In which cases is the National Certificate of Language Proficiency sufficient for being granted citizenship?
If you have completed the National Certificate of Language Proficiency between 2002 and 2011, the general level of language proficiency indicated on your certificate must be no less than 3. If it is less than 3, that certificate is not sufficient for being granted citizenship.
If however, you have completed the National Certificate of Language Proficiency after 1 January 2012, you will meet the requirement if you have completed one of the following three subtest combinations at skill level 3
A) |
speaking 3 or 4 | | writing 3 or 4 |
or --------------------------------------------------------------------------------------------------
B) |
listening comprehension 3 or 4 | | writing 3 or 4 |
or --------------------------------------------------------------------------------------------------
C) |
reading comprehension 3 or 4 | | speaking 3 or 4 |
Only the above mentioned subtest combinations are accepted. You can prove that you have the required combination with more than one certificate (certificates issued after 1 January 2012). If you have skill level 3 on two subtests other than the abovementioned combinations, your certificate is not acceptable for proving language skills.
Please note, however, that you must complete the entire certificate and take all subtests, or you will not receive the certificate. You must complete the entire certifi-cate during the same day.
For further information on language examinations and participation in them, see the website of the Finnish National Board of Education. Please note that the test centres in the Greater Helsinki area fill up fast. You can also register for a test that is arranged outside of your municipality.
