. We have a population of 63 million in contrast to China's 1.3 billion, and India's 1 billion.
And then there is Japan, Australia, the EU, GCC [Gulf Cooperation Council members - Saudi Arabia, Kuwait, Bahrain, UAE, Oman and Qatar] and the Andean countries [Colombia, Bolivia, Peru, Ecuador and Chile].
If we exchange [through free trade agreements] with one country, we will not have sufficient leverage. We need many markets.
In some sectors we might lose against China, but win against India, as well as the US and the EU.
Nobody is always lucky or perfect. Every sector must adapt. It's about adaptive enterprise ... It's Alive!
As a prime minister, my motto is 'you must be rich and don't stop becoming richer'.
The more successful companies [a country has], the more taxes the government can collect, from corporate to personal income tax, dividend tax, etc.
The rich should not be envied.
I don't want to borrow overseas.
When we cancelled the Bt70-billion Nong Ngu Hao construction project [for the new airport], we re-bid at Bt36 billion. But JBIC [Japan Bank for International Cooperation] complained and refused to extend any lending.
But we have excess liquidity of Bt800 billion in the financial system so the public sector should not borrow overseas. They can use domestic loans.
With domestic-led economic stimulus, the local content usage is up and imports are down.
We have both trade and balance of payment surpluses. We have less debt and higher foreign exchange reserves.
We have to grow with profits and not debts. We have to achieve quality growth.
Debts are dangerous. We should not drive Mercedes Benz if we have to borrow. We should accept Toyota.
We used to have debts of US$119 billion [Bt5 trillion] of which $47 billion were short term.
Reserves at the time were only $39.9 billion. We were ignorant about figures.
I check statistics all the time. As part of a previous government, I was a member of the Bank of Thailand's foreign exchange policy committee. I saw that our high interest rate and fixed exchange system was dangerous.
Capital was flowing into the country without good reason. I told Khun Banharn [Silapa-archa, the prime minister at the time] but he did not listen.
It isn't that we did not have an early warning system. We did, but we were ignorant. Just as a person with high cholesterol should not eat oily pork.
Anyway, our external debts have since come to down to $53 billion - less than half that of the peak.
Our foreign exchange reserves will be about $40 billion by the year-end.
Thai banks also have $15 billion deposited overseas.
By the end of the year, we will become a 'net creditor' - for the first time in Thai history.
There are no problems with state enterprises borrowing domestically. The Bank of Thailand can match borrowing with tax income. Remember the 50-year Napoleon bonds!
We have had Bt1.4 trillion in debts from losses of financial institutions.
Actually the amount shouldn't have been more than Bt600 billion. But that's okay, we should just carry on.
If we were to issue a foreign bond today, it would be sold out in no time.
I would like to see us making baht loans and not US dollar loans to neighbouring countries.
The trend is that the baht exchange will become stronger.
Exporters should not compete on price but quality.
There are no nations that engage in currency devaluation and get any sympathy.
One US dollar used to be worth Bt25 but now it is Bt41.5, or about 60 per cent more. So, the weak party is paying the difference. There is no charity.
I rather like Dr Mahathir Mohamad [the prime minister of Malaysia] who has maintained his country's exchange at 3.8 ringgit to one US dollar.
Ours should have been Bt38 per dollar but jumped to more than Bt50 at one point.
But the baht is steadily becoming stronger. The Bank of Thailand governor is a very capable man.
Again, I watch the statistics closely. I have no work. I have no ministries to supervise, and authority has been delegated to deputy prime ministers.
Managers must delegate and I too can have a sense of urgency.
The CEO governor system will be a new dimension in national development.
Before, the provinces had static criteria on growth and some were not expected to surpass others.
But now, each province will depend on the capacity of each governor, who must come out with a precise development strategy.
Capitalism needs capital, without which there is no capitalism. We need to push capital into the rural areas.
In any organisation, there is no talent if there is no opportunity.
It is not the duty of human resource managers to find talent but CEOs, who must groom, retain and develop.
And there must be challenges so as to keep talent.
My long-term agenda is people and research and development.
As far as I know, graduates with local bachelor's degrees who do not read will not get anywhere. They need to read all the time in order to become well rounded.
We are 'customer focused' and not populist as the Democrat Party claims.
It is about a twist, just as when the central bank made a twist in direct flows of capital.
We need to test. We cannot just plan but must experiment.
I will stay another five years, two terms [altogether], as there will not be any challenge left for me. I will go and teach.
There will be no poverty, no 'mafia', or societal ills.
Growth will be more than 5 per cent each year and even I would like to see 8 per cent. Everyone should have a home.
