The Contracts Engineer performs general contract management in support of the contracting and procurement needs of the Company. The key areas of responsibility will be the management and administration of the contracts. In general terms responsibilities can be split into the following 2 main areas:
Pre-award: preparation of prequalification and tender enquiry documents (as appropriate), receiving and clarifying tenders, negotiation, and award. Post-award: provision of contractual/commercial advice and support, and administering contracts for goods/services in such a manner as to ensure the contractual compliance, and monitoring contractor performance as well.
Key Accountabilities :
Interface with relevant sections or departments such as Engineering, Procurement, and Project Team in order to gather information for developing new contract Draft appropriate contract strategy, contractual and commercial terms and conditions, using existing model contracts where applicable, to best serve and protect Company and Projects interests Propose, pre-qualify and recommend suitable contractors/suppliers for tender lists to maximize tendering efficiency and transparency Develop new contract for both service and good purchasing contracts (prepare tender evaluation plans, review tenders, participate in clarifications, conduct negotiations and administer the award of contracts) Organize a kick-off meeting to make sure that the scope of work, requirements, and documents making up the Contract are properly understood by those who are to use them (Contractor, Companys supervisor) are prepares the minutes of meeting Ensure all contracting activities comply with Company guidelines, policies and procedures Ensure the obligations to contractors are met in accordance with contractual agreements Manage the contractors or vendor claim, analyze them and prepare response Create and administer Change Orders initiated by Company or Contractor and Contract Amendments Maintain and update database of the contractual document, which will include original contract, all correspondence, changes/deviations, amendments, clarifications, payment schedules Monitor contractors performance, recording results and participating in management of contractor relationships and performances Ensure contract close-out, extension or renewal is performed Provide general assistance and advice on contractual and procurement matters as required to support Project Team (including particularly advising on interpretation of contractual provisions, claims and correspondence) Provide contractual interpretations and advice to contractors, vendors, and project teams as required Issue regular reports on the status of contracts e.g. track and summary the current contract status including contract spending vs. available budget to spend and submit as a Contract monthly report Ensure that signed contracts are communicated to all relevant parties to provide contract visibility and awareness, interpretation to support implementation Prepare and disseminate information to appropriate concern parties regarding contract status Announce the implementation of new procedures/ regulations to all concern parties Perform other job related duties as assigned or requested
Professional Knowledge & Experience :
Bachelors Degree in Engineering, Law, or relevant business area 2 4 years-experience in preparation and negotiation of technical contracts or EPCI contract (covering construction service contract and good purchasing contract) 3 years (or more) experience in the oil and gas business Demonstrable general knowledge and understanding of commercial and legal issues affecting the Company in general, and in depth understanding where relevant to contracts for goods and services Good command of English both written and spoken (minimum TOEIC score is 750) Good communication skills both in the contractual and regulatory areas Ability to effectively plan and prioritize work assignments and work efficiently on several projects simultaneously Ability to take a teamwork approach to the job by cooperating with others and offering to help others when needed Ability to interact with a diverse range of individuals Proficiency with MS Office software Flexible and enthusiastic attitude
